The UNESCO institute for Lifelong Learning (UIL) undertakes research, capacity-building, networking and publication on lifelong learning with a focus on adult and continuing education, literacy and non-formal basic education. Through its programmes, UIL works to ensure that: ‘All people, irrespective of their sex, age, race, ethnicity, and persons with disabilities, migrants, indigenous people, children and youth, especially those in vulnerable situations, should have access to lifelong learning opportunities that help them acquire the knowledge and skills needed to exploit opportunities and to participate fully in society' (United Nations, 2015, Paragraph 25).
