Quelles sont les raisons principales qui ont motivé la présélection de ce projet en comparaison avec d’autres propositions reçues par la Commission nationale pour l’UNESCO ?:

Istanbul Foundation for Arts and Culture’s (IKSV) project entitled “Empowering Turkey Local Cultural Professionals” is pre-selected. The main reasons for the pre-selection of this project proposal compared to other proposals are as follows: - The project contributes to the IFCD’s Overall Goal, and complies with the statements under Unit 2 of the Pre Selection Guide (pages 8 to 12). Therefore this project application is eligible for the IFCD. The Project is found to be; - in line with the IFCD Programme objective 'the reinforcement of human and institutional capacities of the public sector and civil society organizations', -in line with the main outcomes of the IFCD Programme which is to strengthen civil participation and role of civil society in decision-making processes, -supporting the ER1.1, 1.2, 1,3 - The aims, objectives and expected results of the project may support Turkey’s cultural policies as well as the capacity building of civil society for their participation in the planning of the policies for cultural and creative industries

Istanbul Foundation for Culture and Arts (İKSV) is a non-profit cultural institution. Since 1973, the Foundation continues its efforts to enrich Istanbul’s cultural and artistic life. IKSV regularly organises the Istanbul Festivals of Music, Film, Theatre and Jazz, the Istanbul Biennial, the Istanbul Design Biennial, Leyla Gencer Voice Competition, autumn film week Filmekimi and realises one-off events throughout the year. The Foundation hosts cultural and artistic events from various disciplines at its performance venue. The work of IKSV for long has also included projects and activities related to cultural policy, urban development, cultural planning as well as capacity building.

Main priorities of Turkey in terms of cultural policies can be summarized as; * The impact of the creative and cultural industries on national income, exports and contribution to the promotion of the country will be increased. *The role of local administrations, private and civil initiatives will be strengthened within the scope of development and promotion of policy making processes and cultural industries. *Capacity building of cultural entrepreneurs and new business models will be developed. *Integrate the development of cultural industries to sustainable development of Turkey and establishment of sustainable governance of culture end creative sectors. *Promote women to involve in the creative sectors as representatives, entrepreneurs and participators.

The Panel noted the following points of the application to be in line with the above-mentioned priorities. - In order to design the training programs that will be delivered to culture professionals within the project, a need assessment research is planning to be conducted. This activity can be a first step to help the identification of the current situation of civil society participation to cultural policy decision making processes. - The digital platform which will be prepared within the project can facilitate and sustain the networks and knowledge that will be formed during the trainings.The digital platform can function as an online capacity empowerment tool that include discussion forum, audio-visual content, publications) and increase the accessibility of resources for project’s beneficiaries - The training programs may help enhancing skills and capacities of cultural professionals working at local public authorities, civil society and private initiatives.

IKSV proposes a project titled “Empowering Turkey’s Local Cultural Professionals”. The project aims to improve the capacity of cultural professionals at the local level in cultural policies and management and to foster civil participation in the decision making the process through enhancing dialogue by all stakeholders. The project focuses on small cities and also gives special attention to women. I like this project and I have gotten to know and appreciate IKSV’s work only two years ago.

1. PERTINENCE ET ADÉQUATION DU PROJET AUX OBJECTIFS STRATÉGIQUES ET DOMAINES D'INTERVENTION DU FIDC

1.1 Veuillez décrire comment les objectifs et impacts/ bénéfices à long terme du projet correspondent à, au moins, l’un des objectifs stratégiques du FIDC et ses effets escomptés associés. :

The project is inspired by the 2005 convention. The project addresses outcomes 1 and 3 and 4 as well. It is quite comprehensive. More specifically it addresses ER 1.1, 1.2, 1.3. ER 3.2 and 3.3 and ER 4.1. The justification proposed by the applicant is valid and clear.

1.2 Comment les objectifs de cette proposition répondent-ils aux besoins et priorités actuels du pays/ de la région en termes de politiques culturelles et/ou d’industries culturelles ? :

Under the present political ambiance in Turkey, the applicant recognizes the need to enhance the potential l role that culture can play as a « mediator of democracy « in the country. The applicant sees the need for engaging in a participatory process on cultural policies and putting the decentralization of cultural policy in practice. The project is also seen as a step to activate Turkey’s participation in the Council of Europe’s National Cultural Policy review project.

The project's two main objectives are clear, well, written, concise and measurable.

To a very large extent. The project’s focus on capacity building invites young people and women to the process. The project also collaborates with multiple national and European entities.

IKSV is an extremely strong partner. It’s has been working on cultural policy and empowerment for a while now. The foundation has strong human and financial resources. The project staff allocated to the project seems qualified to conduct the proposed project. The experience of outside expertise will be solicited.

2.2 Dans quelle mesure les activités répondent-elles aux questions pertinentes ? Veuillez expliquer comment la méthodologie est appropriée à la réalisation des objectifs ? :

To a very large extent. There is a lot of discussions now in Turkey on cultural policies, their role, and models. The project adopts a comprehensive methodology that includes assessment, research, capacity building and platforms of exchange.

2.3 Dans quelle mesure le calendrier est-il réaliste et cohérent avec les activités ?:

The project is to be implemented in a two year period. This is enough time for reflection and implementation of the different phases. IKSV is also investing in its previous knowledge and partnerships.

Yes, they have been clearly identified; I believe that the outputs and activities are relevant to them. The particularity of focusing on marginalized areas outside Istanbul and in Anatolia is very clear and precise.

Yes, it does. The total budget of the project is $100, 000. The amount requested for salaries is pretty high knowing that the foundation already has a big and well-trained staff. The amount allocated to travel is justified as the project projects to many different geographic areas.

Only 6 % of the budget is allocated to overheads, which is reasonable and acceptable.

No. The amount requested constitutes the entire budget of the project. Partner organizations will also contribute in expertize.

The foundation’s financial department is well resourced in terms of staff and also past experience. The organization has a clear financial and administrative procedure. This should not be a problem at all.

To a very large extent. The main activities of the project are well thought off and are reflected well in the proposed budget. With proper monitoring, the project is likely to achieve the intended outputs.

4.3 Dans quelle mesure est-il prévu que ce projet ait un impact ou des bénéfices à long terme sur les politiques culturelles et/ou les industries culturelles du pays/ de la région ?:

The project is focused and its activities are geared toward ensuring long term impact through; increased capacity, cultural diversity in planning and local governments’ agendas; building partnerships and networks for peer support and advocacy; and locally informed project development. (as stated in the applications).

The project has a very high chance of influencing the country’s national and local cultural policies. It will act as a mediator between the independent cultural scène and different governmental entities aiming towards policy change. This is clear.

The project proposes an extensive list of partners that range from a local governmental to national to also European. The roles and responsibilities of the different partners are nicely and precisely outlined.

IKSV has in the past undertaken several cultural policy projects including research. The project comes to add to this experience. In addition, the project is in alignment with the central government reform initiatives.

5.3 Quelles mesures/démarches sont proposées afin d’assurer une réponse aux impacts/bénéfices à long terme du projet?:

The training of the professionals will lead to increased institutional and personal capacities and enhanced participation in policy-related matters, this is the most significant guarantee of long term impact. Culture will inevitably be invited to the center of the discussion on decentralization. The participatory nature of the project can lead to better advocacy and we set new traditions at work. More attention will be paid to inclusive policies, intercultural dialogue, access to culture and social inclusion.

5.4 Quelles mesures/démarches sont proposées pour le suivi du projet avec ses bénéficiaires après son achèvement ? :

The main tool for follow-up will be the digital platform. During the training, the trainers will be subjected to pre and post-tests. The results will be included in the design of the next phase. Communications with partner organizations and other stakeholders will be maintained. The participation of the project will be included in the design of new relevant activities.

The project, ‘Empowering Turkey’s Local Cultural Professionals’, aims to improve the capacity of cultural professionals in the field of cultural policies and cultural management; and fostering civil participation in decision-making by enhancing dialogue and cooperation between the civil and public sectors in relation to culture and cultural professionals. The project will focus on small to medium scale cities in Turkey (Anatolia) as these are not well-served in the way that Istanbul is. Gender equity would be a priority.

The application appropriately describes in detail how the project would address ER 1.1, 1.2 and 1.3; ER 3.2 and 3.3; and ER 4.1

The role of culture in being a mediator of democracy is emerging in Turkey, and there is increasing focus on decentralization and civil participation but few resources to effect these changes. This project would help gather information and engender the discussions necessary for good cultural policy making in each distinct region. Turkey joined the CoE’s National Cultural Policy Review in 2007 but the report has had little effect in Anatolia.

The objectives are fairly clear, specific and measurable.

To a reasonable extent. Women will be prioritized in the selection process for the training programs and participation in other aspects of the management and implementation of the project.

2. FAISABILITÉ DU PROJET, AINSI QUE LA PERTINENCE ET L'EFFICACITÉ DE SES MODALITÉS D'EXÉCUTION

The applicant, Istanbul Foundation for Culture and the Arts (IKSV), has been established over 45 years as an NGO to present festivals and promote Turkey’s cultural assets and support artistic and cultural production, and contribute to the development of cultural policies. The project staff allocated to the project seem well qualified to conduct the proposed project. Some positions will require consultants to be hired so they are unknown.

To a significant extent. The project covers research, training, web platform for promotion and sharing of materials, and preparation of a shadow report on cultural policies.

The project runs for 2 years from April 2020. There is ample time allowed for the various stages. There is little detail of the plans and timetable for the training workshops which would be developed following the research and consultation.

Yes the beneficiaries have been clearly identified and the outputs are relevant to them to a great extent.

3. GESTION ET RESPONSABILITÉ FINANCIÈRES

The budget is $100k which forms the entire grant request. Of this $42k is for salaries and $32k for travel etc. Due to the decentralized nature of the project, especially the training aspects, the travel costs seem appropriate. The costs are provided in reasonable but not great detail and seem appropriate.

About $6k is allowed for overheads which is reasonable. Other costs of about $20k, half of which is for the digital platform, seem reasonable.

No. However, the application notes that some costs will be met by the partner organisations (such as promotion etc) and are not included in the budget.

IKSV has an entire department of 8 people dedicated to financial management and accounting and there is an annual audit conducted. The Partner, TAV, is also experienced in management and the staff from both organisations will be experienced in management.

The outputs are concrete, measurable and realistic and entirely appropriate to the project.

The activities and budget are relevant to achieving the outputs.

4.3 Dans quelle mesure est-il prévu que ce projet ait un impact ou des bénéfices à long terme sur les politiques culturelles et/ou les industries culturelles du pays/ de la région ?:

The project is well focused on achieving long-term benefits and these are listed in the application including: increased capacity; cultural diversity in planning and local govt agendas; building partnerships and networks for peer support and advocacy; and locally informed project development.

Given the experience on the project team and the needs of the sector, it appears very likely that the project can bring about changes in the policy environment and far-reaching changes in organizational structures for the culture sector. The feasibility of the Ministry of Culture being able to respond with policies and budgets will of course be another question.

The main project partner will be Turkey Europe Foundation (TAV) and the applicants plan to build relationships with local and national government agencies (incl Ministry of Culture). Their roles are described in detail and seem appropriate.

The project is in line with EU and central govt reform initiatives. The applicant, IKSV, has already undertaken previous cultural policy projects that would feed into this project; as has the partner organisation, so there are already good networks and knowledge in place.

5.3 Quelles mesures/démarches sont proposées afin d’assurer une réponse aux impacts/bénéfices à long terme du projet?:

Training of cultural professionals will mean they are better empowered to take action at the local level in the future. Both partners are well known and will continue to work in the field and update their programs accordingly, especially if funding is found; the web platform will continue to operate; reports will be circulated to stakeholders to extend their impact.

5.4 Quelles mesures/démarches sont proposées pour le suivi du projet avec ses bénéficiaires après son achèvement ? :

The digital platform will be the main tool for follow up; the impacts will be evaluated during and after the project; there will be communication and promotion of the project and its outcomes to encourage ongoing engagement; the partners will involve beneficiaries in their future projects.

This project, proposed by the Istanbul Foundation for Culture and Arts (İKSV), is designed for the capacity building of cultural professionals from both public and civil society sectors in Anatolia. The proposal includes a needs assessment, a training program, a digital platform and a report on the current situation of the region’s cultural actors. Gender equity is highlighted with a commitment to select at least 50% women among the trainees. The project adopts a comprehensive methodology that includes a survey, research, capacity building and exchange platforms. The applicant is a well-established and experienced cultural NGO and the staff allocated to the project are qualified. The budget is well adapted to the project but the salaries are somewhat overestimated and should be reduced by $8000. The digital platform will be the main tool for following up, the program’s impact will be evaluated during and after the project, and there will be relevant communication and promotion of the project and its outcomes to encourage ongoing engagement. In accordance with Decision 12.IGC 6, paragraph 7, one (1) bonus point has been attributed to this project as it will be implemented in a country that has never benefited from IFCD funding.
