Delivering as One

Launched in 2006, as  “One UN” was it has been formally tested in eight countries to see how the United Nations family – with its numerous and diverse agencies – can deliver results in a more coordinated fashion at the country level.

“Delivering as One” (DaO) is based upon the four pillars of “oneness”: having One Programme jointly signed between the UN and the host government; One Leader and Team via the UN Resident Coordinator and the UN Country Team; One Budgetary Framework to monitor the UN expenditures and fund-raising within the country; and One Office, sharing the same premises to cut on costs and foster inter-agency cooperation.

DaO has brought together partner countries, donors and UN country teams with fresh energy, momentum and a greater sense of common purpose. By strongly encouraging the eight pilot country teams - Albania, Cape Verde, Mozambique, Pakistan, Rwanda, United Republic of Tanzania, Uruguay and Viet Nam -to implement reforms and by giving them broad latitude to innovate and experiment with ways of working together as one UN team, the DaO initiative has tested a number of different ways of working together .

Following a request from the Albanian Government to the United Nations, Albania was selected as one of eight countries around the world to pilot UN efforts to Deliver as One in January 2007. In June 2009, the Government and UN in Montenegro chose to become a “self-starter” following the Delivering as One methodology, while Bosnia and Herzegovina become a Delivering as One country since 2013, following the request of the Council of Ministers.

Delivering for development

The pilot One UN Programme in Albania was implemented 2007-2011, engaged 14 UN Agencies and aimed to enhance development results and impact by bringing together the comparative advantages of the UN system within a single strategic programme.

The One UN Programme, which built on the UN Development Assistance Framework (UNDAF) 2006–2010, agreed between the Government of Albania and UN agencies,  consisted of five key thematic areas:

Following an intensive review of the pilot One UN Programme, the Government of Albania-United Nations Programme of Cooperation  2012-2016 was launched and implemented, with 19 UN agencies participating, and a more focused set of four thematic areas: Governance and Rule of Law, Economy and Environment, Regional and Local development and Inclusive Social Policy. This new Programme of Cooperation also took into greater consideration the voice and role that Civil Society plays in development.

The new five-year Government of Albania- United Nations Programme of Cooperation for Sustainable Development 2017-2021, officially launched on 24 October 2016, was designed around four pillars: (i) Governance and rule of law, (ii) Social Cohesion: Health, education, social protection, and child protection, (iii) Economic growth, labour, and agriculture and (iv) Environment and Climate Change. UNESCO, through its Regional Bureau for Science and Culture in Europe, has foreseen to contribute to all four outcomes.

As part of the pilot activities, a UN Coherence Fund was designed to enhance the efficiency of delivery by the United Nations system in Albania by streamlining, simplifying and increasing the harmonization and predictability of resource flows. The Fund finances the top strategic priorities of the One UN Programme, as determined jointly by the Government, the UN Resident Coordinator and participating UN Agencies. For the new Programme of Cooperation, the Coherence Fund has been further adjusted to incorporate lessons learned from the past, and now also applies performance-based criteria for resource allocation.

Delivering as One in Montenegro

The Integrated UN Programme and Budgetary Framework for Montenegro 2010-2015 aimed to enhance development by combining the relative expertise and resources of various UN organizations operating in the country into one cohesive framework. It built upon existing national strategies for development and was developed in consultation with the Government and civil society partners.

The first phase of the Integrated UN Programme ran from 2009-2011; a second phase of the Integrated UN Programme from 2012-2015 was eventually extended to 2016.

The Integrated UN Programme 2010-2016 had 3 strategic programme pillars: Social Inclusion, Democratic Governance and Sustainable Economic Development & Environmental Protection (SEDEP). In all three areas, the  core principles of human rights, gender equality and national capacity development are upheld and incorporated.

To complement the work of the UN in Montenegro, a UN Country Fund was established, designed to maximize the effectiveness of the UN system in Montenegro by pooling un-earmarked non-core resources into a common fund. This ensures support for top national strategic priorities, as defined by the Integrated UN Programme and Budgetary Framework. 

Sustaining results of the previous Integrated UN Programme 2012-2016, the Integrated UN Programme for Montenegro 2017-2021 is a five-year strategic framework of cooperation designed to optimize the combined knowledge and resources of the UN system working under the Delivering as One modality. This strategic document was jointly developed by the UN Country Team in Montenegro and the Government of Montenegro, in collaboration with civil sector, academia and international stakeholders. It provides a jointly agreed plan to support the country in the following key thematic areas:

  • Democratic Governance
  • Environmental Sustainability
  • Social Inclusion
  • Economic Governance

Delivering as One in Bosnia and Herzegovina

Drawing on the United Nations System comparative advantage and capacity, the “One United Nations Programme and Common Budgetary Framework BiH 2015-2019: United Nations Development Assistance Framework” provides a framework for cooperation to enable the international community to support the development of the country in a more coordinated and better prioritized manner.

Through the One UN Programme, the UN Country Team (UNCT) strives to increase efficiency and effectiveness in addressing  Bosnia and Herzegovina’s development priorities, and at the same time it includes the global development framework set out by the Agenda 2030 and the Sustainable Development Goals (SDGs). According to the new One UN Programme, particularly critical areas identified for UN support to the country are:

  • The rule of law and human security;
  • Sustainable and equitable development and employment;
  • Social inclusion: education, social protection, child protection and health;
  • The empowerment of women.

The contribution of the UNESCO Regional Bureau for Science and Culture in Europe, through its Antenna office in Sarajevo, focuses on two outcomes :

Outcome 02. By 2019, BiH consolidates and strengthens mechanisms for peaceful resolution of conflicts, reconciliation, respect for diversity and community security45

Outcome 05. By 2019, legal and strategic frameworks are enhanced and operationalized to ensure sustainable management of natural, cultural and energy resources.
