Breaking borders and boundaries: UNESCO’s holistic framework of Internet Universality ROAM principles and indicators
The COVID-19 pandemic has once more reminded the world of the importance of the Internet as a window to education, access to information, health, culture and countless other aspects of daily life. UNESCO stands strongly for promoting Internet Universality ROAM principles of human Rights (R) to promote an Internet that is Open (O), Accessible to all (A) and nurtured by Multistakeholder participation (M) to combat digital divides especially in the context of the COVID-19 pandemic. The ROAM principles serve as a holistic framework to preserving all human rights on the Internet as well as its openness and accessibility, in a spirit of multi-stakeholder participation in the development of norms, regulations and programmes that govern digital technologies.
