The Federation of B&H
The Government of Federation of B&H passed the Development Strategy of Federation of B&H 2010 - 2020 in 2010, a strategic document which represents the first long-term projection of a comprehensive reform in the culture of Federation of B&H. The objectives and priorities of the Federal Ministry of Culture and Sports are: affirmation of cultural diversities and promotion of cultural expressions in the time of globalization, preservation and promotion of heritage and arts, safeguarding tangible and intangible cultural heritage, the development of cultural tourism, digitalization of cultural heritage and support for digital creativity, development of cultural/creative industries, improvement of intercultural understanding in order to achieve inter-cultural dialogue as well as to strengthen social cohesion of society at the territory of Federation of BiH. Key challenges in this mission are reaching balanced development of all cultural activities at the entity, cantonal and local level, strengthening legal and institutional support and strengthening human resources capacities. Also, we have to emphasize that determination and implementation of cultural policies and legislation are within the competence of the 10 cantonal ministries for culture in the entity of the Federation of B%H. These 10 cantonal ministries have their laws, policies, strategies, budgets, objectives and priorities for culture.
In last 4 years, through a Public Calls for cultural institutions, associations and NGO sector, the Federal Ministry and the 10 cantonal ministries have been supporting programs and projects which objectives were also to promote cultural expressions in a digital environment.
The RS
The Convention has largely defined the objectives and priorities of the Cultural Development Strategy of RS 2010-2015. During its development, special attention was given to three areas: modernisation of cultural management, mobility of arts and artists, and strengthening the potential of Republika Srpska for development of cultural industries. The Strategy aims at strengthening the common understanding and respect among individuals, communities and people, strengthening the cultural understanding through dialogues of all interested parties in the field of culture, promoting cultural differences, as well as harmonising the policies and the legislation of Republika Srpska with the relevant EU policies. In that regard, the main objectives of the Strategy have been defined as follows: 1) Contribution to sustainable development of Republika Srpska through culture and art – creative industry; 2) Decentralisation – Cultural development of Republika Srpska (encouraging people in municipalities to get involved in art and culture to a higher extent, through creating new audience or active participants in development and promotion of cultural contents; 3) Sustainability of cultural organisations (public cultural institutions, associations, artists); 4) International and regional cultural cooperation; 5) Education in culture.
In the context of promotion, the Portal for Culture of Republika Srpska has been operative as of 2011, with the aim of gathering all sorts of cultural contents in one place, for the purpose of faster and simpler circulation and exchange of information, and easier access to information about artists, cultural institutions and organisations possessed by the Ministry, as well as about all other cultural contents.
