Overview

In 2007 the Government of Japan and the United Nations  decided to extend assistance, through the Trust Fund for Human Security to a project entitled “Community Reconciliation through Poverty Reduction” to be implemented by UNDP and UNESCO in Bosnia and Herzegovina.

The Community Reconciliation through Poverty Reduction project with funding from UNHSTF focuses on community reconciliation in South-eastern Herzegovina through a multi-dimensional approach to poverty reduction.

Summary

The approach includes mine clearance, waste management, income generation activities in highly potential tourism industry, restoration of cultural heritages and strong PR activities all of which combine to contribute to poverty reduction and community reconciliation. The project is based on the principle that a participatory and transparent approach to income generation will create a synergetic bond for municipalities to cooperate in the development of common interests and the mitigation of “hard-line” politics.

Objectives & Activities

Objective : Developed capacity of municipalities to generate employment using pro-poor approach.

Achievements and Expected Results :

1. approximately 180,000 m² of category 1 land that is of significance for income generation and/or community reconciliation restored for use;

2. 70% of illegal waste depots in the target region removed, cleaning campaigns in each municipality organized, and waste management capacities improved;

3. Minimum of 8 income generation sub-projects implemented with at least 30% of projected employment coming from the vulnerable groups;

4. Three cultural-historical monuments restored in the region.

Main achievements

The following has been achieved in 3 municipalities, namely Stolac, Trebinje, and Mostar–Blagaj

  • Humanitarian demining of over 700,000 sq m of category one land
  • Clearance of over 70% of illegal waste in the 3 communities
  • Income generation more than 30% going to vulnerable groups and
  • Restoration of three national monuments, one in each community

Notable Achievements

  • As a result of the interest and cooperation of a variety of actors, the project successfully cleared mines and UXOs from an area four times greater than originally planned. In addition, the project ensured the restoration of approximately 180,000 square metres of land deemed to be significant for tourism, income generation and community reconciliation.
  • Through a 3-pronged approach, the project provided the appropriate equipment for waste collection; organized training on financial and strategic planning for personnel at utility companies; and implemented a comprehensive waste management campaign. As a result, local knowledge, attitudes and behaviours related to waste disposal and management improved significantly and were complimented by improved waste collection and clearance by local authorities
  • Activities on the promotion of the tourism industry not only helped raise the incomes of the local communities, they also raised awareness among residents on the unique characteristics and the comparative advantages of the region vis-à-vis eco-tourism. This led to the establishment of the first tourism cooperative in the area. The project also made sure that at least 30% of the accompanying eight income generation sub-projects were implemented by vulnerable groups.
  • In each community, monuments were restored, promoting the cultural heritage of the region and contributing to a growing interest in Southeastern Herzegovina as a possible eco-tourist destination.
