Head of the Research and Development department, quality assurance, quality education, learning, planning and policy in the development world

Hugues Moussy is the head of the Research and Development department at UNESCO’s International Institute for Educational Planning (IIEP). 

Hugues is a senior education specialist and educational planner with extensive international experience in large, multi-sector programme design and management. His experience includes basic, secondary education, and higher education; teacher training; capacity building; donor, government, and strategic partnerships; innovative financing for development; quality assurance and evaluation. 

Hugues started his career teaching History at the university level (University of North Carolina at Chapel Hill in the United States, and Lille and Amiens in France). He then specialized in education public policy. He held positions as a quality assurance program officer in higher education, and in high-level management in the executive authorities of French local governments (departments and cities). He worked and lived in Cameroon for five years, where he was chief of party for the French cooperation and special advisor to the Minister of Basic Education for international cooperation. 

Hugues headed the human development unit at the French Ministry of Foreign Affairs, where he was in charge of defining and monitoring the French strategy of aid for development in the education sector, on gender issues, and on international migrations. In 2009 and 2010, he represented France in the GPE Board of Directors. He served as a senior education specialist at the GPE Secretariat from 2011 to 2017, first as a ‘country lead’, and then as head of the quality assurance unit.

His country experience encompasses Nigeria, Cameroon, Senegal, Burkina Faso, Burundi, Republic of Congo, Malawi, Tajikistan, Kyrgyzstan, and Uzbekistan.
