Renato Opertti, IBE Programme Specialist and the coordinator of capacity building programme delivered a keynote speech at the Uruguayan Parliament on 10 September 2015. His presentation focused on recent development of education in the world at a pivotal time when the new Sustainable Development Goals 2030 and the Framework for Action Education 2030 are to be adopted by the United Nations. "The educational goals include both a global perspective and a local focus" he emphasized during the discussion.

Some 120 participants, including senators, deputies, policy-makers, educationalists, politicians and civil society representatives attended the conference. They also mentioned the relevance of policy and technical dialogue framed in the 2030 Education Agenda of Uruguay and the need to engage diverse stakeholders.
