La candidature n’a pas été soumise avec les lettres d’appui des autorités gouvernementales de chacune des Parties bénéficiaires dans la sous-région / région concernée. Conformément au paragraphe 13.3 des Directives opérationnelles relatives au FIDC, « les demandes de financement des OING sont soumises directement au Secrétariat, accompagnées du soutien écrit des bénéficiaires concernés afin de s’assurer de la pertinence des projets et de leur conformité avec les besoins et les priorités du bénéficiaire ». Et elle ne démontre pas l’impact sous régional, régional ou interrégional du projet proposé. Conformément au paragraphe 13.3 des Directives opérationnelles relatives au FIDC, « Les demandes de financement des OING sont soumises sur un formulaire distinct et doivent apporter la preuve d’un impact sous-régional, régional ou interrégional ». Dans le cadre du processus de financement du FIDC, le terme régional fait référence à un groupe ou un ensemble de pays, non pas un territoire au sein d’un seul pays.
