The applicant is a significant stakeholder in the culture sector in Indonesia and appears to have the capacity and competence to manage the project and implement the work plan, as well as ensure the long-term benefit of the project. 2. The applicant has demonstrated its capacity to complete various grant projects, in which some have been running as regular programs that appear to support the sustainability and follow-up of the proposed project. 3. The applicant has significant interest and involvement in issues pertaining to gender equality, contemporary performing arts, and digital issues. 4. The project will contribute toward IFCD Outcome 1 pertaining to support in cultural policy making. 5. The project has strong potential to make a meaningful impact in meeting the needs and priorities of Indonesia by supporting five, possibly six, agendas of the National Strategies on Culture. 6. The organization has a strong foundation based on membership that consist of artists and alumni as well as partners throughout Indonesia. 7. The project will produce a digital platform that consist of repository data of artists, knowledge of performing arts, visualization, website, convening and book as well as strong network with artists and partners.

The 2018 Indonesian Congress on Culture has declared Seven National Strategies on Culture as follows: 1. Providing space for the Diversity of Cultural Expression and encouraging interaction to strengthen inclusive culture; 2. Protecting and developing values, expressions, and practices of traditional culture to enrich national culture; 3. Developing and utilizing cultural heritage to strengthen Indonesia's roles and position in the international fora; 4. Utilization of the advancement of cultural taxonomy to increase social welfares; 5. Advancing culture that protect the biological diversity and strengthen the ecosystem; 6. Institutional reform and cultural budgeting to support the culture advancement agenda; 7. Improving the role of government as a facilitator of Culture Advancement.

The digital platform of knowledge developed through the project would have the potential to: 1. (Agenda 3) Developing and utilizing cultural heritage to strengthen Indonesia's roles and position in the international fora, 4. The project appears to have strong potential to reach a wide audience of stakeholders in the culture sector, with further potential to be supported, acquired, or, at least, used as a prototype by the Government to establish an official national digital platform of knowledge. The information gathered could be used for practical purposes, e.g. collaboration among artists, as well as strategical purposes, e.g. develop cultural policies that support gender equality.

The project aims to map knowledge about the performing arts of Indonesia (and arts activism) based on the applicant’s own data and archives, create a digital platform to hold the data and build a database available to multiple users; preserve and generate new knowledge; publish a book and organize an event; and encourage collaboration within the country and globally. The aim is to support the arts ecosystem and inform government policy making, the cultural industry sector and international researchers.

The project will address ER 1.1, 1.2 and 1.3 by enabling cross-sectoral cooperation in knowledge exchange as it affects policy-making, development initiatives, education etc; building networks and promoting civil society engagement in policy making; and publication of knowledge and information to promote the cultural industries in Indonesia.

Indonesia has 17,000 islands with 633 ethnic groups and 742 languages so documenting and distributing information about its contemporary art practices is challenging, particularly outside city centres. This lack of data influences policy-making. However, access to cultural networks (within Indonesia and internationally) is increasing thanks to technology. The project will address the data and geographic challenges.

The applicant is Yayasan Kelola (Kelola Foundation) which for 20 years has been an independent organisation that supports Indonesian artists through capacity building, grants, building networks etc. An extensive list of project staff and contractors are listed and have considerable experience.

The activities are described in detail and appear to be appropriate to achieving the objectives.

The budget is for $141k of which the grant request if virtually $100k. The budget is detailed and seems appropriate. Most of the budget ($82k) is for Salaries and Fees, of which $21k is self-funded.

The new law on the advancement of culture includes a mandate to build a database of Indonesia traditional cultural objects and ICH. Kelola has its own database of contemporary performing arts practices and this would complement and inform what the govt is doing, and impact on policy.

Information will be circulated widely to universities, government, NGO sector, private companies etc. Social media will be used to promote the outcomes widely and regularly.

Kelola will continue to update the database and remain in touch with beneficiaries due to their ongoing programs; artists in the database will be able to update their own information.

ER 1.1. Cross-sectoral cooperation in cultural policy making and implementation is demonstrated: The NGO has experience in working with other civil society organizations, and national and foreign institutions, however, the project is not directly aimed at generating intersectoral work for the creation and implementation of a specific cultural policy, in any of the levels of Indonesian Government ER 1.2. Processes and mechanisms for public policy making and implementation are strengthened: the platform development process is not part of a mechanism to create or implement a public policy. In fact, the Indonesian government itself is carrying out its own process for the creation of a database related to the cultural sector. The applicant considers that the information available from the NGO can be useful to complement government information, but bridges must be built. ER 1.3. The role of civil society in cultural policy making and implementation is strengthened: the applicant mentions that once the platform is ready, he will seek to establish links with the government and the organization that is developing the government's cultural information platform. In that sense it is clear that the project is currently disconnected from the government process and, consequently, is not strengthening the role of civil society in the implementation of a cultural policy

The objectives are described in a generic way and are relatively understandable in terms of their purpose, but do not provide sufficient concrete elements to measure their scope.

The organization shows great experience in everything related to artistic creation at all stages and in the generation of links with other organizations and institutions. Without demerit of the above, within the team it is not even observed that there is a person or a group of people who have experience in the design of database and digital platform, nor of its operation, maintenance and permanent update. The website design and programming will be carried out by an external contractor and the website administrator will be hired for twelve months.
2.2 Dans quelle mesure les activités répondent-elles aux questions pertinentes ? Veuillez expliquer comment la méthodologie est appropriée à la réalisation des objectifs ? : 
In general, the activities address issues relevant to the development of the platform, however activities related to outputs 2.2 of the activities section refer to activities related to the writing, design and printing of a book, which is not considered directly related to a digital platform; in the same way the activities indicated with the number 3.2, refer to the realization of a congress in which relevant artists from all over the country are present. Which is also not considered to be a needed activity for the realization of the project Activity 3.1.1 Web design is carried out before contracting website designer and programmer (3.1.2) which can be a mistake. It is considered much more convenient that the database and the design of the sheet provided to the interviewers be carried out with the support of the contractor who will be in charge of the design of the platform and the website. In the application format, the proponent indicates that there are 633 ethnic groups in the country and 742 languages are spoken. In that sense, the evaluator misses that the applicant does not include resources for translation and does not talks about any strategy to include that language diversity. It is not clear to the evaluator how the artistic and cultural expressions of this mega cultural diversity of Indonesia are integrated. The applicant also does not inform in which language or languages the platform would be available.

3. GESTION ET RESPONSABILITÉ FINANCIÈRES

Expenditure number 2.1.2.2 computer and audiovisual equipment rental, total ammount $ 4,200 dollars. No proforma invoice is attached that itemizes this expense concept. Expenditure number 2.4.1.1 to 2.4.5.2 related to the production, preparation of the design and publication of a book, are considered not indispensable for the realization of the project and its elimination should be considered. Total ammount $ 7,325 Expenditure number 3.2.1.1- 3.2.5.6 related to the congress attended by relevant artists and activists, estimates that it is not directly related to the main objective of the project and it is suggested that total ammount of $20,911 be eliminated. Both the design and programming of the website and its administration will be assigned to external contractors, since within the team there is no person who has the necessary skills and experience for the operation, maintenance and updating of the digital platform, and there are no specific strategies to obtain the resources that are needed for its maintenance and update, so there is a risk of its continuity beyond the duration of the project.

The realization of the project can help to expand the information available to the research that, in the same way, is now doing the Indonesian government. It is suggested that prior to start the platform design, the NGO establish communication with the Government Institutions so that the design of the NGO platform is compatible and could interact with what is being elaborated by the Indonesian government

The platform can be a useful tool to recognize the diversity of artistic and cultural expressions, both historical and contemporary of Indonesia. While it is true that the largest volume of information to be included in the platform comes from the NGO archives, research work is also planned in 10 cities. All this will have a positive impact on the knowledge of existing artistic expressions and cultural spaces, however, since it is not currently linked to a government institution, it is difficult to think that it can have a structural impact in the way that government and regulatory authorities design and implement cultural policies. The platform can contribute to generate better links and interaction between the professionals of the arts, with the Institutions and with the public in general.

In relation to partners, they all participate in the project and are fully involved. Their role is clearly identified. As for contractors and sub contractors, their role in the project regarding the chosen contractor is clearly established. For the design of the web platform, a person with experience in graphic design is proposed, without specifying their capabilities or experience in the design and programming of digital platforms.
5.2 Comment le projet se rattache-t-il et/ou complète-t-il le travail déjà en cours dans le pays/la région en termes de politiques et/ou d’industries culturelles ? : 
Currently, the Indonesian government is carrying out similar work for the creation of a database of cultural activities and creators, where the information and knowledge platform proposed by the applicant can contribute to a cultural policy action that the government is currently executing, however, since there is no link with government institutions so far, the chances of the project to contribute to that policy are low.

The applicant proposes to disseminate and be an advocate of information among associates, universities, governments, NGOs and private companies. The NGO has a program called "Art Sharing Sessions" that will also be promoted through the platform, to make it available for people are interested in working with art and through art. The evaluator suggests that the applicant includes what the complete strategies would be that could guarantee the operation of maintenance and updating of the platform, from the point of view of the information contained, and from the computer program one. The project does not specify who will be responsible for the expenses of lodging site and the payment of the renewal of the domain. It may seem a minor matter but they are elements on which the long-term viability of the project depends.

Évaluation globale: 
The Project is relevant in a way that allows to digitize the information available in the archives of the NGO and take advantage of the good relations that the applicant has with their partners, organizations and institutions to retrieve additional information about artists, spaces and cultural events. All this contributes to increase the existing information about the sector. However, the main weakness of the project is that it does not have direct communication with the government institutions that are developing the database on cultural and artistic activities, so the information could be compatible and shared. Likewise, and because there are no people with experience in platform design and programming in the staff, it is required that the contractor provides advise and consulting from the design stage of the database and interview formats. The activities related to the publication of the book and the realization of a congress are considered not essential for the realization of the project, so it is suggested to eliminate them. Finally, the applicant must propose specific financing strategies for the operation, maintenance and updating, not only from the information contained in the platform but also from the computer program and information hostage. Therefore, the project it is not recommended for financing.

This project proposes to map the performing arts of Indonesia, create a digital platform to collect the data, and build a database available to multiple users in order to support the arts ecosystem and inform government policy making. The outcome of the project will be a digital platform and database that aims to have long term benefits for the performing arts sector. The activities are described in detail and appear to be appropriate to achieving the objectives and the timeline is well planned and coherent with the activities. However, while the applicant indicates that there are 633 ethnic groups in the country and 742 languages are spoken, the evaluators were surprised that the application does not include resources for translation, does not talk about any strategy to include that language diversity, and does not inform in which language or languages the platform would be available. While the project will engage with civil society and the arts sector and create a useful digital database of information, its capacity to create major structural change and impact on government and policy-making to provide long-term benefits to the cultural industry sector is less well demonstrated.
