Decides to amend Rule 2.1 of its Rules of Procedure to read: 2.1 The representatives of Member States of UNESCO not parties to the Convention concerning the Protection of the World Cultural and Natural heritage and permanent observer missions to UNESCO may participate in the work of the Assembly as observers, without the right to vote, and subject to Rule 7.3.
