Education sector studies, Policy analysis and planning, functional analysis of Ministries of Education, capacity development and strengthening of training institutions, training engineering

Dominique Altner is a Senior Program Specialist at IIEP, member of the Technical Cooperation Unit.

Ms Altner is currently responsible for operational policy research and capacity development projects to reinforce national and regional training institutions in educational planning and management. She teaches in the IIEP Advanced Training Program for which she also coordinates the Education Plan Preparation and Implementation course. She designs and delivers professional development training at country level, with a focus on  comprehensive methodological approaches in sector analysis and planning, including simulation models, and on analysis of Ministries’ of Education management functions. 

Prior to joining IIEP, Ms Altner was head of the Education Policy and Reform Unit at the UNESCO Regional Bureau for Education, Bangkok (1998 – 2007). As resident expert in Cambodia (1995-97) and task manager for many  large-scale donor-government  programs in the areas of human resource development and institutional strengthening she cooperated with all major funding agencies and with national education authorities (Ministries of Education, Planning, Finance), mainly in the Asian region but also in francophone countries in West Africa and in the Caribbean.
