2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
The reason why the Colombian National Commission for UNESCO selected this project is because more than identify the cultural industries in Cali, it seeks to support 16 creative nascent companies from Cali - Colombia, by strengthening their capacity of doing business, the development of a validated and sustainable business model and the creation of sustainable professional networks. This is a different kind of project that can contribute to the cultural economy, that has been growing in this city of the southwest of Colombia.
3. The applicant institution/organization
What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?: 
The applicant is the ICESI University of Cali, which is one of the best Universities in Colombia in terms of business administration and economy. The University has the Center for entrepreneurship development, which is the department of entrepreneurship and has the role to lead the entrepreneurial education in the undergraduate and graduate programs, develop entrepreneurial programs to its students, alumni and third party interested and develop research in entrepreneurship.
4. Relevance of the pre-selected project proposal
4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
Currently, Colombia is working on strengthening the “Creative Economy” sector. Therefore, it is essential to map the Creative Industries in the country, in order to overcome persistent information gaps. It is also essential to strengthen and multiply efforts, sharing experiences and transferring best practices, incorporating into public responsibility the validation of the commercial dimension of culture and creativity, and its articulation with technology, infrastructure, access to markets, etc. This is why, it is essential to integrate the management capacity of the NGOs to the processes of value aggregation in a clear and efficient manner, overcoming their dependence on the public sector and diversifying their participation.
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?: 
This project contributes to the needs and priorities of the country in terms of cultural industries, because it aims to strengthen the Creative Industries in the city of Cali with the support of 16 small enterprises from the cultural sector. It is a project that can contribute to strengthen the cultural economy in Colombia, because the support and the knowledge they are going to transmit to those enterprises, can be replicated in enterprises from other cities.
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
The training of those enterprises can strengthen the market of cultural industries in the city, and therefore, the understanding of the local administration about the way the market works and the incentives they need to apply in order to reinforce the cultural economy at the local level. And, of course, every initiative has a potential to be replicated at the national level, benefiting the whole country in the long term.

Please indicate other contextual information that the IFCD Panel of Experts should take into consideration when evaluating the pre-selected project proposal.: 
It is important to inform that Cali applied to the UNESCO’s Creative Cities Network in this years’ call. Is a city that is starting a hard work in the creative industries field, and this project can help them consolidate the market of the cultural economy, and develop more adapted public policies to cover this sector.
