The National AIDS Control Programme (NACP) has registered 4047 cases of HIV and 455 cases of AIDS till December 2007. In Pakistan, the epidemic has been registered as concentrated with HIV prevalence among intravenous drug users above 5%. The overall objective of the component under evaluation of Round 2 GFATM (Global Fund for AIDS, Tubercolosis and Malaria) proposal was to improve knowledge of HIV transmission among street children of Karachi from baseline of 5% to 60% by 2006. It was planned to achieve the objective by developing life skills curriculum and reaching 10,000 street children through five drop-in centres (DICs). Pakistan Voluntary Health and Nutrition Association (PAVHNA), a local NGO at Karachi was selected as Sub- Recipient to implement interventions among out of school youth, whereas NACP was the Principal Recipient and technical supervisor, with Country Coordination Mechanism and GFATM Secretariat in place. This end of project evaluation was conducted to assess overall performance of the project, including quality and coverage of services, to street children in project catchment areas in line with the project targets. The evaluation results are drawn from mixed approaches including desk review, group meetings, KAP survey with street children, exit interviews of street children, interviews of service provider/master trainers and observing the DICs. The project took off with a delay of one year in terms of developing life skills curriculum and operationalizing the DICs.
