The Conference of Parties (COP) to the International Convention against Doping in Sport convened its seventh session from 29 to 31 October 2019 at UNESCO Headquarters in Paris. All States Parties to the Convention and UNESCO Member States were invited to participate in this statutory conference held every two years.
For the first time, the COP was preceded by a Forum, which took place on 29 October 2019, and benefitted from interventions of experts and personalities and a wide range of stakeholders. The panels were dedicated to three themes:
- artificial intelligence and gene doping;
- values-based education; and
- women and youth engagement in sport.
In addition, the Forum included open exchanges between Permanent Delegations of States Parties, National Anti-Doping Organizations and UNESCO.
The second and third days focused on the follow-up to the COP6 Resolutions and progress made since COP6. COP7 also contributed to forging its operational tool, the Fund for the Elimination of Doping in Sport, by implementing the recommendations of the external evaluations conducted in 2017 and 2018. COP7 was inaugurated on 30 October 2019 by an official ceremony bringing together high-level international guests.
Two years after COP6, the following major assets were addressed for thorough consideration:
- governance reforms;
- enhanced capacity of States Parties and relevant national stakeholders, through tools and mechanisms elaborated for the purpose of responding to the challenges addressed by the Convention, namely:
- implementation of the Convention evaluation recommendations;
- development of Operational Guidelines and Framework of consequences for non-compliance with the Convention;
- elaboration of a model legislative framework;
- elaboration of a Compliance certification;
- improvement of compliance monitoring of the Convention;
- resource mobilization and strategy of the Anti-Doping Fund beyond 2019.
Several observers and stakeholders’ organizations were invited to participate in their respective capacity.
