Back to Internet Universality Indicators
The UNESCO Publication Series on Internet Universality National Assessments are a means to share good practices in voluntarily assessing the Internet Universality ROAM-X Indicators at national level. It follows the resolution of UNESCO’s 31st session of the Council of the International Programme for the Development of Communication (IPDC) in November 2018, by which Member States were given the green light to engage in voluntary assessments of their Internet environment using the ROAM-X Indicators.
By evaluating a given country’s Internet environment against the ROAM-X indicators, the national assessment process aims to:
- Present a comprehensive and substantive understanding of the national Internet environment and policies;
- Assess their alignment to UNESCO’s R.O.A.M. principles and their contribution to sustainable development;
- Develop policy recommendations and practical initiatives that will enable the country to improve their Internet ecosystem as advanced ICTs evolve.

Assessing internet development in Benin: using UNESCO’s Internet Universality ROAM-X Indicators/ UNESCO Series of Internet Universality Indicators National Assessments
This publication is the second edition of the UNESCO Series of Internet Universality Indicators National assessments using Internet Universality Indicators, with Benin as the country of study.
The Internet Universality Indicators developed by UNESCO look at 5 key dimensions of national Internet environments: Rights, Openness, Accessibility, Multistakeholder participation, and Cross-cutting issues ("ROAM-X"). Following the development of these indicators, the implementation phase started in interested countries to voluntarily evaluate national Internet environments.
