Technical advice, analysis on costs and financing of education, management of educational services, monitoring and evaluation, and skills development

Mariela leads the cluster on M&E and Institutional Analysis in the Technical Cooperation team. As an education economist and public policy expert, she provides technical advice and training to Member States on Education Sector Plan preparation, Monitoring and Evaluation of policies, plans and programmes, Institutional Analysis of the educational administration, and capacity development interventions. Mariela manages several technical cooperation programmes in these areas, including more recently in Afghanistan, Cambodia and various provinces in Pakistan.

Before joining the Institute, Mariela worked for several international organizations, conducting research and providing technical advice on education policies and youth employment interventions in various countries. As a Youth Employment Specialist at the International Labour Office in Geneva, Mariela led the development of global databases on youth employment interventions, advised countries on strategies for school to work transition, and on monitoring and evaluation of youth employment national plans and programmes. She also worked as a researcher with the Education For All Global Monitoring Report at UNESCO, analysing governance, management and financing of education, skills development programmes, and child labour. Mariela started her career in education as an economist/planner in the National Administration of Public Education of Uruguay.
