Containment measures or mobility restrictions adopted by many countries to contain the pandemic have drastically restricted access to culture, making the whole cultural ecosystem fragile, in particular through the closure of heritage sites and cultural spaces, the cancellation or postponement of cultural activities and events, and the disruption of cultural production.
These measures have had a strong impact on the cultural sector, which is mainly composed of micro, small and medium enterprises, and a relatively high proportion of freelancers and informal workers. Although countries have generated different measures and instruments in response to the impact of the pandemic on the various sectors of the creative economy, there are yet no precise estimates of the magnitude of the phenomenon at the regional level that would allow the designing of long-term public policies to support creation, production, distribution and access to cultural goods and services.
As a consequence, with the support of the Heritage Emergency Fund*, UNESCO has joined forces with SEGIB, OEI, IADB and MERCOSUR Cultural to hear the opinion of workers in the sector, so as to have updated information that will contribute to the development of policies to strengthen the creation, production, distribution and access to cultural goods and services within the new context.
The survey is aimed at artists and workers (dependent or freelancers) in the sector as well as at owners or managers of creative and cultural enterprises.
It consists of 3 parts, starting with the registration of general information about the worker or the company; followed by questions about the impact of the crisis on creative and cultural activities; and a third part that ends with questions about public policies that are being taken or that would be necessary to overcome the crisis.
Completing the survey takes no more than 15 minutes. It is completely anonymous and your opinion will be part of the general diagnosis of the sector. No personal details will be disclosed. The convening organizations are committed to sharing the results obtained at the end of the research and to maintaining the terms of confidentiality of the information collected.
