Data and Evidence

Data and evidence to support education in emergency situations constitute one of the key gaps jeopardizing funding as well as evidence-informed programming. The absence of systematic mechanisms to make EiE data and evidence available to a wider user-base, limits data and evidence uptake and learning in the sector. While EiE data and evidence does exist, it is not always publicly available, or is only accessible at a high transaction costs.

The Data & Evidence Collaborative was founded in May 2018 at the INEE Spring Working Group Meetings in Oslo. The overall aim of the Data & Evidence Collaborative is to improve accessibility, quality, and use of data and evidence in EiE, while reducing the transaction costs for use of data and evidence.

Members of this collaborative work across agencies to increase access to and navigability of EiE data and evidence. This collaborative is co-convened by NORRAG and FHI 360. Members include: UNESCO, Finn Church Aid, Refugee Education Trust, Jusoor, The Global Education Cluster, The Journal on Education in Emergencies, RTI, The Global Partnership for Education, The International Rescue Committee, The Global Coalition to Protect Education from Attack, The World Bank, and Right to Education. 

 

Current Activities

Reference Group on EiE Data 

In June, 2019, the INEE Data & Evidence Collaborative supported INEE, NORRAG, and the USAID MEERs program to hold an EiE Data Summit in Geneva. The purpose of the two-day Summit was to share recent work on EiE data issues in order to better understand challenges of EiE data; discuss good practices and success stories; and share recent initiatives, in an effort to strengthen humanitarian-development coherence and to improve programming through EiE data. The summit brought together EiE data specialists: policy makers, practitioners, donors, academics, and data aggregators working across humanitarian and development sectors. 

A subsequent Action Agenda to take forward recommendations of the summit was shared on September 28, 2019. A key recommendation of this Action Agenda was that INEE convene a Reference Group on EiE data to create a space to take forward additional actions from the Data Summit. In 2020, INEE has confirmed ECW and UNESCO UIS as co-chairs of this new Reference Group. The group will be convened in September 2020.

INEE Learning Agenda & Evidence Platform

The EiE Data Summit aligned with INEE’s ongoing work to facilitate a learning agenda consultations and to develop an online Evidence Platform. In 2018 INEE began this process in an effort to build coherence in EiE evidence creation and curation. The Data Summit provided a deep dive consultation in this series on EiE Data. Ultimately the learning agenda consultations and Evidence Platform aim to strengthen the EiE evidence base by: 

  • Mapping existing or ongoing research projects or partnerships in order to inform the global picture of EiE evidence and to ensure that new research builds on and connects with existing evidence and research;
  • Reducing duplication of research efforts with the aim to ensure that funds devoted to research in EiE are maximized and used efficiently by filling a gap; 
  • Consulting practitioners and academics to identify key EiE evidence gaps;
  • Connecting academics and practitioners to increase collaboration with an aim that research produced is usable by various stakeholders; 
  • Collecting varying levels of global and regional input in order to diversify voices represented in the EiE evidence conversation; 
  • Producing an inventory of existing research as well as a chart of participant identified gaps to serve as a key resource for the EiE sector.

Beginning in September 2020, the Data & Evidence Collaborative will be releasing a quarterly newsletter to highlight and share emerging evidence, data, opportunities etc. *To ensure that you receive this letter, check your INEE subscriptions preferences in your profile. 

Guidance notes and tools

Responding to a noted gap in guidance, the Data & Evidence Collaborative is developing a policy brief on the ethical concerns of the collection, storage, sharing, and use of education data in emergency and protracted crisis settings. Extensive ethical guidance currently exists on data in humanitarian settings, data and children or child protection, education data, and big data more broadly.
