Since the 31st session of the Council of the International Programme for the Development of Communication (IPDC) in November 2018, which gave Member states the greenlight to engage voluntary assessments of Internet development using ROAM-X indicators, UNESCO has been working in above 25 countries across five continents to deploy national-level implementation processes in the past 8 months.

A total of 11 national assessments using the ROAM-X Indicators have been successfully kicked off, and are under implementation for 2019-2020 The initial results will be presented during a UNESCO pre-event at the forthcoming IGF in Berlin, on 25th November 2019.  

Meanwhile, an increasing number of expressions of interest to assess the Indicators by national stakeholders have been received, and UNESCO has started discussion and consideration of them with key actors in 14 countries.

National assessments have been initiated the following 11 countries: Benin, Senegal, Kenya, Ghana, Tunisia, Thailand, Brazil, Paraguay, Ecuador, Uruguay and Panama.

UNESCO invites interested actors to conduct a national assessment of the Internet Universality Indicators in their country. UNESCO especially welcomes key research institutions that have self-sustained resources and capacities to support the process.

UNESCO stands ready to support the entire process, from the establishment of a Multistakeholder Advisory Group, to co-organization of events and monitoring of impact. Where suitable, UNESCO will publish the results of a national assessment as part of a dedicated UNESCO publication series. UNESCO will also establish a global online platform to assist the national assessment process and share national exercises in order to facilitate exchange of practices, advocacy activities and policy debates.
