Global Report - GRALE

The Global Report on Adult Learning and Education (GRALE) provides a clear and comprehensive picture of the state of adult learning and education (ALE) around the world. Three reports have been published since 2009. The next GRALE will be published in 2019.

About GRALE

GRALE monitors whether UNESCO Member States are putting their international ALE commitments into practice. The reports combine survey data, policy analysis and case studies to provide policy-makers and practitioners with sound recommendations and examples of good practice. They present strong evidence on how ALE can help countries address current and future challenges, including the Sustainable Development Goals.

Key features of each GRALE

GRALE 4 (2019) Will focus on participation in adult learning and education, measurement instruments and related indicators. For further information, please contact uil-ale@unesco.org

GRALE 3 (2016) Provides survey data and reports on 139 countries. Assesses progress in implementing the 2009 Belém Framework for Action, ahead of the Mid-Term Review of CONFINTEA VI. Identifies the benefits of ALE in three key policy domains: health and well-being; employment and labour markets; social, civil and community life. Shows how ALE supports the 2030 Agenda for Sustainable Development. Examines how ALE needs to respond to major trends, including migration, ageing populations and the digital revolution.

	GRALE 2 (2013) Provides survey data and reports on 141 countries. Includes ground-breaking analysis on literacy, paving the way for more modern concepts, more refined methods to measure literacy and more effective policies. Assesses progress in implementing the 2009 Belém Framework for Action.
	GRALE 1 (2009) Served as a central input for negotiations at the sixth International Conference on Adult Education (CONFINTEA VI) in Belém, Brazil. Includes five regional synthesis reports and 154 national reports. Highlighted trends and future challenges in ALE.
