设在联合国教科文组织的一个独立小组编写了第四期《全民教育全球监 测报告》，其中请我们对全球扫盲挑战重新给予极大的关注。 扫盲之所以是全民教育 (EFA) 的核心是有充分理由的——优质的基础教 育能让学生掌握终身学习和进一步深造的识字能力；识字的家长更有可 能让子女去学校读书；识字的人更有能力抓住继续教育的机会；有文化 知识的社会更容易应对紧迫的发展挑战。
