This training aims to contribute to the efforts of countries and their partners to equip national TVET managers, both public and private, with the necessary capacities to define and implement their TVET policies. It will focus on management capacities in the sub-sector, in line with labour market needs and linked to the overall management of the education system, in order to enable TVET to make a better contribution to the economic and sustainable development of countries.

This training will be given in a mixed mode, at a distance and with two groupings in Dakar, and is divided into four modules:

  • Module 1 : "TVET: Specificities, Issues and Challenges"
  • Module 2 : "Elements for labour market analysis"
  • Module 3 : "TVET Costs and Financing"
  • Module 4 : "Strategic and operational planning and contribution to the implementation of vocational training reforms"

To this end, since March 2019, the Pôle de Dakar has recruited a team of four experts, three technical content specialists and one pedagogy specialist, to support the design and development of the content of the training modules.

During a three-day scoping workshop in April 2019, experts and the IIEP-Dakar Pole team were able to agree on the overall orientation of the training and the various modules, define the general and specific objectives as well as the main elements of the training modules to be developed and, finally, share a common understanding of the outline of these modules.

The development of detailed plans for the modules and content of the training was then carried out in consultation with several partners: (UNESCO headquarters, UNESCO Dakar, International Labour Organization (ILO), the European Training Foundation (ETF), the Institut de la Francophonie pour l'éducation et la formation (IFEF), AFD, Luxdev).

A content pre-validation workshop, held in Dakar in July 2019, discussed the first versions of the modules to list revisions to the content, agree on the modalities and format for delivering learning activities within each module, and ensure harmony and articulation between the contents of the four modules.

In October and November 2019, the experts came to work individually with the IIEP-Pôle de Dakar team to finalize the content, training materials and additional resources.

Scheduled for the first half of 2020, the launch of this brand new training course provided by IIEP-Pôle de Dakar will be widely promoted on the organization's websites.
