The Law of Ukraine “On the State support for the cinematography in Ukraine”

Context of the measure:

b. Key objectives of the measure: 

The Law of Ukraine “On the state support for the cinematography in Ukraine” adopted in 2017 defines the framework of the state support of the cinematography in Ukraine in order to create advantageous conditions for the film-making industry and establish transparent procedures of project financing by the state. The law accumulates the best and most efficient mechanisms and instruments tested in different European countries. The specially created working group elaborates the by-laws necessary for the proper implementation of the Law.. 

The Law provides the transparent state support for the film industry with the aim of promotion of the Ukrainian cinema on TV.

The law foresees the direct State support for the film industry, cash rebate, development of cinema and film distribution network, that will allow to make the commercial films breakeven, anti-piracy measures. The Law changes the approaches for the state financing in the sphere of cinematography and creates the efficient mechanisms of attraction of private financial resources to the film industry, including with the fiscal support of the sphere.

The new law is expected to cause

  •  increase of the quantity of the films produced in Ukraine, including the national films, and their broadcasting on TV channels in Ukraine
  • Increase of the part of the Ukrainian films in the box office results from 2.5% to 25%
  • Increase of the quantity of the Ukrainian films and series on national TV channels in 3 times
  • Development of the modern infrastructure for film production and distribution
  • Investment promotion
  • Protection of the intellectual property and anti-piracy actions
  • Job creation and tax revenue as a result of the film industry development and the spillover results (tourism, services, theatres, education, advertising etc.

Ukrainian Book Institute

Context of the measure:

b. Key objectives of the measure: 

The foundation of the Ukrainian Book Institute was caused by the intention of the Ministry of Culture of Ukraine to intensify the development of book industry as one of the main parts of the creative industries, and to establish an institution responsible for the implementation of the state policy in this sphere, promote reading, support publishing, stimulate the literary translations and to promote Ukrainian literature abroad

Ukrainian Book Institute was founded in 2016 as a state-run institution under the Ministry of Culture. The Institute has 6 main programmes: 

1) promotion of the Ukrainian literature abroad (international projects, international book fairs, international networking)

3) Ukrainian book - support and facilitating of the Ukrainian book market development

4) Digital library

5) Promotion of reading

6) Renewal of the library funds

It is expected that the measure will facilitate the establishment of national and international networks of partnership; enlargement of reading audience in the country ; digitalization of the Ukrainian literature;  increase in number of books of Ukrainian authors translated into other languages  etc. Besides, the Ukrainian Book Institure is responsible for the presentation of the Ukrainian bokkselling and publishing industry on the international book fairs, such as Frankfurt International Book Fair, Leipzig International Book fair, London Book Fair and many others, which will contribute to the presentation of the Ukrainian culture abroad as well as to the development and internationalization of the Ukrainian literature through establishing long-term partnerships

Ukrainian Cultural Foundation

b. Key objectives of the measure: 

The main objective for the establishment of the Ukrainian Cultural Foundation was the intention to create favourable conditions for creative activities; provide support to research and studies related to culture and creative industries; promote intercultural dialogue and cultural diversity; develop of children’s and youth creativity; promote the innovations and digitalization of culture; support activities aimed at preservation and actualization of cultural heritage.

In 2017 the Law of Ukraine “On the Ukrainian cultural foundation” was adopted by Ukrainian Parliament to introduce new mechanisms for result oriented and competition-based state funding for initiatives in the field of culture and creative industries in Ukraine. Ukrainian Cultural Foundation as a state-run institution under the Ministry of Culture provides support in a form of grants to all types of organizations.

The Ukrainian Cultural Foundation provides the equal access to funding for the governmental and non-governmental institutions, allows to overcome the gap between them and to free the Ministry of Culture from the extrinsic function of spreading the money between the cultural actors.

Priorities of UCF activities are:

  • To create favourable conditions for creative activities, partnership development and formation of common values of the civil society in Ukraine
  • To promote intercultural dialogue and cultural diversity
  • To guarantee cultural rights by ensuring equal access to cultural resources and equal opportunities for personal development and self-realization for all citizens and communities, regardless of cultural, linguistic, ethnic, regional, social, gender and other peculiarities or differences
  • To ensure the comprehensive development and functioning of the Ukrainian language in all spheres of public life on the territory of Ukraine, as well as promoting the study of the Ukrainian language abroad
  • To promote internationalization of Ukrainian culture, as well as coordination of the donor support to the projects related to culture and creative industries
  • To support creation of competitive innovative cultural product and professional development of artists, as well as development of children’s and youth creativity
  • To promote projects aimed at local development under the conditions of decentralization

Council of the Ethno-National Organizations of Ukraine

Context of the measure:

b. Key objectives of the measure: 

The Ministry of Culture of Ukraine as the main Governmental institution responsible for the national minorities and religious issues is in the constant interaction with the national minorities NGOs and involves them on the regular basis to the policy making process. The minorities’ rights protection and the securing of their cultural and social rights are one of the priority tasks of the Government of Ukraine as well as the Ministry of Culture of Ukraine, that is why the Ministry of Culture is focused on the search of the most efficient means of communication, cooperation and policy making process in the sphere of the ethno-national policy. In close interaction with the national minorities’ NGOs it was made a decision to create a consultative body under the Ministry, which unites the efforts of the most authoritative and representative NGOs of the national minorities. The strategic goal is to draft and adopt the policy decisions on the development of the ethnic, cultural, language and religious distinctness of the national minorities and to secure the protection of the cultural diversity, peace and tolerance in the society.

Creation of the Council of the ethno-national organizations of Ukraine is aimed at elaborating the well-reasoned suggestions on the mechanisms of the implementation of the State ethno-national policy, which should guarantee and secure the ethno-political unity and interethnic peace in the society, protection and promotion of the cultural uniqueness of the Ukrainian people, national minorities on the basis of the human and citizen rights.

The members of the Council are 5 heads of the umbrella national minorities associations , which represent the interests of different national minorities NGOs, and the heads of the special consultative bodies on the national minorities issues under the Ministry of Culture and the Ministry of Education and Science

State Company “Crimean House”

b. Key objectives of the measure: 

After the illegal occupation of the Autonomous Republic of Crimea by the Russian Federation in 2014 there arose a need to strengthen the protection of the rights of the Crimean Tatars and other peoples living in the Crimea as well as those who was forced to leave their Motherland for the mainland Ukraine.

In 2014 there was made a decision to create a State Company “Crimean House” in Kyiv in order to secure the rights and freedoms of the citizens of Ukraine, including the national minorities and indigenous people on the temporary occupied territory of Ukraine, to facilitate satisfying their cultural, political, informational, educational, scientific and spiritual needs.

The Crimean House is a platform for cultural and human rights advocacy events and initiatives, educational programs, scientific research, a space for discussions of socially important processes and phenomena.

The Crimean House provides everyone, including the internally displaced people, national minorities and indigenous people, with the possibility to hold cultural events (concerts, exhibitions, performances etc.) as well as educational, scientific, communicative and training events (seminars, symposia, conferences, investigations etc.). The Crimean House supports the development of the national traditions and crafts and provides the legal support in the protection of rights of the national minorities, indigenous people and IDPs.

The Crimean House is expected to continue the support for the IDPs from the Crimea, providing them the possibility to realize their rights. In the long-term perspective it is highly anticipated that the projects initiated in the framework of the Crimean House become sustainable, that the scientific and the educational&training work continue and the Crimean House becomes an institution that represents the Crimean-Tatar community in an integrated manner.

Bilateral Cultural Cooperation Agreements

b. Key objectives of the measure: 

Ukraine uses the instrument of signing the bilateral cultural agreements with the aim and intention to strengthen cultural ties and to develop friendly relations between the peoples of two countries, to develop the cooperation in the field of culture and art, in this way promoting the mutual cultural rapprochement, increasing creative potential and creating the background for the exchange of knowledge on cultures of the countries, to   raise awareness, particularly among youth,  of the history and culture of the people of different countries, to promote the equal dignity of all people’s national cultures and their mutual enrichment while respecting the national  identity, to support the aspirations of the artistic&creative community to the preservation and development of creative contacts and protect their social and professional interests

The Government of Ukraine and Ministry of Culture of Ukraine are the side of numerous cultural cooperation agreements with the countries from all over the World. During 2014-2017 Ukraine signed the cultural cooperation agreement on the Governmental level with the United Arab Emirates, on the Ministerial level – with the Republic of Azerbaijan, Georgia, Republic of Estonia, Republic of Cyprus, People’s Republic of China, Republic of Lithuania, Republic of Moldova, Czech Republic, Republic of Belarus. Besides, the Programme on Cooperation between the Government of Ukraine and the Government of the Republic of Turkey in the Field of Culture entered into force in 2015. Agreement on Film Co-production and Cooperation between the Cabinet of Ministers of Ukraine and the Government of the State of Israel  was also signed in 2015.

Presentation of Ukraine on the significant international cultural events

b. Key objectives of the measure: 

In the modern world the main objective of the international cooperation and cultural diplomacy is not only the export of the cultural product or the promotion  of the positive image of the country, but rather the emphasizing  of the involvement of the national culture into the live interaction with the others, search for the common values, strengthening of the voice of culture and the mobility of culture and arts

State institutions play a significant role in this process and their role is in creating possibilities for such a dialogue

Ukraine is regularly presented on the key international film festivals and other events: Berlinale, the Cannes Festival, Toronto International Film Festival,  Clermont-Ferrand International Short Film Festival, Annecy International Animated Film Festival and Market, Karlovy Vary International Film Festival. Ukraine also hosts the International Film Festivals, among them the most widely known are Kyiv International Film Festival MOLODIST, Odesa International Film Festival, Docudays UA, LINOLEUM International Contemporary Animation and Media Art Festival, Children KinoFest and many others.

 

Since 2016 Ukraine represents abroad and develops its publishing and bookselling industry on a whole new level. The Ukrainian stand on the International Frankfurt Book Fair 2016, coorganized by the Ministry of Culture of Ukraine, the Ukrainian Publishers Association, Book Arsenal, Lviv Publishers’ Forum and Meridian Chernovitz had a great success, repeated in 2017 by the team of Mystetskyi Arsenal and the newly created Ukrainian Book Institute.

 

On the regular basis Ukraine takes part in the numerous international theatre, music, circus and other art festivals, and hosts such events in Ukraine.

 

Venice Biennale of the Contemporary Art La Biennale di Venezia is one of the most powerful art exhibitions in the world. Ukrainian participation in this exhibition gives a boost for the contemporary art development in the country

The main expected results are:  the internationalization of the Ukrainian culture,  promotion on the international stage,  intense  international cultural cooperation, intercultural dialogue and establishment of the  long-term cultural ties between the countries and the nations. Besides,  it is expected that the Ukrainian professionals enter the international market, exchange the experience and  develop their creative potential.

Ukrainian Institute

Context of the measure: 
INTERNATIONAL CULTURAL COOPERATION
b. Key objectives of the measure: 

Ukraine as a modern European country needed an institution which will be responsible for the activities aimed at better understanding, perseption and comprehension of the country. Afret the Revolution of Dignity of 2014 there was a strong demand from the society to give the World more information about the country, which will include the wide range of aspects.  Besides, the intention to promote international cooperation between individuals and institutions, foster international people-to-peole contacts, promote the intercultural dialogue and cultural diversity were taken into account while adopting this measure

The Ukrainian Institute is a new state institution, established in 2017 under the  Ministry of Foreign Affairs in order to  represent Ukrainian culture internationally, support international mobility and facilitate professional exchange, support international cooperation projects in creative industries, culture, education and science.

The Ukrainian Institute is envisaged to become an important tool for Ukrainian cultural diplomacy through ensuring  presence of Ukraine on the international cultural stage, in the international projects  in the area of culture, education, science, and social life.

The Ukrainian Institute should move in a few directions. The first one is to reach out to non-Ukrainians who live abroad, to help the world get knowledge and comprehension of Ukraine. Several programs are envisioned to accomplish this, some of which are practiced by similar institutions like the British Council, Goethe Institute.Eventually, international travel grants and art residencies will be awarded, exchange programs and research projects will be funded. Close cooperation with the  Ministry of Education and Science will enable the Ukrainian Institute to teach Ukrainian and offer certification in order to develop a model for language schools abroad.

It is expected that the Ukrainian Institute will promote today’s Ukraine—a modern European dynamic state. The Institute will also endeavor to challenge untrue stereotypes about Ukraine. It is highly likely that the Ukrainian Institute will have its divisions abroad, constantly extending the network. The main results of the activities of the Ukrainian Institute should lead to the internationalization of the Ukrainian culture

Creative Ukraine Forum

Context of the measure: 
INTERNATIONAL CULTURAL COOPERATION
b. Key objectives of the measure: 

Annual international forum “Creative Ukraine”  http://creativeukraine.org.ua/ was founded as a platform for political and expert discussion on the development of state policy in the field of cultural and creative industries in 2017 by the Ministry of Culture of Ukraine. Promoting cooperation between government, civil society and businesses, the Forum aims to enhance public-private cooperation in the field of CCI at national and regional levels. The event gathers international experts on the creative economy, creative professions and culture policymakers from all over Europe.

Ukraine possesses huge potential for the development of creative industries, has a lot of educated and very capable young people, ready to engage into this activity, as well as unique cultural heritage. The Forum is designed to gather together the representatives of the Government, the international expert community, regional authorities and civil society to focus on the essential objective which involves combining the efforts of businesses, the Government and the community in shaping the state policy in the sector of creative industries which in its turn will lead to the creation of the necessary conditions for the development of creative industries and creative entrepreneurship in Ukraine

During the Forum the participants reflect on the necessary conditions and instruments for developing Ukrainian creative enterprises and boosting their competitiveness.

Strategy on the integration of the internally displaced persons and on the implementation of the long-term solutions on the internal displacement till 2020

b. Key objectives of the measure: 

United Nations report, Guiding Principles on Internal Displacement uses the definition of the IDPs as "persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border." According to the statistic data, since the beginning in 2014 the military aggression against Ukraine in the Eastern part of the country and the illegal annexation of the Crimea, there are approx. 1.5 million IDPs in Ukraine. The key objective of the strategy is the integration of the IDPs  and the long-term solutions for the implementation and protection of their rights, freedoms and legitimate interests of the IDPs, increase of their self-sustainability and independence under due consideration of the interests of hosting communities, establishment of the efficient cooperation between the  IDPs and the hosting communities, public institutions, local self-government authorities on the basis of partnership that will lead to the elimination of discrimination and to the achievement of the social cohesion

Unlike any other national minority Roma people do not have their statehood. Roma national minority was the second nation to suffer from the genocide during the World War II. Almost in all the European countries Roma national minority was discriminated and marginalized that has led to the situation when Roma notional minority became one of the most vulnerable in Europe. Integration of Roma people into the Ukrainian society is now a socially important issue. In Ukraine Roma people are settled most compactly in Transcarpathian, Donetsk, Dnipropetrovsk, Odesa, Kharkiv and Luhansk regions. Roma people in Ukraine face the same problems as in the other European countries: low educational level, high unemployment, poor health, absence or lack of documents, low level of living conditions, facts of prejudices against Roma.

The ongoing educational reform in Ukraine influences greatly the future of the artistic education which is without exaggeration the national wealth. During all the years of the Ukrainian independence the artistic education was not the separate issue on the legislative level, being included into the general educational system of the State. In the conditions of the centralized governing it was impossible to recognize the absolutely different and  unique features of the artistic education. Lack of the legislative action in this field could destroy the existing system of the artistic in the State.

The national educational reform demanded the new Law on Education, which was widely discussed, scrutinized and finally adopted by the Parliament in 2017.

It is for the first time ever in the independent Ukraine when the provisions regarding the artistic education were included into the educational legislation. Besides, the new law set up the term Doctor of Arts.

The Ministry of Culture of Ukraine has hold approx. 30 communicative events dedicated to the development of the artistic education, involving more than 1000 people, and has drafted the list of regulatory acts.

Ukraine has a great potential of the cultural and creative industries development. According to the “Creative economy outlook 2002-2015” by UNCTAD Ukraine was the second rated country with transition economy in the list of  top10 creative goods exporters in 2015. According to the Global Creativity Index (Technology-Talent-Tolerance) by Martin Prosperity Institute in 2015 Ukraine took the 45th place. In 2014 the input of the cultural activities into the GDP was 4.04%.

Development of the creative industries is one of the priorities of the Ukrainian Government.

Young Biennale of Contemporary Art

Is it reasonable to talk about the emergence of a new generation of contemporary Ukrainian art representatives? How have the social processes of recent years influenced the artistic experience of young Ukrainian artists? To what extent the art of young artists is included in the world artistic context? To answer these questions and  widely present the work of young Ukrainian artists are the aims of the Festival of Young Ukrainian Artists (Young Biennale)

A large contemporary art project, especially aimed at supporting young artists is a step to demonstrate that contemporary culture has the same weight as historical one. In fact, the youth biennial indicates a reversal of cultural policy in Ukraine. This does not mean that everything is very positive and all the changes are exceptionally positive, but this clearly demonstrates the direction of thought – from purely inertial financing of Soviet models and institutions to attempts to stimulate the emergence of a new.

The Festival of Young Ukrainian Artists is founded by the Ministry of Culture of Ukraine. The Festival is to be realized in Biennial format every two years and to be housed by various Ukrainian cultural institutions.

The Mystetskyi Arsenal National Art and Culture Museum Complex and the National Art Museum of Ukraine were appointed to organize the festival in 2017. They were chosen as institutions that have a successful experience of holding events of such scale and are able to co-finance the Festival.

Ukrainian artists under age 35, with works performed in any kind of media (video, graphic techniques, painting, sound, land art, performative practices, projects for public space, text, sculpture, photography, various types of digital/new media art, as well as other genres, forms and means of artistic production), were invited to participate in the competition.

394 applications from Kyiv, Odessa, Lviv, Lutsk, Uzhgorod, Dnipro, Vinnytsia, Ternopil, Kharkiv, Rivne, Sumy and other cities were submitted to the Festival`s competition. In addition, applications from artists living or studying abroad, namely in Poland, the Netherlands, Austria, Lithuania, Canada, Israel and Italy were recieved.  As a result 67 art projects were selected by the Festival on a competitive basis with works that are in tune with the Festival`s topic.

Contemporary art projects carry deep messages for society, embodying free spirits, bold pursuits and creative interpretations, and bring a fresh breath into the culture. Biennale also has a strong educational component – specially designed training programmes for young artists and curators, for children and representatives of state and public institutions

The Law of Ukraine “On the state support for the cinematography in Ukraine” adopted in 2017 defines the framework of the state support of the cinematography in Ukraine in order to create advantageous conditions for the film-making industry and establish transparent procedures of project financing by the state. The law accumulates the best and most efficient mechanisms and instruments tested in different European countries. The specially created working group elaborates the by-laws necessary for the proper implementation of the Law.. 

The Law provides the transparent state support for the film industry with the aim of promotion of the Ukrainian cinema on TV.

The main objective for the establishment of the Ukrainian Cultural Foundation was the intention to create favourable conditions for creative activities; provide support to research and studies related to culture and creative industries; promote intercultural dialogue and cultural diversity; develop of children’s and youth creativity; promote the innovations and digitalization of culture; support activities aimed at preservation and actualization of cultural heritage.

In 2017 the Law of Ukraine “On the Ukrainian cultural foundation” was adopted by Ukrainian Parliament to introduce new mechanisms for result oriented and competition-based state funding for initiatives in the field of culture and creative industries in Ukraine. Ukrainian Cultural Foundation as a state-run institution under the Ministry of Culture provides support in a form of grants to all types of organizations.

The Ukrainian Cultural Foundation provides the equal access to funding for the governmental and non-governmental institutions, allows to overcome the gap between them and to free the Ministry of Culture from the extrinsic function of spreading the money between the cultural actors.

Priorities of UCF activities are:

  • To create favourable conditions for creative activities, partnership development and formation of common values of the civil society in Ukraine

Council of the Ethno-National Organizations of Ukraine

The Ministry of Culture of Ukraine as the main Governmental institution responsible for the national minorities and religious issues is in the constant interaction with the national minorities NGOs and involves them on the regular basis to the policy making process. The minorities’ rights protection and the securing of their cultural and social rights are one of the priority tasks of the Government of Ukraine as well as the Ministry of Culture of Ukraine, that is why the Ministry of Culture is focused on the search of the most efficient means of communication, cooperation and policy making process in the sphere of the ethno-national policy. In close interaction with the national minorities’ NGOs it was made a decision to create a consultative body under the Ministry, which unites the efforts of the most authoritative and representative NGOs of the national minorities. The strategic goal is to draft and adopt the policy decisions on the development of the ethnic, cultural, language and religious distinctness of the national minorities and to secure the protection of the cultural diversity, peace and tolerance in the society.

State Company “Crimean House”

After the illegal occupation of the Autonomous Republic of Crimea by the Russian Federation in 2014 there arose a need to strengthen the protection of the rights of the Crimean Tatars and other peoples living in the Crimea as well as those who was forced to leave their Motherland for the mainland Ukraine.

In 2014 there was made a decision to create a State Company “Crimean House” in Kyiv in order to secure the rights and freedoms of the citizens of Ukraine, including the national minorities and indigenous people on the temporary occupied territory of Ukraine, to facilitate satisfying their cultural, political, informational, educational, scientific and spiritual needs.

The Crimean House is a platform for cultural and human rights advocacy events and initiatives, educational programs, scientific research, a space for discussions of socially important processes and phenomena.

The Crimean House provides everyone, including the internally displaced people, national minorities and indigenous people, with the possibility to hold cultural events (concerts, exhibitions, performances etc.) as well as educational, scientific, communicative and training events (seminars, symposia, conferences, investigations etc.). The Crimean House supports the development of the national traditions and crafts and provides the legal support in the protection of rights of the national minorities, indigenous people and IDPs.

Ukraine is regularly presented on the key international film festivals and other events: Berlinale, the Cannes Festival, Toronto International Film Festival,  Clermont-Ferrand International Short Film Festival, Annecy International Animated Film Festival and Market, Karlovy Vary International Film Festival. Ukraine also hosts the International Film Festivals, among them the most widely known are Kyiv International Film Festival MOLODIST, Odesa International Film Festival, Docudays UA, LINOLEUM International Contemporary Animation and Media Art Festival, Children KinoFest and many others.

 

Since 2016 Ukraine represents abroad and develops its publishing and bookselling industry on a whole new level. The Ukrainian stand on the International Frankfurt Book Fair 2016, coorganized by the Ministry of Culture of Ukraine, the Ukrainian Publishers Association, Book Arsenal, Lviv Publishers’ Forum and Meridian Chernovitz had a great success, repeated in 2017 by the team of Mystetskyi Arsenal and the newly created Ukrainian Book Institute.

 

On the regular basis Ukraine takes part in the numerous international theatre, music, circus and other art festivals, and hosts such events in Ukraine.

 

Venice Biennale of the Contemporary Art La Biennale di Venezia is one of the most powerful art exhibitions in the world. Ukrainian participation in this exhibition gives a boost for the contemporary art development in the country

Ukraine as a modern European country needed an institution which will be responsible for the activities aimed at better understanding, perseption and comprehension of the country. Afret the Revolution of Dignity of 2014 there was a strong demand from the society to give the World more information about the country, which will include the wide range of aspects.  Besides, the intention to promote international cooperation between individuals and institutions, foster international people-to-peole contacts, promote the intercultural dialogue and cultural diversity were taken into account while adopting this measure

The Ukrainian Institute is a new state institution, established in 2017 under the  Ministry of Foreign Affairs in order to  represent Ukrainian culture internationally, support international mobility and facilitate professional exchange, support international cooperation projects in creative industries, culture, education and science.

The Ukrainian Institute is envisaged to become an important tool for Ukrainian cultural diplomacy through ensuring  presence of Ukraine on the international cultural stage, in the international projects  in the area of culture, education, science, and social life.

The Ukrainian Institute should move in a few directions. The first one is to reach out to non-Ukrainians who live abroad, to help the world get knowledge and comprehension of Ukraine. Several programs are envisioned to accomplish this, some of which are practiced by similar institutions like the British Council, Goethe Institute.Eventually, international travel grants and art residencies will be awarded, exchange programs and research projects will be funded. Close cooperation with the  Ministry of Education and Science will enable the Ukrainian Institute to teach Ukrainian and offer certification in order to develop a model for language schools abroad.

Annual international forum “Creative Ukraine”  http://creativeukraine.org.ua/ was founded as a platform for political and expert discussion on the development of state policy in the field of cultural and creative industries in 2017 by the Ministry of Culture of Ukraine. Promoting cooperation between government, civil society and businesses, the Forum aims to enhance public-private cooperation in the field of CCI at national and regional levels. The event gathers international experts on the creative economy, creative professions and culture policymakers from all over Europe.

The Community-led Urban Strategies in Historic Towns (COMUS project) is the Council of Europe and the European Commission joint project realized in Eastern Partnership countries during 2015 - 2017. The local teams in pilot towns implemented a number of initiatives to raise awareness about local cultural and historic heritage in order to attract partners and investors, and to engage inhabitants, especially, young people for creative participation in community life.

Strategy on the integration of the internally displaced persons and on the implementation of the long-term solutions on the internal displacement till 2020

b. Key objectives of the measure: 

United Nations report, Guiding Principles on Internal Displacement uses the definition of the IDPs as "persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border." According to the statistic data, since the beginning in 2014 the military aggression against Ukraine in the Eastern part of the country and the illegal annexation of the Crimea, there are approx. 1.5 million IDPs in Ukraine. The key objective of the strategy is the integration of the IDPs  and the long-term solutions for the implementation and protection of their rights, freedoms and legitimate interests of the IDPs, increase of their self-sustainability and independence under due consideration of the interests of hosting communities, establishment of the efficient cooperation between the  IDPs and the hosting communities, public institutions, local self-government authorities on the basis of partnership that will lead to the elimination of discrimination and to the achievement of the social cohesion

Implementation of the Action Plan on the Strategy for the Protection and Integration into the Ukrainian Society of the Roma National Minority till 2020

Unlike any other national minority Roma people do not have their statehood. Roma national minority was the second nation to suffer from the genocide during the World War II. Almost in all the European countries Roma national minority was discriminated and marginalized that has led to the situation when Roma notional minority became one of the most vulnerable in Europe. Integration of Roma people into the Ukrainian society is now a socially important issue. In Ukraine Roma people are settled most compactly in Transcarpathian, Donetsk, Dnipropetrovsk, Odesa, Kharkiv and Luhansk regions. Roma people in Ukraine face the same problems as in the other European countries: low educational level, high unemployment, poor health, absence or lack of documents, low level of living conditions, facts of prejudices against Roma.

The ongoing educational reform in Ukraine influences greatly the future of the artistic education which is without exaggeration the national wealth. During all the years of the Ukrainian independence the artistic education was not the separate issue on the legislative level, being included into the general educational system of the State. In the conditions of the centralized governing it was impossible to recognize the absolutely different and  unique features of the artistic education. Lack of the legislative action in this field could destroy the existing system of the artistic in the State.

The national educational reform demanded the new Law on Education, which was widely discussed, scrutinized and finally adopted by the Parliament in 2017.

It is for the first time ever in the independent Ukraine when the provisions regarding the artistic education were included into the educational legislation. The provisions of the new law with respect to the artistic education are extremely important for the future development of art in Ukraine, as they define the artistic education as a comprehensive, multilevel system with interrelated elements, emphasizing its specific nature. Besides, the new law set up the term Doctor of Arts.

The Ministry of Culture of Ukraine has hold approx. 30 communicative events dedicated to the development of the artistic education, involving more than 1000 people, and has drafted the list of regulatory acts.

Besides, the introduction  of the Doctor of Arts degree allows to secure the sequence of the teaching staff in the artistic educational institutions.

Ukraine has a great potential of the cultural and creative industries development. According to the “Creative economy outlook 2002-2015” by UNCTAD Ukraine was the second rated country with transition economy in the list of  top10 creative goods exporters in 2015. According to the Global Creativity Index (Technology-Talent-Tolerance) by Martin Prosperity Institute in 2015 Ukraine took the 45th place. In 2014 the input of the cultural activities into the GDP was 4.04%.

Development of the creative industries is one of the priorities of the Ukrainian Government.

Young Biennale of Contemporary Art

Is it reasonable to talk about the emergence of a new generation of contemporary Ukrainian art representatives? How have the social processes of recent years influenced the artistic experience of young Ukrainian artists? To what extent the art of young artists is included in the world artistic context? To answer these questions and  widely present the work of young Ukrainian artists are the aims of the Festival of Young Ukrainian Artists (Young Biennale)

A large contemporary art project, especially aimed at supporting young artists is a step to demonstrate that contemporary culture has the same weight as historical one. In fact, the youth biennial indicates a reversal of cultural policy in Ukraine. This does not mean that everything is very positive and all the changes are exceptionally positive, but this clearly demonstrates the direction of thought – from purely inertial financing of Soviet models and institutions to attempts to stimulate the emergence of a new.

The Mystetskyi Arsenal National Art and Culture Museum Complex and the National Art Museum of Ukraine were appointed to organize the festival in 2017. They were chosen as institutions that have a successful experience of holding events of such scale and are able to co-finance the Festival.

Ukrainian artists under age 35, with works performed in any kind of media (video, graphic techniques, painting, sound, land art, performative practices, projects for public space, text, sculpture, photography, various types of digital/new media art, as well as other genres, forms and means of artistic production), were invited to participate in the competition.

394 applications from Kyiv, Odessa, Lviv, Lutsk, Uzhgorod, Dnipro, Vinnytsia, Ternopil, Kharkiv, Rivne, Sumy and other cities were submitted to the Festival`s competition. In addition, applications from artists living or studying abroad, namely in Poland, the Netherlands, Austria, Lithuania, Canada, Israel and Italy were recieved.  As a result 67 art projects were selected by the Festival on a competitive basis with works that are in tune with the Festival`s topic.

Contemporary art projects carry deep messages for society, embodying free spirits, bold pursuits and creative interpretations, and bring a fresh breath into the culture. It is expected that the Biennale  will  support the development of contemporary art of modern Ukraine, which would be integrated into the thinking of the world.

Biennale also has a strong educational component – specially designed training programmes for young artists and curators, for children and representatives of state and public institutions
