Global dialogue on TVET

Third International Congress on TVET in Shanghai

UNESCO encourages and informs global dialogue on TVET through the UNESCO-UNEVOC International Centre which is developing cutting-edge global resources and facilitating TVET activities worldwide for its global network.

The Third International Congress on Technical and Vocational Education and Training (TVET) in Shanghai (2012) was organized by UNESCO and provided a global platform for knowledge sharing about the advancement of skills development systems.

It established that TVET is a top priority in building greener societies and tackling global unemployment, and as such should be more responsive to 21st century needs. Global monitoring of TVET progress can be found in the outcomes of the Congress and the Global Education Monitoring Report.

Inspired by the vision and key recommendations of the Recommendation concerning TVET (2015), the Strategy for TVET (2016-2021) is based on the Shanghai Consensus (2012) and is in the framework of the Education 2030 Sustainable Development Agenda.

Skills on the move: global trends, local resonances

In 2017, UNESCO organized a follow-up to the Third International Congress on TVET with a conference, Skills on the move: global trends, local resonances, to review progress since the Shanghai Consensus in 2012, and a look at the main challenges and opportunities of the sector today, in the light of the 2030 Agenda for Sustainable Development.
