La Ciencia, un Derecho Humano

Celebrado cada 10 de noviembre, el Día Mundial de la Ciencia para la Paz y el Desarrollo destaca el importante papel de la ciencia en la sociedad, y la necesidad de involucrar a diversas audiencias en los debates sobre temas científicos emergentes. También subraya la importancia y relevancia de la ciencia en nuestra vida cotidiana.

Al estrechar el vínculo de la ciencia con la sociedad, el Día Mundial de la Ciencia para la Paz y el Desarrollo tiene como objetivo garantizar que los ciudadanos estén informados sobre los avances en la ciencia. También subraya el invaluable rol que desempeñan los científicos para ampliar nuestra comprensión del extraordinario y frágil planeta que llamamos nuestro hogar y en hallar soluciones para que nuestras sociedades sean más sostenibles.

Tema 2018: La Ciencia, un Derecho Humano

La celebración del Día en este 2018 "La ciencia, un derecho humano", conmemora el 70 aniversario de la proclamación de la Declaración Universal de los Derechos Humanos -en concreto el artículo 27 que reconoce el derecho a la ciencia- y la Recomendación sobre la Ciencia y los Investigadores Científicos. Reconocer que toda persona tiene derecho a participar y beneficiarse de la ciencia, servirá para impulsar la discusión global sobre las opciones para mejorar el acceso a la ciencia, así como sus ventajas para el desarrollo sostenible.

Declaración Universal de los Derechos Humanos

La Declaración fue proclamada por la Asamblea General de las Naciones Unidas en París el 10 de diciembre de 1948 como una pauta común de logros para todos los pueblos y todas las naciones. Establece por primera vez que los derechos humanos fundamentales sean protegidos de forma universal. El artículo 27 establece que:

(1) Toda persona tiene derecho a tomar parte libremente en la vida cultural de la comunidad, a gozar de las artes y a participar en el progreso científico y en los beneficios que de él resulten.
(2) Toda persona tiene derecho a la protección de los intereses morales y materiales que le correspondan por razón de las producciones científicas, literarias o artísticas de que sea autora.

Recomendación de la UNESCO sobre la Ciencia y los Investigadores Científicos

La Recomendación de la UNESCO sobre la Ciencia y los Investigadores Científicos es un importante instrumento normativo que no solo codifica los objetivos y los sistemas de valores por los cuales opera la ciencia, sino que también enfatiza que estos deben ser respaldados y protegidos para que la ciencia progrese. Una primera Recomendación fue adoptada en 1974, y una Recomendación (revisión) fue adoptada el 13 de noviembre de 2017, reemplazando el texto de 1974. Esta Recomendación tiene un gran valor en la actualidad, incluso para los países en desarrollo en la consolidación de sus capacidades e instituciones científicas.

La Recomendación defiende los principios de la Declaración Universal de los Derechos Humanos (toda persona tiene el derecho de participar en la ciencia y beneficiarse de ella) -y proporciona una lista muy útil para verificar los requisitos políticos e institucionales para garantizar el acceso a la educación científica y los derechos fundamentales como el derecho a ser científico, proteger la propiedad intelectual, compartir avances científicos y la libertad académica.

Actualmente las ciencias y sus innumerables aplicaciones determinan todos los aspectos de la vida humana. Las innovaciones resultantes representan una oportunidad para el desarrollo de nuestras sociedades. Mejoran nuestro bienestar, facilitan la vida diaria, superan fronteras que parecían infranqueables en los ámbitos de la medicina, el transporte, la comunicación y el intercambio de conocimientos y son un motor de crecimiento y riqueza. .
Sin embargo, como hoy en día las ciencias son herederas de una inteligencia humana que ha estado buscando, explorando e inventando desde hace siglos y milenios, pertenecen a toda la humanidad y son un bien común cuyos frutos deben beneficiar a todos. "

La imagen que se presenta en el cartel forma parte de una exposición que traza algunos paralelismos entre fotografías científicas y la Declaración Universal de los Derechos Humanos. A primera vista, la imagen podría evocar una línea costera vista desde un satélite o un dron. Sin embargo, se trata de una gota de agua conteniendo millones de micro partículas en suspensión, que se seca ante nuestros ojos vista a través de un microscopio binocular. Esta impresión de costa, evoca la dura realidad que viven las personas que cada día buscan asilo en otros países.

ExPOSICION

Esta exposición muestra la belleza natural fundamental que se esconde en los laboratorios de investigación. Al hacer visible lo invisible, jugando con diferentes escalas en las observaciones, las fotografías científicas desconciertan y estimulan la imaginación. Los paneles de la exposición están envueltos por un halo de misterio, sin embargo, presentan una verdad indiscutible.
La exposición relaciona las fotografías científicas con algunos de los artículos de la Declaración Universal de los Derechos Humanos, como una invitación a reflexionar sobre las dimensiones sociales de la ciencia. Esperamos que estas imágenes den a conocer la belleza que existe en la búsqueda del conocimiento a través de la investigación. Estos paralelismos fueron definidos de forma conjunta con AiR - Art in Research, es una galería de arte dedicada a la fotografía científica. La exposición se puede apreciar en la fachada de la UNESCO, 125 avenue de Suffren, París, Francia.

¿Cómo participar en la celebración?

El éxito del Día Mundial de la Ciencia para la Paz y el Desarrollo dependerá de la participación activa de todos, colaboradores, organizaciones intergubernamentales y no gubernamentales, instituciones científicas y de investigación, asociaciones profesionales, medios de comunicación, profesores de ciencias y escuelas.

Se llevarán a cabo diferentes actividades para lograr los objetivos del Día Mundial de la Ciencia para la Paz y el Desarrollo.

Lo invitamos a usted y a su organización a celebrar este Día con algunos eventos especiales o acciones. A continuación, puedes encontrar una lista de algunas acciones que tú y tu organización pueden llevar a cabo:

  • DIFUNDE EL MENSAJE

    • Difunde el Día Mundial de la Ciencia para la Paz y el Desarrollo en tu institución, ciudad o comunidad local, a través de los canales gubernamentales municipales y estatales.
    • Incorpora los mensajes del Día Mundial de la Ciencia para la Paz y el Desarrollo en los discursos oficiales, publicaciones y otras actividades que tengan lugar el 10 de noviembre.
    • Contacta a los medios nacionales y locales (TV, radio, medios impresos, electrónicos) para resaltar la importancia de celebrar el Día Mundial de la Ciencia para la Paz y el Desarrollo a nivel nacional y local.

Event description: The fire that consumed the National Museum in Rio de Janeiro alarmed the community that works with science communication in Brazil. It was when the idea to mobilize a network of volunteers to organize the event "Um Brinde ao Museu" emerged. Eight Brazilian cities have engaged in the initiative and will carry out activities to celebrate the World Science Day for Peace and Development: Araraquara (SP), Belo Horizonte (MG), Campo Grande (MS), Campos dos Goytacazes (RJ), Curitiba (PR) ), Diamantina (MG), Marabá (PA) and São Carlos (SP). Desde la expansión del universo hasta los teléfonos en nuestros bolsillos, la ciencia está en todas partes. El 10 de noviembre de cada año, el Día Mundial de la Ciencia para la Paz y el Desarrollo nos recuerda este hecho y nos ofrece una oportunidad para participar en debates y actividades científicas.

El Día Mundial de la Ciencia para la Paz y el Desarrollo es una ocasión para movilizar a todos los actores en torno al tema de la ciencia para la paz y el desarrollo: desde los funcionarios gubernamentales hasta los medios de comunicación y los alumnos de las escuelas. Al estrechar el vínculo de la ciencia con la sociedad, la ciencia se vuelve accesible a todos y amplía nuestra comprensión del extraordinario y frágil planeta que llamamos hogar. También constituye un avance con paso firme para lograr que nuestras sociedades sean más sostenibles.

Desde su proclamación por la UNESCO en el 2001, el Día Mundial de la Ciencia para la Paz y el Desarrollo ha generado proyectos, programas y fondos para financiar la ciencia en todo el mundo. La conmemoración de este Día también ha contribuido a fomentar la cooperación entre los científicos que viven en regiones marcadas por conflictos, por ejemplo, la creación de la Organización de la Ciencia Israelí-Palestina (IPSO) apoyada por la UNESCO.(IPSO).

Los objetivos del Día Mundial de la Ciencia para la Paz y el Desarrollo son:

  • Fortalecer la concientización de la sociedad sobre el papel de la ciencia para las sociedades pacíficas y sostenibles;
  • Promover la solidaridad nacional e internacional para compartir la ciencia entre países;
  • Renovar el compromiso nacional e internacional para el uso de la ciencia en beneficio de las sociedades;
  • Presentar los desafíos que enfrenta la ciencia y fomentar el apoyo a la labor científica.
