ICT in Education for People with Disabilities

The right to education for all is increasingly recognized as a basic human right, which is crucial to the development of all societies as well as individual people. Access to quality education for all community members promotes opportunities for active participation in civil society, including scientific, economic, social political and cultural activities. Such access is of prime importance for people with disabilities.

In light of the United Nations Convention on the Rights of People with Disabilities (2006) UNESCO aims to facilitate dialogue between specialist practitioners implementing existing approaches and educational strategies that make access to educational opportunities possible.

This Review of Innovative Practice was developed by the UNESCO Institute for Information Technologies in Education in cooperation with the European Agency for Development in Special Needs Education, which is the leading organization in Europe and one of the most authoritative in the world, acting as a platform for collaboration in the field of special needs and inclusive education.

The Review presents examples of practice of the use of information and communication technologies for people with disabilities in different educational contexts and settings worldwide, including Europe, Asia, Latin America, CIS and Baltic States. The goal of the Review is to highlight key messages and recommendations for policy and practice in this area.
