UNESCO has embarked on a two-year process to elaborate the first global standard-setting instrument on ethics of artificial intelligence, following the decision of UNESCO’s General Conference at its 40th session in November 2019.

An international group of 24 leading experts appointed by UNESCO will hold a virtual discussion from 20 to 24 April 2020 to produce a first draft text for a Recommendation on the Ethics of Artificial Intelligence, with due consideration for various dimensions, including the environment and the needs of the global south.

This marks the first phase of the preparation of the Recommendation. In the context of the current global health crisis, the experts have started to exchange via electronic means in preparation of this virtual discussion.

The first draft text of the Recommendation, produced by the expert group, will be the subject of extensive multi-stakeholder online consultations at the national, sub-regional, regional and international levels, to take place between May and July 2020.

The expert group will subsequently review the results of these consultations in August 2020 and produce the final draft text of the Recommendation.

The final draft text will then be submitted to Member States for their consideration, before its examination by the General Conference at its 41st session in 2021.
