Culture Satellite Account

To carry out the economic measurement of the segments of the cultural sector.

To create a focused, continuous, and comparable information system that allows economic valuation of cultural products and of the activities that generate them.

It is a measure for gathering and accessing information in the cultural sector. The variables of the Account are: production, intermediate consumption, value added, offer / usage balances, expenditure tables along with an employment matrix of the cultural sector. The following sectors have been considered for the implementation of the methodology of the Culture Satellite Account: audiovisual, music, performing arts, games and toys, publishing, visual arts, advertising and cultural education.

e. What are the results expected through the implementation of the measure?: 
  1. To position the Culture Satellite Account as an input for the diagnosis and decision making of public and private agents.
  2. To improve the availability of cultural sector information in Colombia.
  3. To constantly improve the sources of information and methodologies for calculating the account variables for each of the sectors.
  4. To expand the coverage of research to cover more cultural sectors.
  5. To work with the DANE (National Administrative Department of Statistics) to improve the availability of information of the account in areas such as domestic and foreign trade of services as well as the identification of secondary activities of employees.
  6. To constantly improve methodologies and data collection to encompass information coming from media outlets of cultural services and goods, such as virtual platforms.

The specificities of the cultural sector require constant update, inclusion of new sources and alternative approaches for the calculation of the data processed by the Culture Satellite Account. Additionally, the contrast with other sources of data and non- monetary indicators is crucial for strengthening data analysis.

 

i.3 Which indicators were used to determine impact?: 

3 indicators were used to evaluate and determine impact of the Culture Satellite Account: statistical indicators, economic indicators and non-monetary indicators. The statistical indicators include mean and variance of the data. Economic indicators include production, sales costs and intermediate consumption, and finally data for non-monetary indicators was collected in order to nourish the data from the Satellite Account and from National Accounts regarding the cultural sectors.

Strengthening and diffusion of National Television, RTVC and ANTV

• To be the TV channel that develops innovative content that brings Colombians closer to the cultural diversity of the country.

• To be a mirror of its audience. The channel reflects national identity from all aspects of diversity (ethnic, cultural, social, gender, etc.).

• To be an educational resource. The channel develops and presents non-formal educational content that enables and promotes knowledge.

• To be a useful tool in the construction of citizenship and dissemination of cultural and democratic values.

• To be a cultural experience in itself. The channel’s content touches and impacts the lives of its audience through creativity, innovation, entertainment, mobilization and experimentation.

• To be a window to the world and its cultures. The channel serves as the stage where local stories circulate with universal reach and universal stories with local significance.

• To facilitate the circulation of its content in the available media. The services and content offer of the channel grows and expands according to the technological possibilities.

Ethnic Television Project-ANTV

To provide access and active participation of ethnic groups in the creation of the Ethnic Television project in Colombia.

Promotion of the audiovisual industry-ANTV

To ensure the development and consolidation of public television and promote the television industry.

  • It is a measure that provides financing and thus strengthens the creation, production and editing processes of public television and of the audiovisual industry in general.

Formalization and strengthening of the sector of public spectacles of the performing arts - Law 1493 of 2011

Context of the measure: 
CULTURAL POLICIES AND MEASURES
b. Objetivos clave de la medida: 

To recognize, formalize, promote and regulate the industry of public spectacles of the performing arts: "to democratize local production and innovation, diversify the supply of goods and services, expand the access thereof to a larger population, increase competitiveness and  create economic flows, tax incentives and alternative forms of financing; similarly, to secure the diverse manifestations of the performing arts that are not sustainable by themselves but that are fundamental for the construction of the social base and the processes of cultural identity of the country" (Law 1493 of 2011, Section 2).

The Public Spectacles Act, Law 1493 of 2011, whose implementation is the responsibility of the national and municipal governments, is mainly targeted at producers of public events in the performing arts, box office operators and stage managers, who have benefits and responsibilities associated with the execution of public spectacles.

  1. Formalization: Registration of producers of public spectacles of the performing arts, authorization of online ticketing operators, registration of events in the Single Portal of the Law on Public Spectacles of the Performing Arts - PULEP.
  2. Control: Permission or authorization for carrying out public spectacles in the performing arts.
  3. Increased resources for the sector: Collection and remittance of the parafiscal contributions to public spectacles of the performing arts, which are invested in the construction, adaptation and endowment of venues.
  4. Tax benefits and incentives in national and territorial taxes.
  5. Strengthening the powers of inspection, monitoring and control of the National Government over collective management companies of copyright and related rights.

The expected results raised in the framework of the Public Spectacles Act are:

1. To reduce the tax burden.

2. To simplify the number of procedures and requirements.

3. To generate new resources for investment in the improvement of public and private scenarios for the diffusion of the performing arts.

4. To increase the cultural offer in the performing arts and encourage the access thereto by the population.

5. To promote the international circulation of artists in Colombian territory.

In addition, some challenges are foreseen in a medium term not exceeding four years, namely:

1. To address the mechanisms of collection and control of new technologies for the sale of tickets and the entrance to public spectacles of the performing arts.

2. Integration and articulated work between the competent entities of the national and the municipal governments.

3. Development of a relevant, diversified, qualified and sustainable cultural infrastructure for the staging and circulation of public spectacles of the performing arts in different formats.

4. Regulation and implementation of Law 1801 of 2016 – National Code of Police and Coexistence–, which modifies aspects regarding the authorization of gatherings which constitute public spectacles.

b. Objetivos clave de la medida: 
  • To promote a progressive, harmonious and equitable development of national cinematography and, in general, to promote the cinematographic activity in Colombia.
  • To promote the Colombian film industry and bring to light the national territory and its cultural heritage as elements for the filming of audiovisual productions; through the latter, encourage tourism and a positive image of the country, as well as the development of an outstanding cinematographic industry.

Law 814 of 2003 – Film Act

Adopts measures of promotion that enable productive return scenarios for various links of the film industry; stimulates investment in the production of the goods and services included in this cultural industry; empowers the film industry as a whole, fostering conditions of participation, protection and competitiveness.

Tax Incentives

They favor film producers with an important source of financing, encouraging individuals and private companies to make contributions to and invest in film projects with the granting of tax incentives.

Film Development Fund

As a mechanism to promote the Film Act, the Film Development Fund (Fondo para el Desarrollo Cinematográfico) receives money collected through the parafiscal fee paid by exhibitors, distributors and producers as a result of the screening of international cinematographic works in the country.

Exhibit Incentives

Film exhibitors will be able to deduct directly, as an incentive to their activity, 6.25 percentage points of the contribution on their charge when they screen Colombian short films, certified according to the norms.

 

Law 1556 of 2012 – Colombia Filming Act

Creation of the Colombia Film Fund: Special account of the Ministry of Commerce, Industry and Tourism, whose resources are destined to the payment of cash rebates, administrative costs and investment in promotional activities of Colombia as a film location.

Cash rebate: The companies producing cinematographic works – shot totally or partially within the Colombian territory – who have signed Colombia Film Contracts, will receive a cash rebate equivalent to 40% of the value of the expenses incurred in the country for cinematographic services contracted with Colombian companies and 20% of the value of expenses in hotels, food and transportation, provided that the conditions set out in the resource allocation manual are met.

  • Strengthening of cinematographic production companies, increased production and co-production of feature films and national short films and a rise in audience numbers for Colombian films.

The National Council for the Arts and Culture in Cinematography (CNACC), which is made up of representatives of the sector, namely: The Minister of Culture, the Director of Cinematography, producers, distributors, exhibitors, directors, artists, technicians, departmental and district councils and two film specialists. The Technical Secretariat is in the charge of Proimágenes Colombia.

The Mixed Fund for Film Promotion, Proimágenes Colombia, whose board is made up in part by representatives of public entities: The Minister of Culture, the Director of Cinematography, the Minister of Education, the Rector of the National University of Colombia, the Director of Taxes and National Customs; and by representatives of privately owned organizations: Cine Colombia, Asociación Colombiana de Distribuidores de Cine (Colombian Association of Film Distributors), Fundación Patrimonio Fílmico Colombiano (Colombian Film Heritage Foundation), a representative of the production sector and a representative for the directors.

The evaluations take place once a year by the CNACC when the action plan is being discussed. Also, in 2014 the National Cinematography Meeting took place and the policies were evaluated, and, along with the Civil Society, a plan for the 2022 national cinematography was built. The main conlusion of the results of the 814 law, is the increase number of productions since 2003 and for the 1556 law, is the number of international production companies that are choosing Colombia as a shooting scenario and the number of jobs these companies are generating in the country, among others.

  • To promote the production of cultural content along different media.
  • To support and strengthen the public television system (national, local and community channels)
  • To support ethnic communities in the production of their own content.    
  • To co-produce high-impact audiovisual cultural content for the country and the region.
  • To design a varied dissemination strategy for the audiovisual cultural content supported by the Ministry, especially in collaboration with the channels of the public television system in Colombia.
  • To conduct training workshops around the non-fiction audiovisual genre.
  • To improve the quality of television products in the regions by means of training and production assistance.
  • To take on actions aimed at identifying or updating the communication dynamics and actors of border territories.
  • To structure working models that contribute to the production and circulation of digital cultural content in border areas, based on the practices developed in the production centers donated by the Government of Japan.
  • To implement strategies that contribute to the sustainability of the production centers donated by the Government of Japan and the processes of communication / culture generated from them.
  • To give visibility and recognition to the Las Fronteras Cuentan (The Borders Matter) project: production centers of digital cultural content.

Support and strengthen the public television system (national, local and community channels), with cultural content. Support ethnic communities in the production of their own content, strengthening creative capacities through training and offering assistance for distribution. An increase in the free annual licensing of cultural content produced, co-produced or supported by the Ministry of Culture to the 10 public television channels of the country. Co-production of television series with Colombian and Latin American channels, of which the following have been produced: Hechos de Corazón, Danza Colombia. Co-production of series with Latin American producers: DOCTV Latinoamérica, Expreso Ventana Andina: Historias de vida en fronteras, Expreso Colombia, Andares, Andares por Colombia.

Creation of social awareness, using the potential of the documentary as an audiovisual genre, through the project Taller del Recuerdo (Living Memory Workshop). This measure is aimed at audience training (in culture, art, productive chains and television) and is directed to children and young people between ages 8 and 27 and seniors. To provide support to the communication processes that take place in border regions, through the strengthening of production centers such as cultural companies and entrepreneurship nodes, benefiting population such as broadcasters from community radio stations, indigenous people, cultural managers, creation groups, universities, and social and cultural organizations in the border departments.

Increase in the production of fiction and non-fiction content for television and for digital platforms (web and digital universe); production of documentaries in community channels and encouragement of training processes.

Increase in licensing of content for broadcast. With the implementation of the policy, the 10 public television channels have benefited from the licensing of content, receiving 88 hours of quality cultural programming from 2012 to 2016.

Dissemination: Las Fronteras Cuentan, a platform where digital pieces produced by content creators are constantly circulating.

Creation: In this dimension are located the agents that produce the work of art and the institutions that support its creation and production. Production: Processes of elaboration and transformation of good and services in different artistic activities that generate or add value to tangible and intangible inputs. The production of artistic works and its fixation or staging available to the people are highlighted. Artists salons, live shows, audiovisual and editorial products, among others.

Circulation: This activity generate the encounter between public and the creation, knowledge management and education activities. National Administrative System of Intellectual Property

1. To coordinate and guide the SANPI (National Administrative System of Intellectual Property) and the common policies of the agencies that are part of the SANPI and its implementation, in order to achieve an adequate level of protection, use and promotion of intellectual property rights, increasing the impact of those policies on the competitiveness and productivity of the country, with a balance between the rights of the holders, the public interest, the interests of the users of knowledge, protected assets and national cultural wealth.

3. To promote measures aimed at achieving a better user experience and access to the existing information in the SANPI.

In the area of virtual courses, it is hoped that they will keep to pertinent and updated information, according to the social, economic, political and technological changes that influence the development of the copyright industries.

In the medium term, measures will be implemented to accompany the development of the training offered by the organization. Further dissemination of the agency's informal educational offer through agreements and other strategies with public and private institutions is also expected.

This initiative aims to contribute to the strengthening of Colombian community radio, considered a relevant actor in the construction of a culture of peace and coexistence in the territories.   

It is an initiative of the Cooperative Network of Community Media of Santander, RESANDER, in partnership with the Presidency of the Republic through the World's Largest Conversation, the Office of the High Commissioner for Peace, the Ministries of Culture and of Information and Communications Technology, with funding from the European Union.

In addition, a radio kit composed of a digital recorder and headphones will delivered, along with region-wide technical support. 

Strengthening networks: This action consists of a National Meeting of Regional Networks and a final gathering to exchange experiences and knowledge in the National Meeting of Community Radios, in order to strengthen the interregional and national ties of agents working in this media segment.

7. Relationship with MICSUR. Six months after the market, SICSUR will carry out a survey to monitor market results, focusing on the networking and economic results of the initiative.

Also, to protect community television production and services, it is established that they can only be supplied by communities organized and legally constituted in Colombia as foundations, cooperatives, associations, or corporations governed by civil law. For greater certainty, these services have restrictions regarding the area of coverage, number and type of channels: they can be offered to no more than 6,000 associates or community members and must be offered in the form of closed-network local access channels.

Only Colombian companies can receive concessions for the operation of telecommunications services. (Annex I-COL-18)

Concessions can only be granted for the operation of subscription television and audiovisual production services to Colombian national companies. They must transmit the open television channels completely free of charge. If these subscriber television operators broadcast advertising of non-Colombian origin, they must comply with the requirements of screen quotas of the open TV channels. (Annex I-COL-23 and 24)

Additionally, concessions can only be granted for the operation of open television services to Colombian national companies that must acquire the form of a public limited company, and cannot have more than 40% of foreign capital. These companies must comply with the screen quotas established in article 33 of Law 182 of 1995. The regional open television service providers must only be supplied by entities owned by the State, and also must comply with the screen quotas established by the same Law. (Annex I-COL-21 and 22)

In addition, concessions for radio services can only be given to Colombian national companies. The number of concessions that can be granted to operate radio services is subject to the criterion of "economic necessity". (Annex I-COL-20)

Its first edition was held in 2014 in Mar del Plata, Argentina, propitiating a regional integration space that lead to a boost in the exchange and circulation of cultural goods and services with national, regional and international reach.

The National Concertation Program is an instrument through which the Ministry of Culture supports artistic or cultural projects of public interest that create spaces of gathering and coexistence in their communities. Its name is also due to the fact that the approved initiatives have local resources, in addition to those granted by the Ministry.

In this way, the country's cultural organizations of varying levels of trajectory, coverage and geographic location submit cultural projects responding to an annual open call, which stipulates the criteria for selection, evaluation, resource allocation and monitoring to the use of public resources. Projects may be submitted by public sector entities such as departmental and municipal governments, public institutions of a cultural nature, indigenous councils, resguardos and associations, community councils of black communities and by nonprofit legal entities of the private sector whose corporate purpose includes cultural activities.

The measure is structured around the lines of training, research, creation and circulation; the modalities in which the incentives are granted are:

• Scholarships: they aim to increase the opportunities for creation, research and circulation, through the development of artistic and cultural projects. They are awarded for the development or conclusion of a particular project.

• Internships: their objective is to complement training and teaching. The internships must take place in a department other than the one of where the recipient lives (in the case of national internships).

• National Prizes: they are awarded to the work and trajectory of creators, researchers and cultural managers, whose work has enriched the cultural memory of the country.

• Acknowledgments: they shine light on artistic and cultural endeavors whose distinguishing feature is excellence and a positive contribution to the sector. They are awarded to works, projects or processes already completed.

• Artistic residences: inscribed in the line of creation, they support the development of creative projects and artistic explorations in a different place to the residence of the artist, either in Colombia or abroad.

Cultural Information System of Mercosur - SICSUR

The purpose of SICSUR is to promote regional integration and the strengthening of the cultural sector in the region through the development of cultural information systems that try to solve the lack of data about South American culture.  

Since 2006, 10 yearly seminars have been held on cultural information systems within the framework of SICSUR. Through the different editions, methodological issues, shared experiences and the collection of cultural information have been addressed.

The forum was created in 2006 and has been coordinated since then by Argentina, from the Argentine Cultural Information System (SInCA), with the participation of 11 South American countries, including Colombia. 

The SInCA assigns a professional to follow the project, who is in charge of linking those responsible in each country with Mercosur’s cultural information agenda.

During its trajectory, a solid regional working group has been constituted, involving 11 countries. This group carries out its work plan through constant communications, face-to-face and virtual forums, teleconferences and, once every year, a meeting of all the delegations. It is worth mentioning that at the time of the creation of SICSUR, only one country in the bloc performed an economic quantification of culture, and only three organized cultural information in a CIS. After more than 10 years of progress, all countries have their own project, with different complexities and developments, but still allowing for effective comparability among them.

The SICSUR has carried out and published four measurement exercises: Satellite Account of Culture: First Steps Towards its Construction in the Cultural MERCOSUR; We and the Others: Foreign Trade in Cultural Goods in South America; The States of Culture: A Study on the Public Cultural Institutions of the SICSUR Countries - available in Spanish and Portuguese. A Look from the South: Indigenous Peoples. Study on Cultural Policies and Indigenous Peoples.

2. Regular drafting and updating of regional cultural cartographies (museums, cinemas, theaters, libraries and bookstores).

3. Sharing the definitions of festivity in each country, and the databases associated with the regional and national festivities.

4. Publication of the articles analyzing the audiovisual sector of each country (one per month).

5. To analyze a proposal from Colombia for a comparative study of the regulation of performing arts spectacles.

6. Opening of SICSUR to other Latin American integration forums and relevant external institutions, such as the OAS, CELAC, and the IDB, among others.

7. Relationship with MICSUR. Six months after that cultural market, SICSUR will carry out a survey to monitor market results, focusing on the associative and economic results of the initiative.

8. The new SICSUR web site is launched online.

ICTs are a transversal axis that allows ethnic communities to improve their quality of life. Through the gradual assimilation of these technologies, they will be able to effectively protect their rights, culture, education, and political and socio-economic organization. Limited or almost no access to ICTs is a serious drawback and a high indicator of exclusion, which increases social and economic inequalities. For this reason, it is imperative to reduce the digital gap by enabling the access, use and appropriation of ICTs by these communities.

ICTs have a great potential for stimulating and developing the creativity of ethnic populations, but these technologies need to be appropriated and incorporated into their daily lives and processes, which means, on the one hand, the promotion of digital culture, and, on the other, that conventional institutional offers must change to adjust to the needs and challenges facing these communities.

A process of dialog and mutual agreement with the target communities and populations needs to take place, in order to know the issues and from these determine the lines of action (rights to be prioritized) and the measures to be implemented (public policies).

Cine para todos (Cinema for All) has two major components: Access to cinema and Transformation of viewers into creators:

Access to cinema

It encompasses all the activities aimed at the access and familiarity with film by people with disabilities. The list of films in this component includes commercial movies, arthouse films and those appearing in national film festivals. It is carried out through four strategies:

  • Regular functions: The screening of accessible films to people with disabilities is done in Cine Colombia cinemas in 12 cities of the country, the last Saturday of each month.
  • Screening in Vive Digital centers: They take place the second Saturday of each month in municipalities and cities where there are no movie theaters.
  • Radio Cine: Broadcasting of films with audio description through the 51 frequencies of Radio Nacional de Colombia. Listeners from all regions of the country will enjoy every public holiday of the year.
  • Special functions: With the objective of raising awareness about the importance of movie accessibility in the Colombian film production and distribution community, we have participated with accessible films at Colombian film festivals.

 

Cine para todos works through three strategies.

SmarTIC Inclusive: Colombians with any type of disability can make short films of a maximum of five minutes with their cell phones and, in this way, compete for a prize. 58 short films by 339 applicants were received.

Workshops for creating cinema with mobile devices for people with visual, hearing and physical impairments: Three theoretical / practical workshops have taken place to teach moviemaking with mobile devices (given to people with visual, hearing and physical disabilities). As a result, the first 96 filmmakers with disabilities in the country were certified. The main objective of these activities was to provide basic knowledge to motivate these people to make short films to participate in SmarTIC Inclusive.

INCLUCINE: www.inclucine.gov.co is a web platform with free film lessons accessible to people with vision, hearing and cognitive impairments.

5. This project aims to create a youth network of creative exchange and artistic production around music between Colombia, Peru and Uruguay. It seeks to strengthen the technical skills of young people in the use of tools and processes of music management in a collaborative way, so they can get involved in cultural entrepreneurship, in the exchange and circulation of cultural goods and experiences, and in the reconstruction of the social fabric. The project contributes to the creation of alternatives that foster education, equity and peace.

The Youth Network for Creative Interchange and Artistic Production was focused mainly on the music sector, starting with the development of a series of workshops (lasting from 3 to 12 days) during 2014 and 2015. In these workshops, regional circulation strategies were built, with support and advice for implementation over a period of twelve months.

In accordance with the above, an open call was made looking for 45 young artists and cultural managers from Colombia, Peru and Uruguay.

This project is part of the commitment of the Cultural Entrepreneurship Group of the Colombian Ministry of Culture to generate an adequate environment for social inclusion through culture, strengthening of cultural, youth and community enterprises, and the articulation of social and cultural organizations of three Latin American countries: Colombia (based on the experience of the Social Laboratories of Culture and Entrepreneurship - LASO of the Ministry of Culture), Peru (based on the experience of the National Culture Points Program of the Ministry of Culture),  and Uruguay (based on the project Cabildos Musicales Canarios of Music, Culture and Citizenship of the Intendance of Canelones).

To recognize, formalize, promote and regulate the industry of public spectacles of the performing arts: "to democratize local production and innovation, diversify the supply of goods and services, expand the access thereof to a larger population, increase competitiveness and  create economic flows, tax incentives and alternative forms of financing; similarly, to secure the diverse manifestations of the performing arts that are not sustainable by themselves but that are fundamental for the construction of the social base and the processes of cultural identity of the country" (Law 1493 of 2011, Section 2).

The Public Spectacles Act, Law 1493 of 2011, whose implementation is the responsibility of the national and municipal governments, is mainly targeted at producers of public events in the performing arts, box office operators and stage managers, who have benefits and responsibilities associated with the execution of public spectacles.

Film exhibitors will be able to deduct directly, as an incentive to their activity, 6.25 percentage points of the contribution on their charge when they screen Colombian short films, certified according to the norms.

 

Law 1556 of 2012 – Colombia Filming Act

Creation of the Colombia Film Fund: Special account of the Ministry of Commerce, Industry and Tourism, whose resources are destined to the payment of cash rebates, administrative costs and investment in promotional activities of Colombia as a film location.

Cash rebate: The companies producing cinematographic works – shot totally or partially within the Colombian territory – who have signed Colombia Film Contracts, will receive a cash rebate equivalent to 40% of the value of the expenses incurred in the country for cinematographic services contracted with Colombian companies and 20% of the value of expenses in hotels, food and transportation, provided that the conditions set out in the resource allocation manual are met.

To provide support to the communication processes that take place in border regions, through the strengthening of production centers such as cultural companies and entrepreneurship nodes, benefiting population such as broadcasters from community radio stations, indigenous people, cultural managers, creation groups, universities, and social and cultural organizations in the border departments.

Increase in licensing of content for broadcast. With the implementation of the policy, the 10 public television channels have benefited from the licensing of content, receiving 88 hours of quality cultural programming from 2012 to 2016. 

Increase in the number of audiovisual productions (production, distribution, training, management and entrepreneurship).

Creation of content focused in the culture of the border territories.

Dissemination: Las Fronteras Cuentan, a platform where digital pieces produced by content creators are constantly circulating.

Training: The content creators who go through the different training modules specialize in creating narratives about culture and the frontier in their territories.

Management and entrepreneurship: The five Production Centers are in the process of consolidation as cultural industries in each of their regions.

It is an initiative of the Cooperative Network of Community Media of Santander, RESANDER, in partnership with the Presidency of the Republic through the World's Largest Conversation, the Office of the High Commissioner for Peace, the Ministries of Culture and of Information and Communications Technology, with funding from the European Union.

Also, to protect community television production and services, it is established that they can only be supplied by communities organized and legally constituted in Colombia as foundations, cooperatives, associations, or corporations governed by civil law. For greater certainty, these services have restrictions regarding the area of coverage, number and type of channels: they can be offered to no more than 6,000 associates or community members and must be offered in the form of closed-network local access channels.

Only Colombian companies can receive concessions for the operation of telecommunications services. (Annex I-COL-18)

Concessions can only be granted for the operation of subscription television and audiovisual production services to Colombian national companies. They must transmit the open television channels completely free of charge. If these subscriber television operators broadcast advertising of non-Colombian origin, they must comply with the requirements of screen quotas of the open TV channels. (Annex I-COL-23 and 24)

Additionally, concessions can only be granted for the operation of open television services to Colombian national companies that must acquire the form of a public limited company, and cannot have more than 40% of foreign capital. These companies must comply with the screen quotas established in article 33 of Law 182 of 1995. The regional open television service providers must only be supplied by entities owned by the State, and also must comply with the screen quotas established by the same Law. (Annex I-COL-21 and 22)

In addition, concessions for radio services can only be given to Colombian national companies. The number of concessions that can be granted to operate radio services is subject to the criterion of "economic necessity". (Annex I-COL-20)

Its first edition was held in 2014 in Mar del Plata, Argentina, propitiating a regional integration space that lead to a boost in the exchange and circulation of cultural goods and services with national, regional and international reach.

The National Concertation Program is an instrument through which the Ministry of Culture supports artistic or cultural projects of public interest that create spaces of gathering and coexistence in their communities. Its name is also due to the fact that the approved initiatives have local resources, in addition to those granted by the Ministry.

In this way, the country's cultural organizations of varying levels of trajectory, coverage and geographic location submit cultural projects responding to an annual open call, which stipulates the criteria for selection, evaluation, resource allocation and monitoring to the use of public resources. Projects may be submitted by public sector entities such as departmental and municipal governments, public institutions of a cultural nature, indigenous councils, resguardos and associations, community councils of black communities and by nonprofit legal entities of the private sector whose corporate purpose includes cultural activities.

Cultural Information System of Mercosur - SICSUR

The purpose of SICSUR is to promote regional integration and the strengthening of the cultural sector in the region through the development of cultural information systems that try to solve the lack of data about South American culture.  

Since 2006, 10 yearly seminars have been held on cultural information systems within the framework of SICSUR. Through the different editions, methodological issues, shared experiences and the collection of cultural information have been addressed.

The forum was created in 2006 and has been coordinated since then by Argentina, from the Argentine Cultural Information System (SInCA), with the participation of 11 South American countries, including Colombia. 

The SInCA assigns a professional to follow the project, who is in charge of linking those responsible in each country with Mercosur’s cultural information agenda.

During its trajectory, a solid regional working group has been constituted, involving 11 countries. This group carries out its work plan through constant communications, face-to-face and virtual forums, teleconferences and, once every year, a meeting of all the delegations. It is worth mentioning that at the time of the creation of SICSUR, only one country in the bloc performed an economic quantification of culture, and only three organized cultural information in a CIS. After more than 10 years of progress, all countries have their own project, with different complexities and developments, but still allowing for effective comparability among them.

The SICSUR has carried out and published four measurement exercises: Satellite Account of Culture: First Steps Towards its Construction in the Cultural MERCOSUR; We and the Others: Foreign Trade in Cultural Goods in South America; The States of Culture: A Study on the Public Cultural Institutions of the SICSUR Countries - available in Spanish and Portuguese. A Look from the South: Indigenous Peoples. Study on Cultural Policies and Indigenous Peoples.

4. Publication of the articles analyzing the audiovisual sector of each country (one per month).

5. To analyze a proposal from Colombia for a comparative study of the regulation of performing arts spectacles.

6. Opening of SICSUR to other Latin American integration forums and relevant external institutions, such as the OAS, CELAC, and the IDB, among others.

7. Relationship with MICSUR. Six months after that cultural market, SICSUR will carry out a survey to monitor market results, focusing on the associative and economic results of the initiative.

ICTs are a transversal axis that allows ethnic communities to improve their quality of life. Through the gradual assimilation of these technologies, they will be able to effectively protect their rights, culture, education, and political and socio-economic organization. Limited or almost no access to ICTs is a serious drawback and a high indicator of exclusion, which increases social and economic inequalities. For this reason, it is imperative to reduce the digital gap by enabling the access, use and appropriation of ICTs by these communities.

ICTs have a great potential for stimulating and developing the creativity of ethnic populations, but these technologies need to be appropriated and incorporated into their daily lives and processes, which means, on the one hand, the promotion of digital culture, and, on the other, that conventional institutional offers must change to adjust to the needs and challenges facing these communities.

A process of dialog and mutual agreement with the target communities and populations needs to take place, in order to know the issues and from these determine the lines of action (rights to be prioritized) and the measures to be implemented (public policies).

Cine para todos (Cinema for All) has two major components: Access to cinema and Transformation of viewers into creators:

Access to cinema

It encompasses all the activities aimed at the access and familiarity with film by people with disabilities. The list of films in this component includes commercial movies, arthouse films and those appearing in national film festivals. It is carried out through four strategies:

  • Regular functions: The screening of accessible films to people with disabilities is done in Cine Colombia cinemas in 12 cities of the country, the last Saturday of each month.
  • Screening in Vive Digital centers: They take place the second Saturday of each month in municipalities and cities where there are no movie theaters.
  • Radio Cine: Broadcasting of films with audio description through the 51 frequencies of Radio Nacional de Colombia. Listeners from all regions of the country will enjoy every public holiday of the year.
  • Special functions: With the objective of raising awareness about the importance of movie accessibility in the Colombian film production and distribution community, we have participated with accessible films at Colombian film festivals.

 

Cine para todos works through three strategies.

SmarTIC Inclusive: Colombians with any type of disability can make short films of a maximum of five minutes with their cell phones and, in this way, compete for a prize. 58 short films by 339 applicants were received.

Workshops for creating cinema with mobile devices for people with visual, hearing and physical impairments: Three theoretical / practical workshops have taken place to teach moviemaking with mobile devices (given to people with visual, hearing and physical disabilities). As a result, the first 96 filmmakers with disabilities in the country were certified. The main objective of these activities was to provide basic knowledge to motivate these people to make short films to participate in SmarTIC Inclusive.

INCLUCINE: www.inclucine.gov.co is a web platform with free film lessons accessible to people with vision, hearing and cognitive impairments.

1. To encourage SMEs in the digital content and applications industry to work on the production of projects for the creative and cultural industries sector.

2. To support small and medium-sized companies to improve qualification processes and increase the production of content and technological applications of a cultural nature under high national and international standards.

3. To increase the production, offer and circulation of content and technological applications in accordance with the sectoral and institutional policies of the Ministry of Information and Communication Technologies and the Ministry of Culture.

4. To articulate inter-institutional processes to promote the development of digital content, such as calls and training processes; also, to promote the insertion of national MSMEs of the digital content and applications sector in the national and international markets.

5. To use the digital content developed by the beneficiary MSMEs in the programs for the appropriation of ICTs by children and young people, thus generating a return on the investment by the Ministry of Culture and MINTIC in strengthening these programs with high quality content created by and for Colombians.

6. The content generated as a product of this process should be appropriate and relevant for children and young people. To ensure that this is so, clear guidelines proposed by the Ministry of Culture and MINTIC will be included in the terms of reference of the call. All content must be cultural and / or educational.

Youth network of creative exchange and artistic production

This project aims to create a youth network of creative exchange and artistic production around music between Colombia, Peru and Uruguay. It seeks to strengthen the technical skills of young people in the use of tools and processes of music management in a collaborative way, so they can get involved in cultural entrepreneurship, in the exchange and circulation of cultural goods and experiences, and in the reconstruction of the social fabric. The project contributes to the creation of alternatives that foster education, equity and peace.

The Youth Network for Creative Interchange and Artistic Production was focused mainly on the music sector, starting with the development of a series of workshops (lasting from 3 to 12 days) during 2014 and 2015. In these workshops, regional circulation strategies were built, with support and advice for implementation over a period of twelve months.

In accordance with the above, an open call was made looking for 45 young artists and cultural managers from Colombia, Peru and Uruguay.

This project is part of the commitment of the Cultural Entrepreneurship Group of the Colombian Ministry of Culture to generate an adequate environment for social inclusion through culture, strengthening of cultural, youth and community enterprises, and the articulation of social and cultural organizations of three Latin American countries: Colombia (based on the experience of the Social Laboratories of Culture and Entrepreneurship - LASO of the Ministry of Culture), Peru (based on the experience of the National Culture Points Program of the Ministry of Culture),  and Uruguay (based on the project Cabildos Musicales Canarios of Music, Culture and Citizenship of the Intendance of Canelones).
