Los Institutos y Centros de Categoría 2 sirven como polos que reúnen expertos internacionales o regionales y brindan asistencia técnica y servicios a los Estados Miembros, los socios y la UNESCO. Mediante el fortalecimiento de capacidades, el intercambio de conocimientos y la investigación, los institutos y centros de categoría 2 apoyan las actividades mundiales, regionales, subregionales o interregionales llevadas a cabo por la UNESCO y otras organizaciones.
