It gives me great pleasure to introduce this Medium-Term Strategy 2008-2013 for the UNESCO Institute for Lifelong Learning (UIL). Since our change of status to a full UNESCO Institute two years ago, accompanied by a new name (we were previously the UNESCO Institute of Education), many more avenues have been opened up for us to explore.
