Strengthening the capacities of cultural actors for informed policy making in Mali

A national training workshop for members of the committee for the implementation and monitoring of the 2005 Convention on the protection and promotion of the diversity of cultural expressions will be held in Bamako, Mali from 21 to 25 October 2019. It will bring together some 40 participants including cultural professionals, statisticians, ministerial representatives, actors from civil society and the media professionals. UNESCO supports the training through the provision of specialized expertise, made up of international and national experts.

The opening ceremony, scheduled for Monday 21 October 2019 at the National Museum of Mali, will be chaired by the Minister of Culture Ms N’diaye Ramatoulaye Diallo and attended by Mr Edmond Moukala, Head of Office, and UNESCO Representative in Mali.

The training, part of the UNESCO project “Re-shaping  cultural policies for the promotion of fundamental freedoms and the diversity of cultural expressions” will bring participants to elaborate in a participative manner Mali’s first quadrennial report, to be submitted by April 2020– a mandatory report submitted every four years that monitors advances and challenges in implementing the  Convention principles and objectives.–. The workshop will review and assess existing national policies that promote sustainable systems of governance for culture and policies for creativity  in Mali. Such national periodic reports help to inform UNESCO’s Global Report “Re-Shaping Cultural Policies”, a UNESCO flagship report that captures the state of cultural governance around the world with a view to share innovative policy practices. The next edition of the Global report will be published in June 2021.

This project , which was launched in Bamako on 17 June 2019, consists of three main activities: multi-stakeholder consultation and diagnostics, training and coaching workshop for the National Committee, and validation workshop through the presentation and public debate on the report.

The project Re-shaping Cultural Policies for the Promotion of Fundamental Freedoms and the Diversity of Cultural Expressions is a UNESCO initiative funded by the Swedish International Development Cooperation Agency. Following the first phase of the project that spanned from 2014 to 2018, the second phase of the project (2018-2021) covers 16 countries around the world, including Mali. Other countries such as Burkina Faso, Colombia, Ethiopia, Indonesia, Senegal and Zimbabwe have already participated in the first phase of the project.
