Funding for Programmes of Public Needs in Culture

a. 2 Contexte de la mesure:

b. Objectifs clefs de la mesure: 

As one of the key measures oriented towards  maintaining and developing diversity of cultural expressions in the Republic of Croatia, the measure of annual Calls for Proposals for Programmes of Public Needs in Culture at national level has to be mentioned. This measure shows the continuum of orientation towards cultural diversity and sustainable cultural development that stems from the constitutional provision on freedom of cultural and artistic creativity and expression (1990) and the Act on Financing Public Needs in Culture (1990 and 1993, with further changes in 2009).

The key objectives of the measure are oriented to regulations of support at state level of cultural creativity through annual public competitions in all fields of culture (theatre, film, publishing, music etc.), taking into account all the basic cultural activities (creativity, reproduction, transmission etc.) and supplementary cultural activities (support to cultural management education, information technology support etc.) as well. The Calls are announced annually and the applications are independently reviewed by members of Cultural Councils according to the relevant cultural field as stipulated by the Act on Cultural Councils.

The Call is announced once a year (September) for the upcoming year, and it defines programmes of interest to the Republic of Croatia as those programmes that put Croatian culture into the European context, promote intercultural dialogue, civil society development, which are professionally based, economical, and of high quality, that are profiled in relation to the core activity of the organizers and that take place continuously.

The right to submit applications based on the Call have: independent artists, art organizations, cultural institutions, associations, legal and natural persons performing cultural activities, as well as legal and natural persons dealing with protection and preservation of cultural goods and archaeological heritage. The Call covers cultural activities related to: regular activities of professional associations in culture; activities of drama and dance art and performing arts; music and music-scene art; cultural amateurism (music and folklore); visual arts; innovative artistic and cultural practices; activities of libraries; publishing of books, periodicals and electronic publications; literary manifestations and performances at book fairs; literary programs in bookstores; archival activity; museum-gallery activities; protection and preservation of archaeological heritage; protection and preservation of immovable cultural property; protection and preservation of movable cultural goods; protection and preservation of intangible cultural goods; digitization in archival, library and museum activities; international cultural cooperation; construction, maintenance and repair of cultural institutions.

The measure is expected to cover all forms of fostering and promoting of culture, thus, all cultural activities and the diversity of artistic expressions. Therefore, the continuous implementation of the measure is expected to contribute to sustainable cultural development and improvement of overall cultural life in the Republic of Croatia.

The financial resources are allocated annually through the budget of the Ministry of Culture as the authority in charge of implementation of the measure. Approved funds of the Ministry of Culture for the Call for Proposals for Programmes of Public Needs in Culture from 2012 to 2017 were as follows: in 2012 the funding amounted to 280 546 890 KN (37 406 252 EUR); in the year 2013 it was 311 956 793 KN (41 594 235 EUR); it amounted to 297 331 916 KN (39 644 255 EUR) in 2014, while in 2015 it was 356 403 748 KN (47 520 499 EUR); in 2016 - 300 875 496 KN (40 116 732 EUR) and in 2017 it was 330 668 088 KN (44 089 078 EUR).

Support of the Rights of Freelance Artists and Encouraging Cultural Creativity

The legislator has acknowledged the special status of freelance artists in comparison with other workers. They have the right to retirement and disability insurance and health insurance, and these contributions are paid from the state budget. The key objective of this measure is to encourage and promote the diversity of creative work through giving a basic social security framework support for freelance artists.

A freelance artist becomes a member of The Croatian Freelance Artists Association (HZSU) on the basis of his / her creative work and so can apply to have his / her contributions paid from the state budget, as long as he / she meets the criteria laid down in the Regulations about the procedures and conditions for the recognition of the rights of artists to have their retirement, disability and medical insurance paid out of the state budget of the Republic of Croatia. A three-year evaluation period is also included. Applications by the artists are considered by an Expert Commission, and decisions are subsequently confirmed by the Minister of Culture. When the Expert Commission has made a favourable decision, the Croatian Association of Freelance Artists registers the freelance artist with the Croatian Institute for Retirement Insurance and the Croatian Institute for Health Insurance according to the artist's place of residence. There are 30 arts associations which appoint their members to the expert commission.

The implementation of the measure regulates the manner and conditions of granting the right to the independent artist to have the compulsory contributions for retirement and health insurance paid from the budget of the Republic of Croatia, in order to support those artists whose artistic creativity and public activity represents a notable contribution to Croatian culture and the arts.

Approximately 35 000 000 KN (approx. 4 666 666 EUR) was earmarked in 2016 for the implementation of the measure.

In the pre-recession period, the number of independent artists entitled for support from the state budget was on the rise; according to available data from the Ministry (2007), in the period 2003-2007, it increased from 1 263 to 1 341. However, it can be said that the upward trend has diminished during the crisis period; according to online data from the Croatian Freelance Artists' Association (HZSU) in June 2010, there were 1 316 freelance artists entitled to the support registered, while in November 2012 the number lowered to 1 283 artists (the date of this unofficial online data was not listed), while in October 2013 there were 1 303 freelance artists listed on the HZSU website, in October 2014 this number dropped to 1 300, while in May 2016 it amounted to 1 319.

Fund for the Promotion of Pluralism and Diversity of Electronic Media

a. 2 Contexte de la mesure:

b. Objectifs clefs de la mesure: 

Diversity and plurality of the media are particularly promoted by the Fund for the Promotion of Pluralism and Diversity of Electronic Media, established by the Electronic Media Act provisions that have included the Audio-visual Media Services Directive (AVMS Directive) solutions and by Croatian Radio-Television Act. The fund is administered by the Council for Electronic Media (VEM), and financed by 3% of Croatian Radio-Television revenues generated from licence fees paid to the Fund. It supports production and broadcasting of programmes of public interest in local and regional radio and television channels, and electronic publications, who serve local communities and sometimes introduce the usage of local dialects in broadcasting (e.g., in the Istria region). This support goes to the promotion of production and broadcasting of electronic media content of public interest at local and regional level, which is important for the right of citizens to public information, the rights of national minorities, promotion of cultural creativity, and development of education, science and arts.

The support of the Fund is used to promote the production and release of audio-visual and radio programmes of public interest of television broadcasters and/or radio broadcasters at local and regional level, of non-profit televisions, radio broadcasters and non-profit electronic publications (digital news/internet portals), as well as employment of highly qualified professionals by those broadcasters. In order to receive funding the programmes applying to the Fund should be of public interest and especially relevant for: the exercise of citizens' right to public information; promotion of cultural creativity and fostering of cultural heritage; development of education; development of science; development of arts; promotion of works in dialects of the Croatian language; promotion of special cultural projects and events; national minorities in the Republic of Croatia; encouragement of the development of the awareness of gender equality and other highest values of the constitutional system; raising awareness on equality of gender identities and sexual orientations; promotion of programmes for children and youth aiming at enhancing their wellbeing; raising public awareness on the capabilities and contributions of persons with disabilities as well as promotion and respect of their rights and dignity, including the fight against stereotypes, prejudices and harmful practices relating to persons with disabilities; historically accurate presentation of the Croatian War of Independence; development and promotion of media literacy; protection of the environment; promotion of health and encouragement of health culture.

The criteria for awarding the Fund support are: significance of the audio-visual and/or radio programme, i.e. the content of the electronic publication for the realisation of objectives referred to in the provisions of the Act; quality and content-related innovation of the offered audio-visual and/or radio programme, i.e. the content of the electronic publication; interest for overall i.e. local and regional cultural development...

It is expected that the diversity of cultural expressions in the relevant categories as described in the Ordinance of the Fund be augmented with the implementation of the measure. That is, that the number of radio, television and electronic publications programmes oriented to the issues of public interest (e.g. dealing with the topic related to citizens’ rights, rights of national minorities, gender equality, promotion of media literacy, development of arts and science, ecological awareness etc.) will be more widely available to citizens.

The Fund for the Promotion of Pluralism and Diversity in Electronic Media is a fund of the Agency for Electronic Media whose Sources of assistance are ensured by the provisions of the Electronic Media Act and the Croatian Radio and Television Act to the amount of 3% of the total of monthly collected funds that Croatian Radio and Television collects on behalf of fees.

According to the report on the work of the Agency for Electronic Media and the Council of the Electronic Media for 2015 that was submitted to the Parliament, in 2015 there were two calls for funding. In the first call the funds allocated for radio broadcasters amounted to 14.066.001,74 KN (approx. 1.875.466 EUR), non-profit electronic publications 972.000,83 KN (approx. 130.000 EUR), and for non-profit radio 59.500,00 (approx. 7.900EUR). In the second call the funds allocated for TV broadcasters amounted to 14.966.000,00 KN (approx. 199.546 EUR), and for radio 1.000.000,00 KN (approx. 133.333 EUR) (Data: Agency and Council Report 2015).

The funds of the measure are distributed to private companies as well as non-profit audio-visual organizations, so there are a number of beneficiaries from these sectors. According to the 2015 yearly report, 108 radio and 1 non-profit providers of media services were funded, 15 non-profit electronic publications, 1 non-profit radio programme, 19 TV publishers and 17 radio publishers were supported.

The last analysis of social impact of the measure was executed in 2014 for the 2010-2012 period of the implementation of the measure. The results showed that co-financing provided by the Fund has made a significant impact on the increase of the breath and the diversity of the media content in the broader public when analysing regional and local radio and TV producers. The analysis showed that a large part of such content would not be produced or distributed without the assistance of the Fund. Co-financing of the Fund has a significant influence on financial sustainability of the media production oriented on the topics of  public interest. The analysis showed that in the context of the lower profile of the content of local/regional media, the positioning of the co-financed content is not bad, but there is still a significant space for improvement. The survey that was administered on the representative sample in 30 communities, representing the population of the Republic of Croatia, showed that there is an interest from the side of citizens for topics of public interest. It is significantly more than what is available through local media and the subsidised programmes of publishers, which shows that there is still ample space for increasing the availability of programmes and attracting audiences.

The results of the analysis are based on a secondary data analysis of media service publishers, audience data, the documentation of the Fund and the insight in the legal background data, as well as the data gathered through the empirical research (survey data, focus groups with citizens in selected communities and in-depth interviews with selected publishers). The research also included 10 case studies as well as the analytical tool for the evaluation of thee Fund social impact.

National Programme of the Development of Audio-visual Activities (2010-2014)

The main objective of the Programme is oriented to promotion of audio-visual activities by encouraging the performing, organization and financing of preparation, development, production, distribution and exhibition of Croatian, European and international audio-visual works. The Programme is prepared and implemented by the Croatian Audio-visual Centre (Hrvatski audiovizualni centar-HAVC), established by the Act of Audio-visual Activities in 2007.

The four main strategic goals of the adopted National Programme of the Development of Audio-visual Activities (2010-2014) are:

1.Sustaining and developing production, distribution, exhibition, electronic diffusion and promotion of audio-visual works;

2.Expanding film and audio-visual culture in general as well as through specific knowledge related to creative audio-visual work;

3.Preserving audio-visual heritage and improving the accessibility of culturally valuable national and international heritage;

4. Stimulating investments in the national film production, film industry and export of film-related services.

The main feature of the National Programme is determining the scope and method of promoting audio-visual activities as well as complementary and other activities, promoting audio-visual culture and production relevant for the development of  Croatian culture, activities related to participation of Croatian authors and organizations in European Union programmes and other international agreements.

On the basis of the National Programme, the Croatian Audio-visual Council publishes annual calls for tenders for promoting audio-visual activities and production as well as other complimentary activities that are oriented to:

 a) stimulating audio-visual activities and production (feature, documentary, animated and experimental films); and

b) stimulating complementary activities (including film preservation and archiving, film festivals and other audio-visual manifestation and activities, promotional programmes, international cooperation, research and critical evaluation of audio-visual activities,

publishing, training programmes and programmes of audio-visual associations and organizations).

The process of public calls for tenders, application conditions and criteria for the allocation of funds, the work of art consultants and the Arts Council, as well as the supervision of the earmarked spending of allocated funds are determined by the Regulations on the Procedure, Criteria and Schedule of Implementation of the National Programme.

The implementation of the first National Programme of Development of Audio-visual Activities sets the groundwork for future development of the audio-visual industry in Croatia. It sets four main pillars of development oriented towards increasing the domestic production, distribution and diversity of expressions, opening up towards international productions, investments and audiences, harnessing Croatian audio-visual heritage and developing domestic audience through media literacy programmes and developing audio-visual infrastructure.

HAVC is funded by the grant-in-aid from the Government, as well as from mandatory contributions from all those exploiting audio-visual works such as broadcasters, exhibitors, cable operators and telecoms. The body within the Centre, responsible for the allocation of subsidies is the Croatian Audio-visual Council, comprising representatives of stakeholders in the national audio-visual industry: professional associations, institutions, broadcasters and other audio-visual content providers who pay mandatory contributions.

In 2015 74.900.173,52 Kuna (€ 9.790.872,36) were allocated for programme activities supported by HAVC.

The main conclusions showed that out of four envisaged strategic goals, three of them were achieved, while one (Preserving the audio-visual heritage and improving accessibility of culturally valuable domestic and international heritage) was not achieved.  

One of the challenges in the implementation of the measure proved to be the raising of funds for the realisation of the National Programme that depends on the portion of the total annual gross income generated through the performance of audio-visual activities of the Croatian Radio Television, television broadcasting companies at national and regional level, cable television providers, fixed and mobile telecommunications and internet service providers and individuals who are reproducing audio-visual works for public consumption.

Although there are a number of positive indicators (increase in audience for Croatian films, number of awards of films at international A festivals, increase in the number of co-operations achieved, participation of Croatian film makers at international training programmes etc.), there are still a lot of issues to be dealt with that are included in the new National Programme of Development of Audio-visual Activities (2017-2021).

i.3 Quels ont été les indicateurs utilisés pour déterminer son impact ?: 

Mainly the quantitative indicators were used that included the number of films produced, the number of international co-operations established, the number of spectators at film screenings, awards gained at the festivals, etc. A special study on the economic and fiscal impact of the foreign film productions on the local (audio-visual) market was executed by the Institute for Public Finance. The study showed that for every Kuna invested in foreign film production a return of more than two Kuna to the budget is achieved.

Support for Civil Society Organizations in Contemporary Culture and Arts through the Foundation ‘Kultura Nova’

In July 2011 the new Law on the Foundation "Kultura nova" was adopted and the Foundation, dedicated to the promotion and development of civil society in the field of contemporary culture and arts, started with its work.

Kultura Nova is an operational and grant making foundation, which provides professional and financial support to civil society organizations in the field of contemporary arts and culture in Croatia primarily through a Support Programme that has a number of Programme areas. The Foundation publishes open calls for project and programme proposals on an annual basis. The Support Programme is currently realized through four Programme areas: Development Support for Organizations; Conception and Preparation of New Projects/Programmes; Development of Cooperation Platforms in the Republic of Croatia; and Development of Cooperation Platforms in South-eastern Europe.

The main purpose of the Foundation is the promotion and development of civil society in the Republic of Croatia in the fields of contemporary arts and culture. Kultura Nova provides professional and financial support to programmes developed by organizations of civil society in culture that: support the development of programme implementers' production and organizational capacities; increase the level of professional activities through informal education and professional training; support cooperation between sectors; work to improve programme networking and cooperation at national, regional and international level; promote creativity and cultural activism of youth; support other programmes directed at the realization of the foundation’s objectives. Program ‘Entrepreneurship in Culture’

The key objective of the measure is to give support to nascent cultural entrepreneurship programmes so as to boost the fragile cultural and creative industries in the Republic of Croatia. The Programme started almost ten years ago as a joint venture with the Ministry of Economy, Labour and Entrepreneurship. However, in the last couple of years, changes were introduced to the measure and now it is only implemented by the Ministry of Culture.

In October 2008 the first attempt to support cultural industries as a specialized field of cultural production was launched by the Ministry of Culture, in cooperation with the former Ministry of Economy, Labour and Entrepreneurship. The competition for funds to cover the costs of technological equipment, administrative and office expenses etc. was opened and over 450 cultural entrepreneurs applied to the call. In 2013 this model was partially changed and the Ministry of Culture was responsible for part of the project, while the Ministry of Entrepreneurship developed a special line devoted to SMEs in creative industries as a part of the new call "Entrepreneurship Impulse", which  distributed 3 million HRK (approx. 400 000 EUR) in that year. In 2014 the Ministry of Culture distributed 1 526 900 HRK (approx. 200 000 EUR), while the Ministry of Entrepreneurship and Crafts has not announced new calls for creative industries projects, but has opened a Pilot Project for contemporary design, artistic and traditional projects in the amount of 500 000 HRK (approx. 67 000 EUR). In 2015 and 2016, the Ministry of Culture continued with the measures introduced now under the title ‘Entrepreneurship in culture’ with slightly increased funds - 1 854 096 HRK (approx. 247 212 EUR) and 1 817 577 HRK (approx. 242 343 EUR) supporting 60 projects in both years respectively.

Fund for Programmes of Cultural Autonomy of National Minorities

The political and legal framework defining the position of national minorities is derived from the Constitution (1990, rev. 2001, 2010, 2014) and the Constitutional Law on Rights of National Minorities (2002, rev. 2010, 2011), which are also the basis for the development of this measure. The key objective of the measure is to have a special fund to support activities and projects by national minorities, which also includes cultural projects in the field of arts and heritage, media, events and festivals as well as various projects promoting education, social cohesion and intercultural dialogue.

Support for Entrepreneurship in Publishing and Book Trade

The aim of the measure was to assist publishers and bookstores in developing immediate measures for safeguarding the book distribution chain throughout the country.

The measure supported 45 projects in the field of publishing and book trade – the majority of funding was allocated to ‘Other activities’ – 34% that were mainly oriented to refurbishment of the existing bookshops and opening of new ones throughout Croatia; starting up of the travelling bookstore; as well as for supporting the purchase of equipment for selected bookshops. Furthermore, 31% of the support was allocated to implementation of new technologies such as opening of web shops; 23% of funding was allocated to new employment in the sector – for salaries of newly opened bookstores; and 12% of funding was allocated to marketing activities, concentrating primarily on the activities in new media.

The results of the measure indicate for the need on continuous support of such activities not only in publishing and book trade sector, but in other cultural sectors.

The implementation of the measure showed the need for more such calls and a more long-term strategy towards audience development and development of access to culture.

Law on the Foundation ‘Croatia House’

Support of the Co-financing Projects Supported by the EU Programme Creative Europe – Sub-programme Culture

The objective of the measure, defined through the Rulebook on co-financing projects supported by the EU Programme Creative Europe – Sub-programme Culture (Pravilnik o sufinanciranju projekata odobrenih u okviru programa Europske Unije Kreativna Europa), is to assist Croatian cultural organizations in bridging the financial gap brought by the obligatory co-financing of partner organizations in EU projects. Obligatory co-financing showed to be a big obstacle for many Croatian applicants to European programmes as usually they are small organizations with fragile funding systems. With the ability of a number of Croatian cultural organizations to participate in EU Calls for cultural funding, the Measure contributes to enhancement of cultural diversity of expressions at Croatian and broader European level.

The first version of the Rulebook was introduced during the Culture Programme, while the new version of the measure introduced in 2014 and 2016 dealt with changes coming with the Creative Europe Programme.

Over the years of the measure implementation, one can notice an increase in the number of projects submitted as well as projects accepted for funding by EACEA. This leads to the conclusion on the need for the continuation of such a measure.

Selected data from the Ministry show that Croatian cultural organizations drew more funding than the membership paid. This trend continued in 2015 with the results from the October 2015 Call showing the funding secured for Croatian partners in the amount of 361 211 EUR for smaller projects and 511 112 EUR for bigger projects.

Production Incentive Programme

The introduction of the incentives scheme in 2012 was created in order to boost foreign investment and co-productions in Croatia. Film and TV productions that want to receive support through the Croatian Audio-visual Centre scheme (20% cash rebate) have to incur a minimum spend in Croatia. They also need to use Croatian cast and film crew as well as pass a culture test as required by regulations on the Programme Incentive.

In the same period a number of over fourteen thousand Croatian cultural workers (professionals, interns and other workers) have been engaged in international film productions, which ensured higher mobility of film workers, enhancement of the level of their professional competences and increase of employment in the film sector. The number of productions, the level of local expenditure and the number of employed people are expected to increase through continued implementation of the measure.

It has also shown the increase in the number of film workers engaged, and its contribution to the professional education through ‘learning by doing’.

The objective of RE-ACT is to promote closer creative collaboration between producers and filmmakers from Croatia, Slovenia and Friuli Venezia Giulia through training, networking and co-development of projects. The international cultural co-operation has been continuously among cultural and cultural development priorities. The key objective of this measure is to provide distribution of grants for mobility of artists and cultural workers, for support of co-productions and other programmes of cultural cooperation submitted by artists and cultural organisations through two yearly public calls. Supported projects should put Croatian culture into the European context, promote intercultural dialogue, and civil society development. They should be professionally based, of high quality, economical, profiled in relation to the core activity of the organizers, and should take place continually.

The government established the Cultural Council for International Relations and European Integration following the provisions of the changed Law on Cultural Councils in 2004, while in 2013 this Council changed its name into Council for International Cultural Cooperation. The aim of this Council is to better coordinate and plan international cultural cooperation activities. In addition to its consultative role in the distribution of grants, the Cultural Council for International Relations also has the task to suggest improvements in the coordination of planning and participation in international exchanges. Unlike the regular yearly public call for support of cultural projects and organizations, the grants for international cultural cooperation projects are assessed twice a year in order to better follow the dynamics of international cooperation.

The government continues signing bilateral agreements and programmes of cultural cooperation; so far 48 bilateral agreements and 25 bilateral programmes have been signed. It is important to stress that the majority of projects financially supported by the Ministry of Culture are not based on the traditional form of "government to government cooperation" but on direct contacts between artists and arts and cultural organisations.

According to the planned budget for 2016, the allocation of the Ministry of Culture for international cultural cooperation was 10 652 222 HRK (approx.1 420 296 EUR). After a yearly increase in 2015 when it amounted to 11 188 000 HRK (approx.1 491 733EUR) compared to 2014 when it amounted to 10 972 000 HRK (approx. 1 462 933EUR), this still shows a further decrease in comparison with previous years when it amounted to 12 601 166 HRK (approx.1 680 155 EUR) in 2013, and 13 111 368 HRK (approx.1 750 000 EUR) in 2012 respectively. This can be attributed to the strategic orientation towards strengthening of this field. This includes funds received by the Ministry through the Lottery Fund (the amount varies depending on the income of the State Lottery).

Action Plan for the Implementation of the National Roma Inclusion Strategy (2013 – 2015)

Among the eight strategic policies is the policy of ‘Inclusion in social and cultural life’ aimed at bringing the Roma culture and traditions closer to the rest of the community. The Action Plan has 14 measures to achieve this strategic goal out of which six are related to the cultural and media field specifically.

The strategic policy of ‘Inclusion in social and cultural life’ is set in compliance with the observed cultural and social needs of the Roma community. The goals were formulated through a dialogue between state administrative bodies and representatives of the Roma community and NGOs. The Action plan has six measures with which this strategic goal is to be achieved. These are:

Creating the conditions for active participation of Roma cultural and social activities in all areas with a significant proportion of the Roma national minority;

Establishment of multi-purpose centres in areas with a significant proportion of the Roma national minority;

Funding of programmes dedicated to the original Roma culture, language, traditions and artistic expressions, as well as collecting and publishing of Roma historical, literary and cultural materials (in Croatian and Roma languages);

Publishing of a tender for the funding of programmes for the preservation of Roma traditional culture;

Intensifying of informing on the Roma national minority, as well as of the affirmation of the Roma culture in all public media (the Croatian Radio Television, especially local radio stations in areas with a significant proportion of the Roma national minority), and research by independent experts thereon;

Organising seminars with media representatives and members of the Roma national minority on the affirmation of Roma people through media, and on the means of promotion of the positive aspect and equal reporting on Roma people, as well as of the rights and obligations in the field of combating discrimination, with special emphasis on the position or Roma women.

The implementation of the measures  is expected to empower members of the Roma national community to participate in social, cultural and public life in order to bridge the gap between the Roma and the rest of the population.

One of the positive results of the multi-stakeholder process in this regard is the proclamation of the ‘World Day of Roma Language’ in the UNESCO, an initiative started by the Association for promoting education of Roma people in Croatia ‘Kali Sara’ and supported by the Croatian Commission for UNESCO together with the Ministry of Science, Education and Sports and the Ministry of Foreign and European Affairs. The ‘World Day of Roma Language’ was proclaimed at the 38th session of the UNESCO General Conference in November 2015.

National Strategy for the Equalization of Opportunities for Persons with Disabilities for the period 2007 to 2015

The goal of the National Strategy for the Equalization of Opportunities for Persons with Disabilities (2007-2015) is to further and strengthen protection of persons with disabilities and children with developmental difficulties. In order to ensure that persons with disabilities can participate in cultural activities on an equal basis, the state tries to ensure conditions in which persons with disabilities can express their creative, artistic and intellectual capabilities. Therefore, among fifteen strategic areas in the document, one is dedicated to participation in cultural life, developed through six different measures.

The strategic area on supporting the participation in cultural life of persons with disabilities is developed through six measures:

5. To encourage and establish cooperation with potential sponsors and donors (firms,

companies, private entrepreneurs, banks and other social and business subjects);

6. To amend regulations in order to ensure equal opportunities for persons with disabilities in culture.

In order to implement these measures a number of activities are developed with different stakeholders involved. Various cultural activities ranging from manifestations to programme activities of associations are encouraged and make an integral part to public needs in culture of the Republic of Croatia.

As such it should give a key contribution to the overall tourism development oriented to: achieving better global recognition; repositioning of Croatia as a destination of diverse and authentic contents and events; broadening of the geographic and temporal dispersion of the touristic offer and enriching of the Croatian tourism offer so as to increase the number of tourist visits and tourism consumption.

The Strategy of Education, Science and Technology entitled ‘New Colours of Knowledge’ has been adopted in the Parliament in 2014. The main vision of the Strategy is a Croatian society where quality education impacts life of every individual, on the relations in society and on the development of the economy. It argues for a democratic, tolerant and innovative society where the potential of every individual can be fulfilled. It also argues for an economy based mainly on advanced technologies that will enable the creation on high added value, and highly educated individuals will be able to find adequate jobs. In such a vision of future education and science, culture plays an integral part, which is noted in the selected measures of the Strategy.

Social Inclusion of Vulnerable Groups by Enabling their Participation in Cultural and Artistic Activities

The Ministry of Culture was appointed as a Level 1 Intermediate Body within the Croatian European Structural and Investment Funds Management and Control System for the 2014-2020 programming period for the Operational Programme Efficient Human Resources (OPEHR) 2014-2020 which was approved by the European Commission on 18th December 2014.

Within the ESF OPEHR 2014-2020, the Ministry of Culture is responsible for two specific objectives under two priority axes. Relevant to this Report is Priority axis 2 -Social inclusion with its Investment priority 9.i - Active inclusion, with a view to promoting equal opportunities and active participation, and improving employability, and Specific objective 9.i.1 - Combating poverty and social exclusion by promoting labour market and social integration of vulnerable groups, and combating any form of discrimination. Since culture and media create a high quality platform for social integration of various marginalized groups, such as youth and elderly, as well as for expansion of intercultural programmes that target different minorities, the activities will include support to community media, organisation of workshops, seminars, trainings, plays, various interactive events, production of media content etc. aimed at improving accessibility to arts and culture, promoting participation of vulnerable groups in the media and increasing their visibility, developing creativity, enabling active and healthy aging, encouraging active involvement in the community and strengthening artists, cultural workers and other relevant experts for work with vulnerable groups.

On 12 December 2016, the Ministry of Culture published an open (temporary) call for project proposals for the programme "Arts and Culture for Youth." The Call was closed on 21 April 2017.

The programme is implemented within the framework of the OPEHR 2014-2020 and its main aim is to overcome the limitations of youth access to cultural and artistic content and activities and encouraging young people to actively participate in the cultural life of their communities. The general objective of the Call is to improve social inclusion of young people in the Republic of Croatia, especially disadvantaged young people, through their greater participation in cultural and artistic activities and content.

On 23 May 2017, the Ministry of Culture published an open (temporary) call for project proposals for the programme "Arts and Culture 54 +". The Call was closed on 24tJuly 2017.

The programme is also implemented within the framework of the OPEHR 2014-2020 and it is focusing on social inclusion and improving the quality of life of people over the age of 54 through improving their access to cultural and artistic activities.

Two additional calls for project proposals for the programmes "Media for the community - supporting social inclusion through media" and "Inclusion of marginalized groups in society by their participation in cultural and artistic activities" are being prepared.

Since 2010, the IFCD has provided more than US$ 6 million in funding for 90 projects in 51 developing countries, covering a wide range of areas, from the development and implementation of cultural policies, to capacity-building of cultural entrepreneurs, mapping of cultural industries and the creation of new cultural industry business models.

In the period 2012-2015 ten projects from Croatia applied to the IFCD fund, and two of them have received funding in this period – Cool Industries for the Creative City-CICC (2012) by the Institute for Development and International Relations, and Approaches to Participatory Governance of Cultural institutions (2015) by the Kultura Nova Foundation.

Culture for Development Indicators (hereinafter: CDIS) show the stimulating and leading role of culture in sustainable development. Thanks to its innovative methodology, this instrument of advocacy and policy through facts and figures examines the multidimensional relationship between culture and development. The analysis of seven key dimensions of culture and development, through the assessment of 22 key indicators, responds to the needs and circumstances of both low and middle income countries. The wealth of quantitative data generated through the implementation of CDIS promotes better informed cultural policies and the integration of culture in development strategies, thus contributing to the implementation of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions.

The CDIS methodology is the result of four years of research process (2009 - 2013). By the end of 2015, it was tested and implemented in 12 countries around the world, demonstrating its potential of impact on policy. New data generated by applying CDIS not only contribute to the inclusion of culture in development strategies but also detect flaws in cultural statistics and monitoring systems and hence are one of the key indicators of the direction of the way of development of new statistical standards. The results obtained using CDIS point to the fact that Croatia has already put a lot of effort in terms of European integration and harmonization of the national statistical systems with European standards.

Carpets for Afghanistan

Building of Library in High-school for Girls in Mazar-e-Sharif, Afghanistan

The key objective was to build a library in the Mazar-e-Sharif high school for girls in order to enable better education for girls. In 2012 the Ministry of Foreign and European Affairs of the Republic of Croatia in cooperation with a diplomat and officer for civic-army relations (CIMIC) and with the support of the Croatian army in Afghanistan have successfully finalized the project of building a library in Mazar-e-Sharif, Balkh province of north Afghanistan. This was a continuation of the successful pilot-project of building a primary school in Homaro Faroqu (that was financed also by the Ministry of Foreign and European Affairs of the Republic of Croatia as well as other schools in the area of Matar-e-Sharif). The library is 158 sq. meters large and it consists of a reading room, a book space, a documentation room and a room for the library director. It is equipped mostly with educational titles - 1923 books in Dari language and 23 books in English.

Digitalisation of the Arthouse, Small and Regional Cinemas

Policy Orientation towards Gender Parity in Audio-visual Activities

Since its establishment in 2007, the Croatian Audio-visual Centre as the main national film agency, was oriented towards a proactive gender policy that ensured that gender balance became the aim not only in terms of allocation of public funding, but also in terms of representation in the Centre decision-making bodies.

The shift in the orientation towards greater gender parity in the public funding of audio-visual activities can be observed since 2008 when the Croatian Audio-visual Centre was founded. It is evident mainly, but not entirely through the results of state support for first-time directors introduced in 2008. The stronger orientation towards gender equality policy is visible through monitoring of the work by female directors, writers and producers that is evident in publications of brochures such as ‘Cinderellas, Queens and Godmothers in Croatian Film’ and ‘Women in Croatian Film’.

The Croatian Audio-visual Centre is also a key partner to the European Women’s Audio-visual (EWA) Network, on facilitating networking opportunities at major European festivals and as one of 7 partner organisations that prepared a study: “Where are the female directors in European films?”, that was released in two stages – at the Venice Film Festival in September 2015 and at the Berlinale in February 2016.

It is expected that greater gender parity will slowly be achieved through the introduction of the gender policy of the HAVC agency. Nevertheless, it has to be stressed that the overall pattern still shows very large fluctuations and years with no feature film production funding allocated to female directors. However, in the eight-year period since the establishment of the Croatian Audio-visual Centre (2008-2015) the average amounts to 16% of female directors, which is in line with the European average. This data compares rather favourably with 4% of female feature film directors in the period from 1991 to 2008.

The data provided in yearly reports as well as in the brochure ‘Women in Croatian Film 2015/2016’ shows an ameliorated situation in the Croatian audio-visual industry towards greater gender equality in film. However, there is still greater need for new policies and measures in order to increase gender equality not only in terms of allocation of public funding, but more importantly, in terms of representation in the Centre decision-making bodies.

The objective of the National Programme is to enhance the activities of state administration bodies and public institutions that contribute to the fulfilment of needs of youth and boost up the quality of their lives with the aim of optimal social integration. One of these priority areas is ‘Culture and Youth’ that contains five specific goals that tackle the importance of developing the diversity of cultural expressions.

Programme ‘Backpack Full of Culture’

In 2012, the Ministry of Culture in cooperation with the Ministry of Science, Education and Sports envisaged a pilot programme "Backpack (full) of Culture / Ruksak (pun) kulture", with the aim of supplementing the arts and culture curriculum in kindergartens, primary and high schools. The aim of the Programme was to bring artists and cultural events directly to children and youth in areas where these programmes are not easily available. Thus, making arts and culture more accessible to the younger generations, developing aesthetic culture, sensitizing children and youth for arts and culture and enabling pupils to encounter artistic and cultural works of high quality and professional standards.

The programme started officially with its work in 2013 and  functioned under its original title until July 2016.

The Ministry of Culture would issue a yearly public call for the expression of interest for artists, artistic organisations and cultural NGOs to participate in this programme, while the Programme Committee would select the participating artists and/or organizations that would become part of the yearly programme. The Ministry of Culture provided financing for the selected programmes, while the Ministry of Science, Education and Sports was responsible for providing the network of schools that hosted the selected programmes. The Programme was oriented to children and youth from 3-18 years of age, while the artistic range of the programmes was rather wide – from performing arts, fine arts, film, cultural heritage to literature, especially programmes oriented to the promotion of reading.

In the period from its initial launch in 2013 until December 2015, there were over 100 artistic-educational programmes executed in 63 kindergartens, 125 primary schools, 10 high schools, 3 rehabilitation centres. 2863 children in kindergartens participated in the programme, 6835 primary school children and 1476 children in high schools, together with 120 children with special needs. In 2016, during three last months of the programme additional 25 programmes were executed in which additional 1576 children participated. 

The Programme ‘Backpack Full of Culture’ was selected as a good practice example for the OMC Group on Key Competence 8 Cultural Awareness and Expression manual for cultural and artistic education, published in 2016.

The evaluation showed that such a programme was necessary for both kindergartens and primary and high schools, where the arts and cultural education programmes are not adequately present. Funding for Programmes of Public Needs in Culture

As one of the key measures oriented towards  maintaining and developing diversity of cultural expressions in the Republic of Croatia, the measure of annual Calls for Proposals for Programmes of Public Needs in Culture at national level has to be mentioned. This measure shows the continuum of orientation towards cultural diversity and sustainable cultural development that stems from the constitutional provision on freedom of cultural and artistic creativity and expression (1990) and the Act on Financing Public Needs in Culture (1990 and 1993, with further changes in 2009).

The key objectives of the measure are oriented to regulations of support at state level of cultural creativity through annual public competitions in all fields of culture (theatre, film, publishing, music etc.), taking into account all the basic cultural activities (creativity, reproduction, transmission etc.) and supplementary cultural activities (support to cultural management education, information technology support etc.) as well. The Calls are announced annually and the applications are independently reviewed by members of Cultural Councils according to the relevant cultural field as stipulated by the Act on Cultural Councils.

The Call is announced once a year (September) for the upcoming year, and it defines programmes of interest to the Republic of Croatia as those programmes that put Croatian culture into the European context, promote intercultural dialogue, civil society development, which are professionally based, economical, and of high quality, that are profiled in relation to the core activity of the organizers and that take place continuously.

The right to submit applications based on the Call have: independent artists, art organizations, cultural institutions, associations, legal and natural persons performing cultural activities, as well as legal and natural persons dealing with protection and preservation of cultural goods and archaeological heritage. The Call covers cultural activities related to: regular activities of professional associations in culture; activities of drama and dance art and performing arts; music and music-scene art; cultural amateurism (music and folklore); visual arts; innovative artistic and cultural practices; activities of libraries; publishing of books, periodicals and electronic publications; literary manifestations and performances at book fairs; literary programs in bookstores; archival activity; museum-gallery activities; protection and preservation of archaeological heritage; protection and preservation of immovable cultural property; protection and preservation of movable cultural goods; protection and preservation of intangible cultural goods; digitization in archival, library and museum activities; international cultural cooperation; construction, maintenance and repair of cultural institutions.

Support of the Rights of Freelance Artists and Encouraging Cultural Creativity

The legislator has acknowledged the special status of freelance artists in comparison with other workers. They have the right to retirement and disability insurance and health insurance, and these contributions are paid from the state budget. The key objective of this measure is to encourage and promote the diversity of creative work through giving a basic social security framework support for freelance artists.

A freelance artist becomes a member of The Croatian Freelance Artists Association (HZSU) on the basis of his / her creative work and so can apply to have his / her contributions paid from the state budget, as long as he / she meets the criteria laid down in the Regulations about the procedures and conditions for the recognition of the rights of artists to have their retirement, disability and medical insurance paid out of the state budget of the Republic of Croatia. A three-year evaluation period is also included. Applications by the artists are considered by an Expert Commission, and decisions are subsequently confirmed by the Minister of Culture. When the Expert Commission has made a favourable decision, the Croatian Association of Freelance Artists registers the freelance artist with the Croatian Institute for Retirement Insurance and the Croatian Institute for Health Insurance according to the artist's place of residence. There are 30 arts associations which appoint their members to the expert commission.

In the pre-recession period, the number of independent artists entitled for support from the state budget was on the rise; according to available data from the Ministry (2007), in the period 2003-2007, it increased from 1 263 to 1 341. However, it can be said that the upward trend has diminished during the crisis period; according to online data from the Croatian Freelance Artists' Association (HZSU) in June 2010, there were 1 316 freelance artists entitled to the support registered, while in November 2012 the number lowered to 1 283 artists (the date of this unofficial online data was not listed), while in October 2013 there were 1 303 freelance artists listed on the HZSU website, in October 2014 this number dropped to 1 300, while in May 2016 it amounted to 1 319.

Fund for the Promotion of Pluralism and Diversity of Electronic Media

Diversity and plurality of the media are particularly promoted by the Fund for the Promotion of Pluralism and Diversity of Electronic Media, established by the Electronic Media Act provisions that have included the Audio-visual Media Services Directive (AVMS Directive) solutions and by Croatian Radio-Television Act. The fund is administered by the Council for Electronic Media (VEM), and financed by 3% of Croatian Radio-Television revenues generated from licence fees paid to the Fund. It supports production and broadcasting of programmes of public interest in local and regional radio and television channels, and electronic publications, who serve local communities and sometimes introduce the usage of local dialects in broadcasting (e.g., in the Istria region). This support goes to the promotion of production and broadcasting of electronic media content of public interest at local and regional level, which is important for the right of citizens to public information, the rights of national minorities, promotion of cultural creativity, and development of education, science and arts.

The support of the Fund is used to promote the production and release of audio-visual and radio programmes of public interest of television broadcasters and/or radio broadcasters at local and regional level, of non-profit televisions, radio broadcasters and non-profit electronic publications (digital news/internet portals), as well as employment of highly qualified professionals by those broadcasters. In order to receive funding the programmes applying to the Fund should be of public interest and especially relevant for: the exercise of citizens' right to public information; promotion of cultural creativity and fostering of cultural heritage; development of education; development of science; development of arts; promotion of works in dialects of the Croatian language; promotion of special cultural projects and events; national minorities in the Republic of Croatia; encouragement of the development of the awareness of gender equality and other highest values of the constitutional system; raising awareness on equality of gender identities and sexual orientations; promotion of programmes for children and youth aiming at enhancing their wellbeing; raising public awareness on the capabilities and contributions of persons with disabilities as well as promotion and respect of their rights and dignity, including the fight against stereotypes, prejudices and harmful practices relating to persons with disabilities; historically accurate presentation of the Croatian War of Independence; development and promotion of media literacy; protection of the environment; promotion of health and encouragement of health culture.

The criteria for awarding the Fund support are: significance of the audio-visual and/or radio programme, i.e. the content of the electronic publication for the realisation of objectives referred to in the provisions of the Act; quality and content-related innovation of the offered audio-visual and/or radio programme, i.e. the content of the electronic publication; interest for overall i.e. local and regional cultural development...

It is expected that the diversity of cultural expressions in the relevant categories as described in the Ordinance of the Fund be augmented with the implementation of the measure. That is, that the number of radio, television and electronic publications programmes oriented to the issues of public interest (e.g. dealing with the topic related to citizens’ rights, rights of national minorities, gender equality, promotion of media literacy, development of arts and science, ecological awareness etc.) will be more widely available to citizens.

The Fund for the Promotion of Pluralism and Diversity in Electronic Media is a fund of the Agency for Electronic Media whose Sources of assistance are ensured by the provisions of the Electronic Media Act and the Croatian Radio and Television Act to the amount of 3% of the total of monthly collected funds that Croatian Radio and Television collects on behalf of fees.

According to the report on the work of the Agency for Electronic Media and the Council of the Electronic Media for 2015 that was submitted to the Parliament, in 2015 there were two calls for funding. In the first call the funds allocated for radio broadcasters amounted to 14.066.001,74 KN (approx. 1.875.466 EUR), non-profit electronic publications 972.000,83 KN (approx. 130.000 EUR), and for non-profit radio 59.500,00 (approx. 7.900EUR). In the second call the funds allocated for TV broadcasters amounted to 14.966.000,00 KN (approx. 199.546 EUR), and for radio 1.000.000,00 KN (approx. 133.333 EUR) (Data: Agency and Council Report 2015).

The last analysis of social impact of the measure was executed in 2014 for the 2010-2012 period of the implementation of the measure. The results showed that co-financing provided by the Fund has made a significant impact on the increase of the breath and the diversity of the media content in the broader public when analysing regional and local radio and TV producers. The analysis showed that a large part of such content would not be produced or distributed without the assistance of the Fund. Co-financing of the Fund has a significant influence on financial sustainability of the media production oriented on the topics of  public interest. The analysis showed that in the context of the lower profile of the content of local/regional media, the positioning of the co-financed content is not bad, but there is still a significant space for improvement. The survey that was administered on the representative sample in 30 communities, representing the population of the Republic of Croatia, showed that there is an interest from the side of citizens for topics of public interest. It is significantly more than what is available through local media and the subsidised programmes of publishers, which shows that there is still ample space for increasing the availability of programmes and attracting audiences.

National Programme of the Development of Audio-visual Activities (2010-2014)

The main objective of the Programme is oriented to promotion of audio-visual activities by encouraging the performing, organization and financing of preparation, development, production, distribution and exhibition of Croatian, European and international audio-visual works. The Programme is prepared and implemented by the Croatian Audio-visual Centre (Hrvatski audiovizualni centar-HAVC), established by the Act of Audio-visual Activities in 2007.

The four main strategic goals of the adopted National Programme of the Development of Audio-visual Activities (2010-2014) are:

1.Sustaining and developing production, distribution, exhibition, electronic diffusion and promotion of audio-visual works;

2.Expanding film and audio-visual culture in general as well as through specific knowledge related to creative audio-visual work;

3.Preserving audio-visual heritage and improving the accessibility of culturally valuable national and international heritage;

4. Stimulating investments in the national film production, film industry and export of film-related services.

The main feature of the National Programme is determining the scope and method of promoting audio-visual activities as well as complementary and other activities, promoting audio-visual culture and production relevant for the development of  Croatian culture, activities related to participation of Croatian authors and organizations in European Union programmes and other international agreements.

On the basis of the National Programme, the Croatian Audio-visual Council publishes annual calls for tenders for promoting audio-visual activities and production as well as other complimentary activities that are oriented to:

 a) stimulating audio-visual activities and production (feature, documentary, animated and experimental films); and

b) stimulating complementary activities (including film preservation and archiving, film festivals and other audio-visual manifestation and activities, promotional programmes, international cooperation, research and critical evaluation of audio-visual activities,

publishing, training programmes and programmes of audio-visual associations and organizations).

The process of public calls for tenders, application conditions and criteria for the allocation of funds, the work of art consultants and the Arts Council, as well as the supervision of the earmarked spending of allocated funds are determined by the Regulations on the Procedure, Criteria and Schedule of Implementation of the National Programme.

HAVC is funded by the grant-in-aid from the Government, as well as from mandatory contributions from all those exploiting audio-visual works such as broadcasters, exhibitors, cable operators and telecoms. The body within the Centre, responsible for the allocation of subsidies is the Croatian Audio-visual Council, comprising representatives of stakeholders in the national audio-visual industry: professional associations, institutions, broadcasters and other audio-visual content providers who pay mandatory contributions.

In 2015 74.900.173,52 Kuna (€ 9.790.872,36) were allocated for programme activities supported by HAVC.

The main conclusions showed that out of four envisaged strategic goals, three of them were achieved, while one (Preserving the audio-visual heritage and improving accessibility of culturally valuable domestic and international heritage) was not achieved.  

One of the challenges in the implementation of the measure proved to be the raising of funds for the realisation of the National Programme that depends on the portion of the total annual gross income generated through the performance of audio-visual activities of the Croatian Radio Television, television broadcasting companies at national and regional level, cable television providers, fixed and mobile telecommunications and internet service providers and individuals who are reproducing audio-visual works for public consumption.

Although there are a number of positive indicators (increase in audience for Croatian films, number of awards of films at international A festivals, increase in the number of co-operations achieved, participation of Croatian film makers at international training programmes etc.), there are still a lot of issues to be dealt with that are included in the new National Programme of Development of Audio-visual Activities (2017-2021).

Mainly the quantitative indicators were used that included the number of films produced, the number of international co-operations established, the number of spectators at film screenings, awards gained at the festivals, etc. A special study on the economic and fiscal impact of the foreign film productions on the local (audio-visual) market was executed by the Institute for Public Finance. The study showed that for every Kuna invested in foreign film production a return of more than two Kuna to the budget is achieved.

Support for Civil Society Organizations in Contemporary Culture and Arts through the Foundation ‘Kultura Nova’

In July 2011 the new Law on the Foundation "Kultura nova" was adopted and the Foundation, dedicated to the promotion and development of civil society in the field of contemporary culture and arts, started with its work.

Kultura Nova is an operational and grant making foundation, which provides professional and financial support to civil society organizations in the field of contemporary arts and culture in Croatia primarily through a Support Programme that has a number of Programme areas. The Foundation publishes open calls for project and programme proposals on an annual basis. The Support Programme is currently realized through four Programme areas: Development Support for Organizations; Conception and Preparation of New Projects/Programmes; Development of Cooperation Platforms in the Republic of Croatia; and Development of Cooperation Platforms in South-eastern Europe.

Program ‘Entrepreneurship in Culture’

The key objective of the measure is to give support to nascent cultural entrepreneurship programmes so as to boost the fragile cultural and creative industries in the Republic of Croatia. The Programme started almost ten years ago as a joint venture with the Ministry of Economy, Labour and Entrepreneurship. However, in the last couple of years, changes were introduced to the measure and now it is only implemented by the Ministry of Culture.

In October 2008 the first attempt to support cultural industries as a specialized field of cultural production was launched by the Ministry of Culture, in cooperation with the former Ministry of Economy, Labour and Entrepreneurship. The competition for funds to cover the costs of technological equipment, administrative and office expenses etc. was opened and over 450 cultural entrepreneurs applied to the call. In 2013 this model was partially changed and the Ministry of Culture was responsible for part of the project, while the Ministry of Entrepreneurship developed a special line devoted to SMEs in creative industries as a part of the new call "Entrepreneurship Impulse", which  distributed 3 million HRK (approx. 400 000 EUR) in that year. In 2014 the Ministry of Culture distributed 1 526 900 HRK (approx. 200 000 EUR), while the Ministry of Entrepreneurship and Crafts has not announced new calls for creative industries projects, but has opened a Pilot Project for contemporary design, artistic and traditional projects in the amount of 500 000 HRK (approx. 67 000 EUR). In 2015 and 2016, the Ministry of Culture continued with the measures introduced now under the title ‘Entrepreneurship in culture’ with slightly increased funds - 1 854 096 HRK (approx. 247 212 EUR) and 1 817 577 HRK (approx. 242 343 EUR) supporting 60 projects in both years respectively.

Fund for Programmes of Cultural Autonomy of National Minorities

The political and legal framework defining the position of national minorities is derived from the Constitution (1990, rev. 2001, 2010, 2014) and the Constitutional Law on Rights of National Minorities (2002, rev. 2010, 2011), which are also the basis for the development of this measure. The key objective of the measure is to have a special fund to support activities and projects by national minorities, which also includes cultural projects in the field of arts and heritage, media, events and festivals as well as various projects promoting education, social cohesion and intercultural dialogue.

There are 22 officially organised minorities in Croatia: Albanians, Austrians, Bosnians, Bulgarians, Czechs, Germans, Hungarians, Italians, Jews, Macedonians, Montenegrins, Poles, Roma, Romanians, Russians, Ruthenians, Slovaks, Slovenians, Serbs, Turks, Ukrainians, and Vlachs. The majority of supported programmes are predominantly traditional artistic and cultural activities, e.g., oriented to preserving the language, nurturing folk traditions, organising exhibitions, acting and reciting groups, supporting publishing in the language of the minorities, etc.

Support for Entrepreneurship in Publishing and Book Trade

Due to the prolonged crisis in the publishing and the book trade sectors, the Ministry of Culture in cooperation with the Ministry of Economy, Labour and Entrepreneurship has prepared a special Call in 2017 dedicated to strengthening the entrepreneurial activities in these fields. The aim of the measure was to assist publishers and bookstores in developing immediate measures for safeguarding the book distribution chain throughout the country.

The measure supported 45 projects in the field of publishing and book trade – the majority of funding was allocated to ‘Other activities’ – 34% that were mainly oriented to refurbishment of the existing bookshops and opening of new ones throughout Croatia; starting up of the travelling bookstore; as well as for supporting the purchase of equipment for selected bookshops. Furthermore, 31% of the support was allocated to implementation of new technologies such as opening of web shops; 23% of funding was allocated to new employment in the sector – for salaries of newly opened bookstores; and 12% of funding was allocated to marketing activities, concentrating primarily on the activities in new media.

The results of the measure indicate for the need on continuous support of such activities not only in publishing and book trade sector, but in other cultural sectors.

The implementation of the measure showed the need for more such calls and a more long-term strategy towards audience development and development of access to culture.

Law on the Foundation ‘Croatia House’

Support of the Co-financing Projects Supported by the EU Programme Creative Europe – Sub-programme Culture

The objective of the measure, defined through the Rulebook on co-financing projects supported by the EU Programme Creative Europe – Sub-programme Culture (Pravilnik o sufinanciranju projekata odobrenih u okviru programa Europske Unije Kreativna Europa), is to assist Croatian cultural organizations in bridging the financial gap brought by the obligatory co-financing of partner organizations in EU projects. Obligatory co-financing showed to be a big obstacle for many Croatian applicants to European programmes as usually they are small organizations with fragile funding systems. With the ability of a number of Croatian cultural organizations to participate in EU Calls for cultural funding, the Measure contributes to enhancement of cultural diversity of expressions at Croatian and broader European level.

The first version of the Rulebook was introduced during the Culture Programme, while the new version of the measure introduced in 2014 and 2016 dealt with changes coming with the Creative Europe Programme.

Over the years of the measure implementation, one can notice an increase in the number of projects submitted as well as projects accepted for funding by EACEA. This leads to the conclusion on the need for the continuation of such a measure.

Selected data from the Ministry show that Croatian cultural organizations drew more funding than the membership paid. This trend continued in 2015 with the results from the October 2015 Call showing the funding secured for Croatian partners in the amount of 361 211 EUR for smaller projects and 511 112 EUR for bigger projects.

Production Incentive Programme

The introduction of the incentives scheme in 2012 was created in order to boost foreign investment and co-productions in Croatia. They also need to use Croatian cast and film crew as well as pass a culture test as required by regulations on the Programme Incentive.

In the same period a number of over fourteen thousand Croatian cultural workers (professionals, interns and other workers) have been engaged in international film productions, which ensured higher mobility of film workers, enhancement of the level of their professional competences and increase of employment in the film sector. The number of productions, the level of local expenditure and the number of employed people are expected to increase through continued implementation of the measure.

The evaluation of the measure done by the Institute for Public Finance (IJF) in Zagreb, has shown that for every Kuna paid out from the budget, there is a 1,5-2,3 Kuna return on the investment. It has also shown the increase in the number of film workers engaged, and its contribution to the professional education through ‘learning by doing’.

The objective of RE-ACT is to promote closer creative collaboration between producers and filmmakers from Croatia, Slovenia and Friuli Venezia Giulia through training, networking and co-development of projects. The RE-ACT (Regional Audio-visual Cooperation and Training) initiative aims to structure the current cooperation between these three funds on a formal level, and to develop film education and networking between these regions.

They need to work on either feature-length fiction, feature-length documentaries, feature-length or short animation films.

Support to International Cultural Cooperation

The international cultural co-operation has been continuously among cultural and cultural development priorities. The key objective of this measure is to provide distribution of grants for mobility of artists and cultural workers, for support of co-productions and other programmes of cultural cooperation submitted by artists and cultural organisations through two yearly public calls. Supported projects should put Croatian culture into the European context, promote intercultural dialogue, and civil society development. They should be professionally based, of high quality, economical, profiled in relation to the core activity of the organizers, and should take place continually.

The government established the Cultural Council for International Relations and European Integration following the provisions of the changed Law on Cultural Councils in 2004, while in 2013 this Council changed its name into Council for International Cultural Cooperation. The aim of this Council is to better coordinate and plan international cultural cooperation activities. In addition to its consultative role in the distribution of grants, the Cultural Council for International Relations also has the task to suggest improvements in the coordination of planning and participation in international exchanges. Unlike the regular yearly public call for support of cultural projects and organizations, the grants for international cultural cooperation projects are assessed twice a year in order to better follow the dynamics of international cooperation.

The government continues signing bilateral agreements and programmes of cultural cooperation; so far 48 bilateral agreements and 25 bilateral programmes have been signed. It is important to stress that the majority of projects financially supported by the Ministry of Culture are not based on the traditional form of "government to government cooperation" but on direct contacts between artists and arts and cultural organisations.

According to the planned budget for 2016, the allocation of the Ministry of Culture for international cultural cooperation was 10 652 222 HRK (approx.1 420 296 EUR). After a yearly increase in 2015 when it amounted to 11 188 000 HRK (approx.1 491 733EUR) compared to 2014 when it amounted to 10 972 000 HRK (approx. 1 462 933EUR), this still shows a further decrease in comparison with previous years when it amounted to 12 601 166 HRK (approx.1 680 155 EUR) in 2013, and 13 111 368 HRK (approx.1 750 000 EUR) in 2012 respectively. The strategic policy of ‘Inclusion in social and cultural life’ is set in compliance with the observed cultural and social needs of the Roma community. Creating the conditions for active participation of Roma cultural and social activities in all areas with a significant proportion of the Roma national minority;

Funding of programmes dedicated to the original Roma culture, language, traditions and artistic expressions, as well as collecting and publishing of Roma historical, literary and cultural materials (in Croatian and Roma languages);

Publishing of a tender for the funding of programmes for the preservation of Roma traditional culture;

Intensifying of informing on the Roma national minority, as well as of the affirmation of the Roma culture in all public media (the Croatian Radio Television, especially local radio stations in areas with a significant proportion of the Roma national minority), and research by independent experts thereon;

Organising seminars with media representatives and members of the Roma national minority on the affirmation of Roma people through media, and on the means of promotion of the positive aspect and equal reporting on Roma people, as well as of the rights and obligations in the field of combating discrimination, with special emphasis on the position or Roma women.

The implementation of the measures  is expected to empower members of the Roma national community to participate in social, cultural and public life in order to bridge the gap between the Roma and the rest of the population.

One of the positive results of the multi-stakeholder process in this regard is the proclamation of the ‘World Day of Roma Language’ in the UNESCO, an initiative started by the Association for promoting education of Roma people in Croatia ‘Kali Sara’ and supported by the Croatian Commission for UNESCO together with the Ministry of Science, Education and Sports and the Ministry of Foreign and European Affairs. The ‘World Day of Roma Language’ was proclaimed at the 38th session of the UNESCO General Conference in November 2015.

In order to ensure that persons with disabilities can participate in cultural activities on an equal basis, the state tries to ensure conditions in which persons with disabilities can express their creative, artistic and intellectual capabilities. Therefore, among fifteen strategic areas in the document, one is dedicated to participation in cultural life, developed through six different measures.

The Strategy of Education, Science and Technology entitled ‘New Colours of Knowledge’ has been adopted in the Parliament in 2014. It argues for a democratic, tolerant and innovative society where the potential of every individual can be fulfilled. It also argues for an economy based mainly on advanced technologies that will enable the creation on high added value, and highly educated individuals will be able to find adequate jobs. In such a vision of future education and science, culture plays an integral part, which is noted in the selected measures of the Strategy.

Social Inclusion of Vulnerable Groups by Enabling their Participation in Cultural and Artistic Activities

The Ministry of Culture was appointed as a Level 1 Intermediate Body within the Croatian European Structural and Investment Funds Management and Control System for the 2014-2020 programming period for the Operational Programme Efficient Human Resources (OPEHR) 2014-2020 which was approved by the European Commission on 18th December 2014.

Within the ESF OPEHR 2014-2020, the Ministry of Culture is responsible for two specific objectives under two priority axes. Relevant to this Report is Priority axis 2 -Social inclusion with its Investment priority 9.i - Active inclusion, with a view to promoting equal opportunities and active participation, and improving employability, and Specific objective 9.i.1 - Combating poverty and social exclusion by promoting labour market and social integration of vulnerable groups, and combating any form of discrimination. Since culture and media create a high quality platform for social integration of various marginalized groups, such as youth and elderly, as well as for expansion of intercultural programmes that target different minorities, the activities will include support to community media, organisation of workshops, seminars, trainings, plays, various interactive events, production of media content etc. aimed at improving accessibility to arts and culture, promoting participation of vulnerable groups in the media and increasing their visibility, developing creativity, enabling active and healthy aging, encouraging active involvement in the community and strengthening artists, cultural workers and other relevant experts for work with vulnerable groups.

On 12 December 2016, the Ministry of Culture published an open (temporary) call for project proposals for the programme "Arts and Culture for Youth." The Call was closed on 21 April 2017.

The programme is implemented within the framework of the OPEHR 2014-2020 and its main aim is to overcome the limitations of youth access to cultural and artistic content and activities and encouraging young people to actively participate in the cultural life of their communities. The general objective of the Call is to improve social inclusion of young people in the Republic of Croatia, especially disadvantaged young people, through their greater participation in cultural and artistic activities and content.

On 23 May 2017, the Ministry of Culture published an open (temporary) call for project proposals for the programme "Arts and Culture 54 +". The Call was closed on 24tJuly 2017.

The programme is also implemented within the framework of the OPEHR 2014-2020 and it is focusing on social inclusion and improving the quality of life of people over the age of 54 through improving their access to cultural and artistic activities.

Two additional calls for project proposals for the programmes "Media for the community - supporting social inclusion through media" and "Inclusion of marginalized groups in society by their participation in cultural and artistic activities" are being prepared.

Culture for Development Indicators (hereinafter: CDIS) show the stimulating and leading role of culture in sustainable development. Thanks to its innovative methodology, this instrument of advocacy and policy through facts and figures examines the multidimensional relationship between culture and development. The analysis of seven key dimensions of culture and development, through the assessment of 22 key indicators, responds to the needs and circumstances of both low and middle income countries. The wealth of quantitative data generated through the implementation of CDIS promotes better informed cultural policies and the integration of culture in development strategies, thus contributing to the implementation of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions.

The CDIS methodology is the result of four years of research process (2009 - 2013). New data generated by applying CDIS not only contribute to the inclusion of culture in development strategies but also detect flaws in cultural statistics and monitoring systems and hence are one of the key indicators of the direction of the way of development of new statistical standards. The results obtained using CDIS point to the fact that Croatia has already put a lot of effort in terms of European integration and harmonization of the national statistical systems with European standards.

Carpets for Afghanistan

The key objective was to build a library in the Mazar-e-Sharif high school for girls in order to enable better education for girls. With the building of the library the Republic of Croatia contributes to the development of the educational system in the Balkh province in Afghanistan, giving support to the overall educational capacities of the province and of the Islamic Republic of Afghanistan in general.

In 2012 the Ministry of Foreign and European Affairs of the Republic of Croatia in cooperation with a diplomat and officer for civic-army relations (CIMIC) and with the support of the Croatian army in Afghanistan have successfully finalized the project of building a library in Mazar-e-Sharif, Balkh province of north Afghanistan. This was a continuation of the successful pilot-project of building a primary school in Homaro Faroqu (that was financed also by the Ministry of Foreign and European Affairs of the Republic of Croatia as well as other schools in the area of Matar-e-Sharif). The library is 158 sq. meters large and it consists of a reading room, a book space, a documentation room and a room for the library director. It is equipped mostly with educational titles - 1923 books in Dari language and 23 books in English.

The library contributes to the education of pupils of Mazar-e-Sharif high school but also of other girls from the region (it is estimated that the library is used by 5000 girls), it offers opportunities to further knowledge in arts, history, medicine as well as other disciplines. The library offers better educational opportunities for around 5000 children as the high school Khorasan where the library is built is attended by 3879 girls.

Digitalisation of the Arthouse, Small and Regional Cinemas

The key objective of the measure was to digitize the network of independent cinemas (arthouses, small and regional cinemas) in different parts of Croatia, so as to enable easier and wider spread distribution of audio-visual content.

In 2013, the programme of digitization of the network of independent cinemas was completed and enabled digitization of 28 cinema halls and six film festivals in 18 counties and in 27 cities. This programme continued to be developed in 2014-2016 when additional 28 cinemas were digitized.

The additional feature of the implementation of the measure was the establishment of the new Croatian Network of Independent Cinemas – ‘Kino mreža’ in 2014, which by now has more than fifty members.

Policy Orientation towards Gender Parity in Audio-visual Activities

Since its establishment in 2007, the Croatian Audio-visual Centre as the main national film agency, was oriented towards a proactive gender policy that ensured that gender balance became the aim not only in terms of allocation of public funding, but also in terms of representation in the Centre decision-making bodies.

The shift in the orientation towards greater gender parity in the public funding of audio-visual activities can be observed since 2008 when the Croatian Audio-visual Centre was founded. It is evident mainly, but not entirely through the results of state support for first-time directors introduced in 2008. The stronger orientation towards gender equality policy is visible through monitoring of the work by female directors, writers and producers that is evident in publications of brochures such as ‘Cinderellas, Queens and Godmothers in Croatian Film’ and ‘Women in Croatian Film’.

The Croatian Audio-visual Centre is also a key partner to the European Women’s Audio-visual (EWA) Network, on facilitating networking opportunities at major European festivals and as one of 7 partner organisations that prepared a study: “Where are the female directors in European films?”, that was released in two stages – at the Venice Film Festival in September 2015 and at the Berlinale in February 2016.

It is expected that greater gender parity will slowly be achieved through the introduction of the gender policy of the HAVC agency. Nevertheless, it has to be stressed that the overall pattern still shows very large fluctuations and years with no feature film production funding allocated to female directors. However, in the eight-year period since the establishment of the Croatian Audio-visual Centre (2008-2015) the average amounts to 16% of female directors, which is in line with the European average. This data compares rather favourably with 4% of female feature film directors in the period from 1991 to 2008.

The data provided in yearly reports as well as in the brochure ‘Women in Croatian Film 2015/2016’ shows an ameliorated situation in the Croatian audio-visual industry towards greater gender equality in film. However, there is still greater need for new policies and measures in order to increase gender equality not only in terms of allocation of public funding, but more importantly, in terms of representation in the Centre decision-making bodies.

The yearly report ‘HAVC Fact and Figures’ provided by the Croatian Audio-visual Centre gives data on the number of feature and short films created by women directors in comparison to the total number of feature and short films filmed that year.

National Programme for Youth (2014-2017)

The objective of the National Programme is to enhance the activities of state administration bodies and public institutions that contribute to the fulfilment of needs of youth and boost up the quality of their lives with the aim of optimal social integration. The documents contain seven priority areas with forty measures and 118 tasks, which are entrusted to 17 state administration bodies. One of these priority areas is ‘Culture and Youth’ that contains five specific goals that tackle the importance of developing the diversity of cultural expressions.

The priority area ‘Culture and Youth’ of the National Programme has five goals, and each of these goals has a dedicated measure;

1) Increase the number of cultural content in the educational system, either through formal or informal programmes of contemporary cultural and artistic practices, and ensure financial support for it;

2) Facilitate access to culture and cultural content to all youth especially those young people in risk of social exclusion;

3) Ensure the increase of financial support and increase the number of cultural and media programmes and activities for the young and by the young;

4) Ensure the diversity, development and stability of special resources for the execution of programmes and activities for the young and by the young;

5) Ensure analytical and research background for activities in the field of needs, problems and potentials of youth in culture.

Programme ‘Backpack Full of Culture’

In 2012, the Ministry of Culture in cooperation with the Ministry of Science, Education and Sports envisaged a pilot programme "Backpack (full) of Culture / Ruksak (pun) kulture", with the aim of supplementing the arts and culture curriculum in kindergartens, primary and high schools. The aim of the Programme was to bring artists and cultural events directly to children and youth in areas where these programmes are not easily available. Thus, making arts and culture more accessible to the younger generations, developing aesthetic culture, sensitizing children and youth for arts and culture and enabling pupils to encounter artistic and cultural works of high quality and professional standards.

The programme started officially with its work in 2013 and  functioned under its original title until July 2016.

The Ministry of Culture would issue a yearly public call for the expression of interest for artists, artistic organisations and cultural NGOs to participate in this programme, while the Programme Committee would select the participating artists and/or organizations that would become part of the yearly programme. The Ministry of Culture provided financing for the selected programmes, while the Ministry of Science, Education and Sports was responsible for providing the network of schools that hosted the selected programmes. The Programme was oriented to children and youth from 3-18 years of age, while the artistic range of the programmes was rather wide – from performing arts, fine arts, film, cultural heritage to literature, especially programmes oriented to the promotion of reading.

In the period from its initial launch in 2013 until December 2015, there were over 100 artistic-educational programmes executed in 63 kindergartens, 125 primary schools, 10 high schools, 3 rehabilitation centres. 2863 children in kindergartens participated in the programme, 6835 primary school children and 1476 children in high schools, together with 120 children with special needs. In 2016, during three last months of the programme additional 25 programmes were executed in which additional 1576 children participated. 

The Programme ‘Backpack Full of Culture’ was selected as a good practice example for the OMC Group on Key Competence 8 Cultural Awareness and Expression manual for cultural and artistic education, published in 2016.

In 2014 the budget of the programme was 1000000 HRK (approx.133.333EUR), while in 2015 and 2016 it was 500000 HRK (approx.66.666 EUR). The pilot programme was stopped in July 2016. However, a new version of the Programme under the title ‘Arts and Culture for the Young’ started in 2016.

The evaluation showed that such a programme was necessary for both kindergartens and primary and high schools, where the arts and cultural education programmes are not adequately present. This is especially relevant for those educational institutions that are dislocated (e.g. the islands, mountain regions etc.). The pilot programme served as an important step in developing the new Programme entitled ‘Arts and Culture for the Young’.
