2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?:
The main reasons for pre-selecting the project proposed by La Casa del Teatro are: 1.The project focuses on a marginalized group, in particular women realizing domestic works and on their rapprochement to culture, in this case the theatre. 2.The organization is one of the most renowned schools for vocational training for stage designers and presents proposals with an excellent work in contributing to social development through theatre. 3.The project is considered relevant for approaching the theatrical practice to vulnerable communities.
3. The applicant institution/organization
What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?:
1.Location: La Casa del Teatro is located in Mexico City, where around 225,000 domestic workers live, of whom 90% are women. 2.Experience: La Casa del Teatro was founded in 1991 and therefore nearly has 20 years of experience in the area of professional training of actors. 3.Interdisciplinarity: The institution acts as an authority between the civil society, artistic communities, the State and academics in favor of cultural and artistic development through theatre.
4. Relevance of the pre-selected project proposal
4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?:
The main priorities for cultural industries and policies in Mexico are laid out in the Plan Nacional de Desarrollo 2019-2024. 1.Currently, promoting and ensuring the human right of access to culture for the whole population, addressing cultural diversity in all its expressions with full regard for the freedom of creativity, language, choice or belonging to a cultural identity of belief and participation, is one of the main needs in our country. 2.Another current focus in Mexico is to provide primary attention to groups historically discriminated against through actions that permit reducing the gaps of social and territorial inequality. Therefore, projects are supported that focus primarily on protecting the rights of children, youth, women, seniors, people with disabilities, as well as indigenous and afromexican communities.
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?:
As the main objective of the project is to promote a space for learning, creation and enjoyment of theatre for domestic workers, which are a marginalized group mostly composed of women of indigenous origin, the project meets the most urgent needs in Mexico of ensuring access to culture (through theatre) for vulnerable communities and tackling gender inequality. Furthermore, the project does not ignore the children of the domestic workers during the workshop and rehearsal periods.
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?:
A process of recognition of the work done by domestic workers, the search for respect for their fundamental human rights, as well as access to social security, are recently commolated in Mexico, are initiatives that are recently they are driving, as their work was not recognized. This project is a great initiative to give them access to culture, which has as consequences not only access to it, but the opportunity to learn and experience a scenic art, which is reflected in one of the strategies of the National Development Plan " promote the artistic and cultural training and professionalization of individuals, communities, collectives and cultural workers, and provide options for initiation, training and updating for the entire population.” The impact it can have on the country's culture policies is seen as it can be strong, as more such initiatives that favor inclusion and the right to culture can gradually begin to be created.
5. Other information
Please indicate other contextual information that the IFCD Panel of Experts should take into consideration when evaluating the pre-selected project proposal.:
This project would offer a promising cultural opportunity for a very disadvantaged social group without access to fundamental necessities like social security or humane working hours. Therefore, the proposed project would have an extremely positive impact on not only the domestic workers but also offers opportunities for their children. By implementing this project, La Casa del Teatro helps one of the most marginalized groups in Mexico which could lead to a drastic change in the mind of the participants in this project.

IFCD Expert Evaluation form - - 10/09/2019 - 12:41

Brief summary of the project:
This project aims to involve a group of marginalized Mexico City women domestic workers in an empowering workshop in theatre acting and participation in a professional play. It is also expected that the project will lead to the creation of an amateur theatre company
1. RELEVANCE AND APPROPRIATENESS OF THE PROJECT TO THE OBJECTIVES AND AREAS OF INTERVENTION OF THE IFCD
1.1 Please describe how the project objectives and proposed impact/long-term benefits are aligned with at least one of the IFCD’s outcomes and associated expected results.:
The project’s objectives and long-term benefits are related to Outcomes 1 and 4 although somewhat indirectly: if the main topic is the empowerment of women to accede to cultural practices, there is no evidence of cross-cultural cooperation (Outcome 1) or a focus on gender inequality in the cultural industries (Outcome 4)
1.2 How do the objectives of this project proposal meet the current needs and priorities of the country/ region in terms of cultural policies and/or cultural industries?:
Working on the empowerment of women domestic workers through theatre training does fill a social need. But how this is directly relevant to IFCD priorities and specific outcomes is more difficult to ascertain
1.3 To what extent are the project’s objectives specific and measurable?:
Although the project’s objectives are not equal in scope, most of them are specific
1.4 To what extent does the project contribute to the promotion of gender equality, the empowerment of youth, South-South and North-South-South cooperation and/or the participation of various groups in the areas of intervention of the IFCD?:
The project is entirely focused on the issues of a marginalized social group who are almost exclusively women
Score:
4
2. FEASIBILITY OF THE PROJECT, AS WELL AS THE RELEVANCE AND EFFECTIVENESS OF ITS MODALITIES OF EXECUTION
2.1 What elements demonstrate the applicant’s organizational capacity (main activities of the institution/organization) and competence (skills and background of staff) to implement the work plan and manage the budget?:
The applicant has 20 years of experience and is well known in the area of the professional training of actors and artistic development through theatre practice. The staff is competent to implement the project and manage the budget. The team will be hiring an accountancy firm
2.2 To what extent do the activities address relevant issues? Please explain how the methodology is appropriate to achieving the objectives?:
The activities address relevant issues and the methodology is adapted to the project
2.3 To what extent is the time frame realistic and coherent with the activities?:
The time frame of 15 months is realistic and coherent with the activities
2.4 Have the direct and indirect beneficiaries of the project been clearly identified? To what extent are the outputs/deliverables and main activities relevant to the target beneficiaries and address their needs?:
The beneficiaries have been identified, although I would have liked to have seen the cultural authorities included as indirect beneficiaries
Score:
5
3. FINANCIAL MANAGEMENT AND ACCOUNTABILITY
3.1 Does the budget provide for adequate resources (salaries, fees, equipment, travel, communication, etc.) necessary for success of the project? If the budget has been overestimated or underestimated, please explain how.:
The budget provides adequate resources for the success of the project
3.2 What proportion of the budget is allocated to project activities versus overhead costs? Does the budget seem adequate and overhead costs estimated in compliance with the limit to a maximum of 30% of the total project budget?:
The overhead costs are minimal ($250) and the budget is adequate.
3.3 Does the project proposal indicate any additional financial contributions to the project, such as co-funding and/or self- funding?:
The requested budget is $61 775,00 with $13 295,00 in self-funding
3.4 What actions have been foreseen to ensure financial accountability (e.g. Involvement of a financial officer)?:
The applicant will recruit an independent accounting firm to carry out the financial reporting
Score :
6
4. IMPACT AND EXPECTED RESULTS, INCLUDING POTENTIAL FOR STRUCTURAL CHANGE
4.1 Are the project’s expected outputs and/or deliverables concrete, measurable and realistic? To what extent are they likely to achieve the objectives of the project?:
Most of the project’s expected outputs are concrete and measurable, although some seem more idealistic than realistic, such as ‘[the beneficiaries] will begin to develop poetic intuition about affective contents’, and are thus more difficult to measure
4.2 To what extent are the main activities and the budget relevant and appropriate to achieving the intended outputs and/or deliverables?:
The main activities and the budget are relevant to achieving the intended outputs
4.3 To what extent is it expected that this project will have an impact/long-term benefits on the country/region’s cultural policies and/or cultural industries?:
While the work can have an impact on the beneficiaries and their families, it is however difficult to understand how it will impact the local or national cultural policies or the cultural industries
4.4 To what extent does the project demonstrate potential for structural change (for example: changes in the policy environment; far-reaching changes in public and professional organizational structures; and changes in the way government and regulatory authorities do business)?:
Again, I don’t think this particular project, as socially interesting as it is, could bring about structural change. It would almost certainly raise awareness of the needs of women domestic workers in Mexico to be empowered, but this is not quite the target of IFCD outcomes
Score:
3
5. SUSTAINABILITY
5.1 To what extent are contractors and partners involved in the implementation of the project’s activities? Has the role of each contractor and/or partner been clearly described?:
The roles of most of the contractors have been clearly described.
5.2 How does the project relate to and/or complement the work that is already being carried out in the country/region in terms of cultural policies and/or industries?:
The project aims to contribute to several endeavours since the beginning of the century to organize and empower the domestic workers in Mexico to help them improve their work and living conditions
5.3 What measures/steps are proposed to ensure that the project’s impact/long-term benefits can be achieved?:
The applicant would like to ensure that after the conclusion of the project, an amateur theatre troupe will be set up
5.4 What measures/steps are proposed to follow up with the beneficiaries of the project after its completion?:
The applicant will follow the group with advice and concrete support such as providing space and networking facilities
Score:
4
Overall evaluation:
This project is entirely focused on providing a theatrical experience to empower women domestic workers in Mexico as well as theatre practice for their children. Although there is no indication of the number of women expected to participate in the initial workshops, the project will hopefully be personally and socially transformative for them. However, as deserving as it is and precise in its ambition to empower a group of marginalized women, it is not within the scope of IFCD priorities of stimulating political, organizational or structural change in the cultural industries.

IFCD Expert Evaluation form - s_gardner - 10/21/2019 - 05:44

Brief summary of the project:
The project ‘Theatre: an open place for domestic workers’, aims to empower domestic workers to use the language of theatre as a way to enable cultural awareness and realize social development. It will involve a public call for participants, training in theatre techniques and the staging of a play. A safe place for children of participants will be offered. Evaluations of the processes and the financial impacts will take place.
The application states that the project will address ER 1.1. and 1.3. However, the project takes place in the creative theatre and community sector and it is not sufficiently evident how it can effectively lead to a sustainable system of governance. (Indeed, it is more relevant to 3.1, 3.2 and 3.3). The project is also aligned with ER 4.1 as it will focus on women in the theatre.
1.2 How do the objectives of this project proposal meet the current needs and priorities of the country/ region in terms of cultural policies and/or cultural industries?:
The application states there are about 2.3m domestic workers in Mexico with about 10% of those in the City, and their situation is very challenging due to the abuse they receive. While the project aims to address this through theatre, giving expression to these workers, it is not sufficient to meet needs and priorities in terms of cultural policies or industries.
1.3 To what extent are the project’s objectives specific and measurable?:
The objectives are fairly general and challenging to measure. Two of the four objectives are about the two evaluation processes which are not really objectives in themselves.
1.4 To what extent does the project contribute to the promotion of gender equality, the empowerment of youth, South-South and North-South-South cooperation and/or the participation of various groups in the areas of intervention of the IFCD?:
Due to the nature of the project, it will involve mainly women of indigenous origin.
Score:
3
The applicant is La Casa del Teatro in Mexico City, established in 1991, focuses on the development of socially informed theatre, the professionalization of actors and training; and also organises regional touring projects to reach new and under-resourced publics. An extensive team from the theatre are well experienced especially director, Perla de la Rosa.
2.2 To what extent do the activities address relevant issues? Please explain how the methodology is appropriate to achieving the objectives?:
The project would provide a good case study for the role of culture in addressing social and community disadvantage and to this extent the activities are relevant. However, it would be difficult for the project to have broader impacts.
2.3 To what extent is the time frame realistic and coherent with the activities?:
The project runs for 16 mth from 1 June 2020 and the time frame for the project seem coherent.
2.4 Have the direct and indirect beneficiaries of the project been clearly identified? To what extent are the outputs/deliverables and main activities relevant to the target beneficiaries and address their needs?:
Yes and focus almost entirely on the 12-30 domestic workers that become involved in the project, and the outputs would certainly help address their cultural needs. The broader indirect beneficiaries will be the people that see the resulting play.
Score:
6
3. FINANCIAL MANAGEMENT AND ACCOUNTABILITY
3.1 Does the budget provide for adequate resources (salaries, fees, equipment, travel, communication, etc.) necessary for success of the project? If the budget has been overestimated or underestimated, please explain how.:
The budget is for $61.8k of which the grant request is for $48.5k. The budget is detailed with bulk of the costs being for staffing. $10.8k is allowed to pay 12 of the participants a small fee for acting in the play.
3.2 What proportion of the budget is allocated to project activities versus overhead costs? Does the budget seem adequate and overhead costs estimated in compliance with the limit to a maximum of 30% of the total project budget?:
Overheads are very small and the budget overall seems appropriate.
3.3 Does the project proposal indicate any additional financial contributions to the project, such as co-funding and/or self- funding?:
Funding from other sources would be $13.3k being self-funding from the Theatre.
3.4 What actions have been foreseen to ensure financial accountability (e.g. Involvement of a financial officer)?:
There is little information provided except that the applicant will recruit and independent accounting firm to be in charge of financial reporting. An amount of $1,500 is allowed for this in the budget.
Score :
4
There is quite a range of outputs proposed. Not all are concrete or measurable but they are relevant to the project.
4.2 To what extent are the main activities and the budget relevant and appropriate to achieving the intended outputs and/or deliverables?:
The activities and budget are relevant and appropriate to the project proposed which is, however, limited in its focus.
4.3 To what extent is it expected that this project will have an impact/long-term benefits on the country/region’s cultural policies and/or cultural industries?:
The project will benefit a very small number of domestic workers culturally and economically and it is anticipated that the individuals will gain resilience and skills at a personal level which will benefit them in the long-term. However, there will be minimal impact on the region’s cultural policies or industries.
4.4 To what extent does the project demonstrate potential for structural change (for example: changes in the policy environment; far-reaching changes in public and professional organizational structures; and changes in the way government and regulatory authorities do business)?:
To a limited extent.
Score:
4
5. SUSTAINABILITY
5.1 To what extent are contractors and partners involved in the implementation of the project’s activities? Has the role of each contractor and/or partner been clearly described?:
There is a small mention of an expert advisor from Finland, and another expert (in minority groups) from Mexico, but it is unclear what their roles are.
5.2 How does the project relate to and/or complement the work that is already being carried out in the country/region in terms of cultural policies and/or industries?:
There is a network of domestic workers that aims to increase knowledge of human rights and improve labor conditions. The project aims to contribute to the strengthening of the this group.
5.3 What measures/steps are proposed to ensure that the project’s impact/long-term benefits can be achieved?:
Providing theatre space to the trainee domestic workers, helping to build bridges with other public institutions that might provide more training, and providing advice on how to access other types of public support.
5.4 What measures/steps are proposed to follow up with the beneficiaries of the project after its completion?:
The applicant will offer space and advice to the amateur theatre group that they hope will arise from the project.
Score:
3
Overall evaluation:
The project is inspiring and valuable in relation to the role of theatre in addressing social and cultural disadvantage in a group of marginalized and vulnerable indigenous women. However, it is not strongly aligned with the intention and expected results of the IFCD.

Recommandation review

IFCD Recommendation form - - 10/09/2019 - 12:51

Recommendation Status:
Non recommended
Evaluation summary:
This project, proposed by the Mexican NGO La Casa del Teatro, is focused on marginalized domestic workers, mostly indigenous women, and aims to use the language of theatre as a tool for self-awareness and empowerment. A safe place will be provided for the domestic workers’ children while they train and rehearse, and 12 of the participants will be given the opportunity to act in a professional play The evaluators were sensitive to the project’s ambition to address the social and cultural disadvantages of a group of vulnerable, indigenous women, a project that could be personally and socially transformative for them and deserves funding. However, the project is not sufficiently aligned with the objectives and expected results of the IFCD to be considered for funding.
