Latin America and the Caribbean was the first region to implement a regional CONFINTEA VI follow-up meeting. At the invitation of the Government of Mexico and through the National Institute for Adult Education (INEA), the meeting “From Commitment to Action: Taking the CONFINTEA Agenda Forward” was organised in close cooperation with the UNESCO Regional Office for Latin America and the Caribbean (OREALC) from 25 to 27 May 2011 in Mexico City. Two representatives each from all countries in Latin America and the Caribbean were invited to attend.

The regional meeting helped to assess the obstacles in implementing the CONFINTEA agenda and to understand the need for collaborative action. Based on the Global Monitoring Matrix, developed by UIL to help track the Belém Framework for Action, participants discussed concrete follow-up activities at national and regional levels. The meeting resulted in a Regional Monitoring and Implementation Matrix for the Belém Framework for Action, containing fifty-five action points for national action and regional collaborative projects. UNESCO’s Regional Office for Latin America and the Caribbean (OREALC) is following up the Regional Matrix. However, the meeting also revealed that countries did not yet possess major examples of progress in adult education or follow-up to CONFINTEA, and still demand tools and technical (and financial) support to advance.

Three concrete regional activities that emerged from the meeting and the Regional Matrix are the Ten Project Proposals which will be supported  by OREALC, theGlossary on adult education for the Latin American Region, which is developed together with the Organization of Ibero-American States (OEI), and the Observatory for Adult Education in Latin America and the Caribbean, which is currently created with the National Institute for Adult Education (INEA) in Mexico.
