The main reasons for pre-selecting the project proposed by La Casa del Teatro are: 1.The project focuses on a marginalized group, in particular women realizing domestic works and on their rapprochement to culture, in this case the theatre. 2.The organization is one of the most renowned schools for vocational training for stage designers and presents proposals with an excellent work in contributing to social development through theatre. 3.The project is considered relevant for approaching the theatrical practice to vulnerable communities.

1.Location: La Casa del Teatro is located in Mexico City, where around 225,000 domestic workers live, of whom 90% are women. 2.Experience: La Casa del Teatro was founded in 1991 and therefore nearly has 20 years of experience in the area of professional training of actors. 3.Interdisciplinarity: The institution acts as an authority between the civil society, artistic communities, the State and academics in favor of cultural and artistic development through theatre.

The main priorities for cultural industries and policies in Mexico are laid out in the Plan Nacional de Desarrollo 2019-2024. 1.Currently, promoting and ensuring the human right of access to culture for the whole population, addressing cultural diversity in all its expressions with full regard for the freedom of creativity, language, choice or belonging to a cultural identity of belief and participation, is one of the main needs in our country. 2.Another current focus in Mexico is to provide primary attention to groups historically discriminated against through actions that permit reducing the gaps of social and territorial inequality. Therefore, projects are supported that focus primarily on protecting the rights of children, youth, women, seniors, people with disabilities, as well as indigenous and afromexican communities.

As the main objective of the project is to promote a space for learning, creation and enjoyment of theatre for domestic workers, which are a marginalized group mostly composed of women of indigenous origin, the project meets the most urgent needs in Mexico of ensuring access to culture (through theatre) for vulnerable communities and tackling gender inequality. Furthermore, the project does not ignore the children of the domestic workers during the workshop and rehearsal periods.

4.3. Dans quelle mesure pensez-vous que cette proposition de projet présélectionnée aura un impact sur les politiques et/ou industries culturelles du pays ?:

A process of recognition of the work done by domestic workers, the search for respect for their fundamental human rights, as well as access to social security, are recently commolated in Mexico, are initiatives that are recently they are driving, as their work was not recognized. This project is a great initiative to give them access to culture, which has as consequences not only access to it, but the opportunity to learn and experience a scenic art, which is reflected in one of the strategies of the National Development Plan " promote the artistic and cultural training and professionalization of individuals, communities, collectives and cultural workers, and provide options for initiation, training and updating for the entire population.” The impact it can have on the country's culture policies is seen as it can be strong, as more such initiatives that favor inclusion and the right to culture can gradually begin to be created.

This project would offer a promising cultural opportunity for a very disadvantaged social group without access to fundamental necessities like social security or humane working hours. Therefore, the proposed project would have an extremely positive impact on not only the domestic workers but also offers opportunities for their children. By implementing this project, La Casa del Teatro helps one of the most marginalized groups in Mexico which could lead to a drastic change in the mind of the participants in this project.

The project’s objectives and long-term benefits are related to Outcomes 1 and 4 although somewhat indirectly: if the main topic is the empowerment of women to accede to cultural practices, there is no evidence of cross-cultural cooperation (Outcome 1) or a focus on gender inequality in the cultural industries (Outcome 4)

Again, I don’t think this particular project, as socially interesting as it is, could bring about structural change. It would almost certainly raise awareness of the needs of women domestic workers in Mexico to be empowered, but this is not quite the target of IFCD outcomes

This project is entirely focused on providing a theatrical experience to empower women domestic workers in Mexico as well as theatre practice for their children. Although there is no indication of the number of women expected to participate in the initial workshops, the project will hopefully be personally and socially transformative for them. However, as deserving as it is and precise in its ambition to empower a group of marginalized women, it is not within the scope of IFCD priorities of stimulating political, organizational or structural change in the cultural industries.

The project ‘Theatre: an open place for domestic workers’, aims to empower domestic workers to use the language of theatre as a way to enable cultural awareness and realize social development. It will involve a public call for participants, training in theatre techniques and the staging of a play. A safe place for children of participants will be offered. Evaluations of the processes and the financial impacts will take place.

1. PERTINENCE ET ADÉQUATION DU PROJET AUX OBJECTIFS STRATÉGIQUES ET DOMAINES D'INTERVENTION DU FIDC

The application states that the project will address ER 1.1. and 1.3. However, the project takes place in the creative theatre and community sector and it is not sufficiently evident how it can effectively lead to a sustainable system of governance. (Indeed, it is more relevant to 3.1, 3.2 and 3.3). The project is also aligned with ER 4.1 as it will focus on women in the theatre.

The application states there are about 2.3m domestic workers in Mexico with about 10% of those in the City, and their situation is very challenging due to the abuse they receive. While the project aims to address this through theatre, giving expression to these workers, it is not sufficient to meet needs and priorities in terms of cultural policies or industries.

The objectives are fairly general and challenging to measure. Two of the four objectives are about the two evaluation processes which are not really objectives in themselves.

The applicant is La Casa del Teatro in Mexico City, established in 1991, focuses on the development of socially informed theatre, the professionalization of actors and training; and also organises regional touring projects to reach new and under-resourced publics. An extensive team from the theatre are well experienced especially director, Perla de la Rosa.

The project would provide a good case study for the role of culture in addressing social and community disadvantage and to this extent the activities are relevant. However, it would be difficult for the project to have broader impacts.

The project runs for 16 mth from 1 June 2020 and the time frame for the project seem coherent.

Yes and focus almost entirely on the 12-30 domestic workers that become involved in the project, and the outputs would certainly help address their cultural needs. The broader indirect beneficiaries will be the people that see the resulting play.

The budget is for $61.8k of which the grant request is for $48.5k. The budget is detailed with bulk of the costs being for staffing. $10.8k is allowed to pay 12 of the participants a small fee for acting in the play.

Overheads are very small and the budget overall seems appropriate.

Providing theatre space to the trainee domestic workers, helping to build bridges with other public institutions that might provide more training, and providing advice on how to access other types of public support.

The applicant will offer space and advice to the amateur theatre group that they hope will arise from the project.

A safe place will be provided for the domestic workers’ children while they train and rehearse, and 12 of the participants will be given the opportunity to act in a professional play The evaluators were sensitive to the project’s ambition to address the social and cultural disadvantages of a group of vulnerable, indigenous women, a project that could be personally and socially transformative for them and deserves funding. However, the project is not sufficiently aligned with the objectives and expected results of the IFCD to be considered for funding.
