Mr Rieks Smeets, a linguist, started his career at Leiden University. He was previously the Secretary of the Dutch Natcom for UNESCO, the Chief of the Intangible Heritage Section at UNESCO and Secretary of the Intangible Cultural Heritage Convention. Since then, he has been involved as trainer and facilitator in the capacity building exercise.
