Directed to cultural producers,agents and entrepreneurs,the MICA's goal is to promote,federalize and grant visibility to the count ry's cultural industries. It is Argentina's main cultural industries market gathering all six sectors: audiovisual arts, music, performing a rt s, publishing, design a nd video games.

This market opens new marketing cha nnels for cultural goods and services,boosting their added value,through business rounds,business meetings, conferences, ma ster classes,among other actions which propose t he State's continuous a nd ongoing support to these stakeholders

The last edition of MICA National took place on September 3-6,2015 at the Kirchner Cultural Center.

 

4344 vendors signed up, and all provinces participated in the event.

250 internationa l participants from the following countries:Germany Austra lia, Bolivia, Brazil, Cameron, Canada,Chile,Colombia, Costa

Rica,Cuba, Denmark, Spain,Israel, United States,France,Guatemala,Japan, Mexico,Paraguay,Peru, South Africa,Uruguay and

Venezuela

 

During two and a ha lf months,cultural producers from all over the country registered in the MICA Negotiation Rounds platform,where they uploaded profile information and information on planned productions for all market participants to analyze.

 

This virtua l catalogue allowed partic ipants to send and receive meeting requests,scheduled by producers based on their interest. This mechanism enabled participants to organize their own agenda and sc hedule business meetings within the MICA Business Rounds.

 

32,300 meetings were scheduled

1 8,000 formal rounds and nearly 35.000 altogether,counting spontaneous rounds

60.000 people visited the MICA those four days

300 producers form the MICA Shop,at a 2.600 sq. meter space.

District design

Context of the measure:

Law No.4761 for the Promotion of design activities in the City of Buenos Aires approved in November 2013 provided for the creation of a Design District and set up a 15-yea r horizon. The Design District is a project t hat seeks to develop an a rea ofthe City of Buenos Aires,a s well a s Barracas Oeste, based on sectors related to design,as a factor for economic competitiveness.

This District focuses on boosting the design industry competitiveness,to turn it into a key element of cultural identity in Buenos Aires for the world,in addition to positioning t he City internationally as a design creation a nd production hub.

The Design District revitalizes the Barraca s Neighborhood,with an industrial history that has left large indust rial facilities of great patrimonial value to stimulate the settlement of actors associated to the productive backstage of the industry and companies, academies and professionals of the sector.The new residents of the design generation hub benefit from tax exemptions and facilities to promote its own growth, and that ofthe industry.

The Design District promotes urban interventions in the territory with the objective of promoting the area, providing identity and adding value to the neighborhood through the incorporation of design to the public space. The neighbors of Barracas connect with one another and coexist with the new residents,connected with the growing industry of design. Collaborative transformation in a sector of great urban potential in the City is made possible through public bids where the neighborhood volunteers to be renovated with design,while designers find an opportunity to become the protagonists of this change.

Each contest is subject to a thorough review of the bid terms and conditions for every Resolution,and an interdisciplinary jury is set up

with representatives of each field,local actors and well-known specialists in each field.

 

The criterion adopted for these interventions is based on two work axes:

The first is represented by Boulevard Av. lriarte,which concentrates the greater business and sociocultural activity of the neighborhood, led by the Central Pa rk building to the East and the Sagrado Coraz6n de Jesus Basilica t o the West. In this first a rea,four facades of loca l shops have already been intervened,a nd three more works are sched uled to begin this year.The Boulevard was restored with new sidewalks,furniture and lights.In 2016,the proposal select ed to light up the Basilica is scheduled t o be implement ed.

 

The second axis is represented by an expa nsion of the Highway going through the Design District,North to South. On this area,work has been done on a series of integrative interventions in the neighborhood of Barracas,the first of them at the intersection with California street,the second on Quinquela Martin,a nd the next one on Lama drid.

Based on the conforma tion and consolidation of districts (formed by companies,universities and the ecosystem that connects them), the objective was to promote synergy between the different links of the chain of value of t he same industry and prioritize it in urban a rea s where the experiences are c arried out,wit h the purpose of positioning creat ive industries loca lly and internationa lly and revitalizing territories.

Two years after t he inauguration,t here were 27 companies settled there,which implied 72,000 sq.meters and 1200 Human Resources.

Moreover,at t he Metropolitan Design Centre (CMD),Tra de Schools were implemented and 7000 people gradua ted.

Cultural Promotion Regime of the City of Buenos Aires (Mecenazgo)

The Cultural Promotion Regime of the City of Buenos Aires was created by law No. 2264/2006 (as amended by Law No.4.785/2013) in the year 2006.

The main purpose of the Cultural Promotion Regime ofthe City of Buenos Aires is to foster and promote private participation in the

funding of cultura l projects.

 

The cultural projects admissible for the Cultural Promotion Regime must be not for profit and relate to the research,training, dissemination,creation and production in different areas of art and culture,such as:

II. Circus, street bands, mimes and the like. Ill. Dance.

IV. Music.

V. Literature,poet ry, narration, essays and all other forms of literary expressions. VI. Visual arts.

The regime allows companies and businesses taxed in the City of Buenos Aires t o allocate part of what they pay as turnover ta x directly to the cultural projects declared of int erest by the Council of C ultural Promotion and approved by the Ministry of Culture.

 

The Council is the tool that allows the State to oversee that t ax money is allocated only t o cultural projects, pursuant to the law.

Cultural Information System (SICSUR)

It was created in 2006. It is a cultural information system the purpose of which is to implement efficient public policies and to measure the impact and the contribution of culture in economic development,the reduction of poverty and sustainable development: to provide better tools for the study and defense of the production and it is of interest for the mise en valeur of each cultural sector. Moreover, the purpose is to improve the layout of cultural policy, to resolve open consults by citizens and cultural managers,to provide information sources to researchers and students and to promote dialog among state agencies, companies and social and cultural organizations.

Within the Cultural MERCOSUR framework nine seminars were held aimed at working on the construction of regional cultural indicators. The different editions have addressed different methodological issues, shared experiences and, ultimately, information processing and collection efforts have been implemented in a coordinated manner.

In MERCOSUR's 24th Meeting of Ministers of Culture held in Montevideo in November 2009, the parties agreed to acknowledge the SICSUR as a programme of Cultural MERCOSUR.

Argentina is in charge of the coordination of SICSUR and ten South American countries participate: Argentina, Brazil,  Bolivia, Chile, Colombia, Peru, Ecuador, Paraguay, Uruguay and Venezuela. In 2009, the system's Web site www.sicsur.org was officially launched.This site includes different sections regarding the collection, measuring and processing of information: cultural statistics, cultural map, cultural foreign trade, legislation, documents and publications of all participating countries.

Very positive. A significant stream of information was generated, there was complete country participation and the number of SICSUR users has increased. An indirect effect is the creation and expansion of c ultural information and statistics offices in countries members of the SICSUR. All member countries have been developing Cultural Information Systems at the national level, something unimagined in 2006.

The purpose of the Southern Cultural Industries Market is to create and consolidate a platform for the knowledge,dissemination, promotion,distribution and trading of goods and services generated by the region's creative and cultural industries.

 

In 2014,the first edition ofthis market was held in the City of Mar del Plata,Argentina,fostering a space for regional integration, promoting an actual exchange of actions that helped boost the distribution of cultural goods and services to the interior ofthe country, within the region, and with other territories worldwide.

The main goal of this program is contributing to the promotion of cultural diversity in lber o-America by creating a common space for the protection of immigrants' rights from an intercultural stand point.

The IBER-RUTAS Programme, proposed by Argentina,was approved within the framework of the 20th lber o-American Summit of Heads of

States and Governments in December 2010, in the City of Mar del Plata,Argentina. The Programme was first implemented in mid-2011 with the creation of the Intergovernmenta l Committee and the creation of the Executive Committee (EC).

District design

Law No.4761 for the Promotion of design activities in the City of Buenos Aires approved in November 2013 provided for the creation of a Design District and set up a 15-yea r horizon. The Design District is a project t hat seeks to develop an a rea ofthe City of Buenos Aires,a s well a s Barracas Oeste, based on sectors related to design,as a factor for economic competitiveness.

This District focuses on boosting the design industry competitiveness,to turn it into a key element of cultural identity in Buenos Aires for the world,in addition to positioning t he City internationally as a design creation a nd production hub.

The Design District revitalizes the Barraca s Neighborhood,with an industrial history that has left large indust rial facilities of great patrimonial value to stimulate the settlement of actors associated to the productive backstage of the industry and companies, academies and professionals of the sector.The new residents of the design generation hub benefit from tax exemptions and facilities to promote its own growth, and that ofthe industry.

The Design District promotes urban interventions in the territory with the objective of promoting the area, providing identity and adding value to the neighborhood through the incorporation of design to the public space. The neighbors of Barracas connect with one another and coexist with the new residents,connected with the growing industry of design. Collaborative transformation in a sector of great urban potential in the City is made possible through public bids where the neighborhood volunteers to be renovated with design,while designers find an opportunity to become the protagonists of this change.

Each contest is subject to a thorough review of the bid terms and conditions for every Resolution,and an interdisciplinary jury is set up

with representatives of each field,local actors and well-known specialists in each field.

 

The criterion adopted for these interventions is based on two work axes:

The first is represented by Boulevard Av. lriarte,which concentrates the greater business and sociocultural activity of the neighborhood, led by the Central Pa rk building to the East and the Sagrado Coraz6n de Jesus Basilica t o the West. In this first a rea,four facades of loca l shops have already been intervened,a nd three more works are sched uled to begin this year.The Boulevard was restored with new sidewalks,furniture and lights.In 2016,the proposal select ed to light up the Basilica is scheduled t o be implement ed.

 

The second axis is represented by an expa nsion of the Highway going through the Design District,North to South. On this area,work has been done on a series of integrative interventions in the neighborhood of Barracas,the first of them at the intersection with California street,the second on Quinquela Martin,a nd the next one on Lama drid.

Within the Cultural MERCOSUR framework nine seminars were held aimed at working on the construction of regional cultural indicators. In MERCOSUR's 24th Meeting of Ministers of Culture held in Montevideo in November 2009, the parties agreed to acknowledge the SICSUR as a programme of Cultural MERCOSUR.

Argentina is in charge of the coordination of SICSUR and ten South American countries participate: Argentina, Brazil,  Bolivia, Chile, Colombia, Peru, Ecuador, Paraguay, Uruguay and Venezuela. To develop aesthetic perception and sensitivity and the imagination of children,adolescents and youngsters.

To get children and youngsters closer to artistic activities and to raise them in the need and habit of participating in them as creators and trainers.
