Research Officer

Lema joined the GEM Report team in April 2018. Previously she worked on education and social policy for Development Analytics and on education budget efficiency at UNICEF, where she also carried out child-related analyses on nutrition, poverty and migration using Multiple Indicator Cluster Surveys and socio-economic household surveys.  She has experience providing technical assistance and capacity building in public financial management and impact evaluations projects while working at the World Bank, IMF, Abu Dhabi’s DMO, Booz&Company and Apex2Consulting. Covering countries in Africa, Asia (Central, South and East) and the Middle East, she has assisted governments in their efforts to carry out various public administrative and strategic sector reforms. She holds a BSc in economics and environmental policy from the London School of Economics and a master’s degree in international development (MPAID) from Harvard University.
