2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
The project proposal is the only one proposed by a party, i.e. by a unit of local self-government. As a concept of local self-government, it presents a unique proposal for cultural affirmation and promotion of cultural values of one of the most vulnerable communities in the country, the Roma community. Uniqueness is also reflected in the fact that the project proposal is proposed by a municipality which is the first Roma municipality, that has been set up in Europe, with a majority of the Roma population. The proposed concept with a small investment, offers a long-term solution for the promotion of culture and cultural values in a closed environment. It is prepared in line with the published call, the goals of UNESCO, national cultural policies and local strategic documents of the municipality.
3. The applicant institution/organization
What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?: 
The proposed concept is prepared on the basis of the strategic document of the Municipality – Program for Culture, Cultural Manifestations and Creativity and the National Strategy for Culture of the Ministry of Culture of Republic of North Macedonia. The main goals of the Program for the activities of the Municipality of Shuto Orizari in the area of culture and cultural creativity for 2019 are: • Creating conditions for fostering cultural traditions and events • Providing an active attitude of the Municipality of Suto Orizari to satisfying the needs and interests of citizens in the field of culture • Preservation and affirmation of the material and intangible cultural heritage of Suto Orizari • Preservation and affirmation of the cultural identity of the Municipality of Shuto Orizari • Presentation and affirmation of creators and interpreters in the area of Culture The proposed project itself is in correspondence with the policies at the national level in the field of culture and promotion.
4. Relevance of the pre-selected project proposal
4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
The project proposal was prepared and based on the needs of the local population of the Municipality of Shuto Orizari, then the Culture Program of the Municipality of Shuto Orizari and the priorities of the National Strategy for Culture - Ensure equal cultural rights for all and creation conditions for fostering the freedom and diversity of creativity and cultural entities
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?: 
The project proposal has only one objective: “Open Intercultural Laboratory in the Municipality of Shuto Orizari for valorization and promotion of the cultural values of the Roma community in the Republic of North Macedonia” The objective is composed of 2 components i.e. content which are in line with strategy guidelines mentioned above. Creation of a separate space for the cultural creation and valorization of the Roma community by young people, artists, organizations and cultural associations on the territory of the Municipality of Shuto Orizari, answering on the first highlight strategy guideline (from point 4.1): “Ensure equal cultural rights for all” Culture and tradition as a part of society occupy a dominant place in the interests of every municipality and have a great influence in the everyday life of the citizens. When we talk about the Roma population, we are talking about the diversity of cultural crises. This content of the objective of the project proposal it is line with the second strategy guideline: “Тo create conditions for fostering the freedom and diversity of creativity and cultural entities”
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
Considering that the project proposal has been prepared in line with existing policies on a national and local level on one hand and prepared by local self-government on the other, we believe that its realization will be an added value of the strategic documents at the national and local level, as well as a new progress in culture of the Roma community in the Republic of North Macedonia. Starting from the strategic direction within our strategy “Ensure equal cultural rights for all”, this project proposal will be a qualitative and quantitative indicator within the framework of national policy and finally adequate cultural promotion of the Roma community on national level.
5. Other information
Please indicate other contextual information that the IFCD Panel of Experts should take into consideration when evaluating the pre-selected project proposal.: 
The project proposal offers a holistic approach to the implementation of the IFCD’S outcomes, i.e. the 3rd outcome: „The value and opportunities that cultural and creative industries contribute to sustainable development are clearly demonstrated to relevant authorities involved in national development planning.“ The project opens a resource cultural center, where, besides fulfilling its program activities regarding the affirmation of the culture, it will be possible for young actors and cultural activists to create and promote their culture, which is the Romani culture and a possibility for economic strengthening of the local population. Young people will be employed in positions agreed with the activity of the "laboratory". Sustainability is reflected in the methodological approach of planning and implementation of the project. On the other hand, the fact that the municipality is the lead applicant, only confirms the commitment to purposefulness of the project and its placement in the interest of the national and local cultural policies in the country. The project is well-designed and realistic with the envisaged financial construction. Within this call, this is the only proposal from party (Municipality). The pre-selection committee is confident that the project is functional and is in the interest of a larger group of citizens as well as on national interest.
