The radio broadcasters agreed on this at the national consultation on “Community Plurality and Diversity of Indigenous People and Languages in Community Broadcasting”, organised by the Association of Community Radio Broadcasters (ACORAB) Nepal with the support of UNESCO, and held in Dhankuta, Province 1, on 24 and 25 May 2019. 

Over 200 community radio broadcasters, parliamentarians, policy makers, and language and thematic experts participated in the discussion sessions, which were held on the topics of opportunities and challenges of community radios for increasing media information as well as literacy of indigenous peoples and promoting diversity.

Chief Minister for Province 1 Sherdhan Rai stated that the provincial government is willing to work with community radio broadcasters to reach out to diverse populations that speak different languages and hold different cultural values.

“In the more than two decades of their existence in Nepal, the community radios have time and again proven that they are capable partners of the government for the development of the country,” Chief Minister Rai said.

While the community radios have produced radio programs in around 70 of the country’s spoken languages so far, the broadcasters pointed out the challenges to the sustainability of their radio stations.  

Issuing a five-point declaration as the way forward, ACORAB’s Chairperson Subhash Khatiwada said the radio broadcasters have agreed to prepare a “code of conduct for indigenous broadcasting” for responsible production of programmes and dissemination of information related to indigenous and ethnic languages, culture, and identity.

Likewise, a baseline survey will be conducted by adopting a strategic action plan to ensure increasing inclusiveness and ownership of indigenous communities in community radio. At least 36 percent of the total programmes produced by community radio broadcasters will be covered in multi-languages, the declaration reads.

The radio broadcasters also agreed to make a special work plan to produce programmes for safeguarding languages that are in danger. The Regional Coordinator of World Association of Community Radio Broadcasters, Suman Basnet, highlighted the historical role of community radios across the world for raising the issues of indigenous and ethnic people.

Nirjana Sharma, Programme Coordinator at the UNESCO Office in Kathmandu,  gave a presentation on the role of UNESCO in the strengthening of community media sustainability for increasing people’s access to information. 

The Under Secretary at the Language Commission, Bharat Raj Tripathee, shared about the role of the commission in making recommendations for the development and monitoring of the languages of Nepal.

The programme was organized as part of UNESCO’s commitments to media plurality, education in mother tongue and the celebration of the International Year of Indigenous Languages 2019.

नेपालका सामुदायिक रेडियोहरुले विविधता प्रबर्द्धन गर्ने योजना कार्यन्वयनमा ल्याउने

कार्ययोजना निर्माण गरी सो को कार्यन्वयनका माध्यमबाट सामुदायिक बहुलताका साथै सांस्कृतिक तथा भाषिक विविधता प्रबर्द्धन एवं संरक्षणका क्षेत्रमा काम अगाडि बढाउन नेपालका सामुदायिक रेडियोप्रसारकहरू एक भएका छन् ।

युनेस्कोको सहयोगमा सामुदायिक रेडियो प्रसारक संघ (एकोर्याव)द्वारा प्रदेश १ को धनकुटामा यहि मे २४ र २५ मा आयोजित “प्रसारणमा सामुदायिक बहुलता र आदिवासी जनजातिको विविधता एवं भाषा” सम्बन्धी राष्ट्रिय परामर्श कार्यक्रममा रेडियोप्रसारकहरु यस कुरामा सहमत भएका हुन् ।

उक्त कार्यक्रममा २०० भन्दा बढि रेडियो प्रसारक, सांसद, नीति निर्माता तथा भाषा एवं विषयविज्ञहरू आदिवासी जनजातिहरूको मिडिया सूचनाका साथै साक्षरता बढाउने तथा विविधताको प्रबर्द्धन गर्न सामुदायिक रेडियोसँग भएका अवसर तथा चुनौतीहरूसँग सम्बन्धित शिर्षकहरूमा आयोजित विभिन्न छलफलका सत्रहरूमा सहभागी भएका थिए ।

प्रदेश १ का मुख्यमन्त्री शेरधन राईले फरक भाषा बोल्ने तथा सांस्कृतिक मूल्यहरू भएका विविध जनसमुदायसम्म पुग्न सामुदायिक रेडियो प्रसारकहरूसँग काम गर्न प्रदेश सरकार इच्छुक रहेको बताउनु भयो ।

“नेपालमा सामुदायिक रेडियो अस्तित्वमा आएको दुई दशक भन्दा लामो अवधिमा सामुदायिक रेडियोहरूले देशको विकासका लागि उनीहरू सक्षम साझेदार भएको बारम्बार प्रमाणित गरेका छन्”, मुख्यमन्त्री राईले भन्नुभयो ।

सामुदायिक रेडियोहरूले नेपालमा बोलिने भाषाहरू मध्ये हालसम्म झण्डै ७० वटा भाषाहरूमा कार्यक्रम उत्पादन गरेको भएता पनि आफ्ना रेडियो स्टेशनहरूलाई दिगो बनाइ राख्न चुनौतिहरू रहेको प्रसारकहरूले औल्याएका छन् ।

आगामी कार्यदिशाका रूपमा पाँचबुँदे घोषणापत्र जारी गर्दै एकोर्यावका अध्यक्ष सुभाष खतिवडाले कार्यक्रमहरूको जिम्मेवारीपूर्ण उत्पादन तथा आदिवासी तथा जनजाति भाषा संस्कृति र पहिचानसँग सम्बन्धित सूचनाको प्रसारणका लागि रेडियो प्रसारकहरू “आदिवासी प्रसारणका लागि आचार संहिता” तयार पार्न रेडियो प्रसारकहरू सहमत भएको बताउनु भयो ।

यसरी नै सामुदायिक रेडियोमा आदिवासी समुदायको समावेशीता र अपनत्व बढाएको सुनिश्चत गर्न रणनैतिक कार्ययोजना बनाइ एउटा आधाररेखा सर्वेक्षण गरिनेछ । सामुदायिक रेडियो प्रसारकहरूले उत्पादन गर्ने कार्यक्रमहरूमध्ये कम्तिमा ३६ प्रतिशत  कार्यक्रमहरूमा बहूभाषा समेटिने घोषणापत्रमा उल्लेख गरिएको छ ।

लोप हुने खतरामा रहेका भाषाहरूलाई संरक्षण गर्नका लागि कार्यक्रम उत्पादन गर्न विशेष कार्ययोजना बनाउन समेत रेडियो प्रसारकहरू सहमत भएका छन् । वर्ल्ड एशोसिएशन अफ कम्युनिटी रेडियो ब्रोडकास्टर्सका क्षेत्रीय संयोजक सुमन बस्नेतले आदिवासी तथा जनजातिका सवालहरू उठाउन विश्वभरि सामुदायिक रेडियोहरूले खेलेको ऐतिहासिक भूमिकामाथि प्रकाश पार्नु भयो ।

युनेस्कोका कार्यक्रम संयोजक निर्जना शर्माले सूचनामा जनताको पहूँच बढाउनका लागि सामुदायिक मिडियालाई दिगो बन्नका लागि सुदृढिकरण गर्नमा युनेस्कोले खेलेको भूमिकाका बारेमा प्रस्तुतीकरण दिनुभयो ।

त्यसै गरी, भाषा आयोगका उपसचिव भरतराज त्रिपाठीले नेपालका भाषाहरूको विकास र अनुगमनका लागि सिफारिशहरू बनाउनमा आयोगको भूमिकाबारे चर्चा गर्नुभयो ।

मिडिया बहूलता, मातृभाषामा शिक्षा र आदिवासी भाषा अन्तराष्ट्रिय बर्ष २०१९ प्रति युनेस्कोले गरेको प्रतिबद्धता अनुरूप यसैको एउटा हिस्साका रूपमा यो कार्यक्रम आयोजना गरिएको हो ।
