2019 Global Report on Adult Learning and Education will focus on participation

The fourth Global Report on Adult Learning and Education (GRALE 4) is in preparation and is scheduled for publication in 2019. The UNESCO Institute for Lifelong Learning (UIL) and the GRALE 4 authors and editors defined the outline of the report and its chapters during an expert meeting that took place from 2 to 3 July 2018 in Hamburg, Germany. Meanwhile, UNESCO Member States continue to collect data on adult learning and education (ALE).

GRALE 4 will provide a comprehensive update of the progress being made in and state of the art of ALE worldwide, identifying how it contributes to Sustainable Development Goal (SDG) 4 on education and other SDGs. The report will draw on the key UNESCO documents on ALE: the Belém Framework for Action and the 2015 Recommendation on Adult Learning and Education.

The first part will provide insights on ALE policies, governance and financing, and participation. It will draw on first-hand information submitted directly by UNESCO Member States.

The second part will provide a more in-depth examination of participation, with a focus on inclusion and equity. It will outline specific understandings of participation and examine how participation is measured in various contexts through existing instruments. It will offer an analytical perspective on the topic and will draw on a wide range of sources, including documents produced for UNESCO’s Mid-Term Review of CONFINTEA VI, the sixth International Conference on Adult Education, which took place in Suwon, the Republic of Korea, in 2017.

GRALE 4 will offer fresh insights into the current state of ALE and will assess its contribution to sustainable development. It will recommend actions to be taken in order to ‘ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’, as defined by SDG 4.
