2. Justification de présélection
Quelles sont les raisons principales qui ont motivé la présélection de ce projet en comparaison avec d’autres propositions reçues par la Commission nationale pour l’UNESCO ?: 
This is the only comprehensive project proposal submitted against the 10th IFCD call compared to other two project proposals received by Bangladesh National Commission for UNESCO (BNCU). It has clear focus on IFCD’s overall goals and intended outcomes. It is intended to facilitate and strengthen the revival as well as preservation of ethnic culture of the minorities in the Northern part of Bangladesh (Thakurgaon District) through awareness and capacity building and creating linkage between local cultural groups with concerned government authorities. Bangladesh National Commission for UNESCO (BNCU), member secretary of the evaluation committee, is submitting the review on the project as it was not feasible to call the full committee meeting for the evaluation of three proposals.

Culture is not the priority area of the organization. However, they are engaged in programs dedicated to income generation, education, nutrition and health, human rights, environmental protection, cultural as well as social development and good governance. It integrates issues such as, gender and environmental protection as main stream subjects across all their programs. The project proposal, however, is intended to contribute to the protection and promotion of cultural expressions of ethnic minority groups.
4. Pertinence de la proposition de projet présélectionnée
4.1. Quels sont actuellement les principaux besoins et priorités de votre pays en termes de politiques culturelles et/ou d’industries culturelles ?: 
The National Cultural Policy, introduced in 2006, has emphasized on the protection and promotion of all cultural expressions in Bangladesh regardless of caste, class, religion, origin as well as integrate all cultural activities in the endeavor of economic development. Accordingly, Small Ethnic Groups Cultural Organization Act 2010 was initiated by the government to protect, preserve and promote the cultural expressions of small ethnic groups at local, national and international level. In this regard, one of the current needs of the cultural sector of Bangladesh is to raising awareness regarding the protection and promotion of cultural diversity.
4.2. De quelle manière les objectifs de cette proposition de projet présélectionnée répondent-ils aux besoins et aux priorités actuelles du pays en termes de politiques et/ou d’industries culturelles ?: 
This project proposal has a clear focus on engaging people from two specific ethnic groups in a) restoration and preservation of their lost cultural festivals, music, dances and dramas b) capacity development for maintaining and creating cultural goods and services and c) building and actively participating in a wider-mainstream cultural network and platform. Thus, the project seems to uphold the needs the priorities in the culture sector underpinned by the cultural policies.
4.3. Dans quelle mesure pensez-vous que cette proposition de projet présélectionnée aura un impact sur les politiques et/ou industries culturelles du pays ?: 
Initially the project might be able to make people from the designated ethnic groups make aware about their cultural rights and make them able to actively participate in the restoration and promotion of their cultural expressions through capacity building, developing web portal, broadcasting through local government radio station as proposed in the proposal. Moreover, the project is also intended to encourage and create entrepreneurship so that even after the project ends, it can fully utilize the human resources and services developed during the tenure of the project.
