Key objectives of the measure:

The objective of the measure, defined through the Rulebook on co-financing projects supported by the EU Programme Creative Europe – Sub-programme Culture (Pravilnik o sufinanciranju projekata odobrenih u okviru programa Europske Unije Kreativna Europa), is to assist Croatian cultural organizations in bridging the financial gap brought by the obligatory co-financing of partner organizations in EU projects. Obligatory co-financing showed to be a big obstacle for many Croatian applicants to European programmes as usually they are small organizations with fragile funding systems. With the ability of a number of Croatian cultural organizations to participate in EU Calls for cultural funding, the Measure contributes to enhancement of cultural diversity of expressions at Croatian and broader European level.

The first version of the Rulebook was introduced during the Culture Programme, while the new version of the measure introduced in 2014 and 2016 dealt with changes coming with the Creative Europe Programme.

The measure provides for co-financing of projects by Croatian organisations supported by the EU Programme Creative Europe – Sub-programme Culture. The Croatian cultural organization needs to apply for the support at the time of writing of the application to EACEA, and if they receive the support from the Creative Europe Programme, they are entitled to support in the percentage assigned through the Rulebook. The level of support depends on the type of the Call the organisation applies to and on the role the applicants have in the project application.

Results expected through the implementation of the measure:

The expected results of the measure are more Croatian cultural organizations involved in European projects either as partners or as leaders of programmes, projects or networks.

Financial resources allocated to implement the measure:

The total yearly support for organizations amounted to approximately one million Kuna (depending on the year applied) (approx. 133.333EUR).

Main conclusions of the evaluation of the measure:

Over the years of the measure implementation, one can notice an increase in the number of projects submitted as well as projects accepted for funding by EACEA. This leads to the conclusion on the need for the continuation of such a measure.

Indicators used to determine impact:
Selected data from the Ministry show that Croatian cultural organizations drew more funding than the membership paid. This trend continued in 2015 with the results from the October 2015 Call showing the funding secured for Croatian partners in the amount of 361 211 EUR for smaller projects and 511 112 EUR for bigger projects.
