This policy measure was implemented from year 2011 as participatory planning process that would allow the Regional Council of culture, have a planning tool to guide cultural development in the region according to the cultural needs resources existing or identified by the creator, artist, managers and others actors involved in the issue.

The process completed in 2012 and still have not been implemented
