Ousmane Diouf is a Programme specialist focusing on capacity development for planners and managers in Member States.

This includes providing technical support in countries, conducting research in the field of education financing and developing planning tools such as simulation model, MTEF, indicators system and Education management information system (EMIS). He is in charge of several training courses.

Having been exposed to the teaching and learning environment of different systems of education have enabled Mr Diouf to successfully assist many countries in training, technical assistance and research in the field of Planning and Management. He has developed his expertise and experience in several countries such as Kenya, Malawi, Lesotho, Republic of Congo, Burkina Faso, Senegal, Ethiopia, France, Belgium, Switzerland, United Kingdom, Algeria, Morocco, Cambodia, Gulf countries and Yemen.

Before joining the Institute, Mr Diouf worked for the World Trade Organization in Geneva as an Economist Statistician Assistant before joining the Private Financial Institutions in London, Paris and Brussels. From 2000 to 2010, he taught at the University of Paris 1 (Pantheon-Sorbonne) as a Teaching Assistant in Mathematical Statistics, Econometrics, Operational Research, and Quantitative Techniques of Planning and Management in the Master’s programme of Science of Management.
