UNESCO's Response to the Report of the Commission on AIDS in Asia: How Should Education Systems React to Refocus Prevention on Adolescents Most at Risk for HIV?

by De Lind van Wijngaarden,  Jan W and Shaeffer, Sheldon, UNESCO Bangkok, 2008

This Discussion Paper provides guidance to UNESCO offices and Ministries of Education on the report of the AIDS Commission in Asia and respond to the findings of the most thorough and in-depth analysis of the AIDS Epidemic in Asia ever concluded.

The report says education sector responses to HIV must be made more relevant to the realities of Asian AIDS epidemics, where 75% of adult infections and up to 95% of adolescent  infections are caused by three behaviours: unsafe sex in the context of sex work, unsafe male to male (anal) sex with multiple partners and unsafe injecting drug use. Sex, relationships and HIV education for adolescents  in-  and out-of school must include innovative methods to address these behaviors in an effective and appropriate manner.
