The Ministry of Culture (MOC) at The State of Palestine is the authorized entity as a focal ministry to lead the efforts for implementing the items of the convention on the protection and promotion of the diversity of cultural expression. The state of Palestine has been concerned of setting strategic and sectoral plans including policies and measures to create a supportive environment promoting cultural expression taking into account the special political circumstances of the State of Palestine under Israeli occupation. It was mandatory to set private working schedules to include all the Palestinian people in Gaza Strip,West Bank includings East Jerusalem and Palestinians inside Isreil. These policies include several diverse levels of governmental, semi-governmental, and civil society institutions in addition to culturally active universities, institutions and individuals. These policies and measures are translated into real activities, trainings and programs promoting and protecting the diversity of cultural expression (creativity, production, distribution, publishing and sharing). This report highlights the most prominent adopted measures, its objectives and results.

Cultural Policies: The MOC holds intensive workshops for representatives of official, semi- official and civil society institutions. Outputs of these workshops are the strategic cultural sectoral plans which each entity has to perform efficiently. MOC stresses that the plan includes all cultural domains and gives special emphasis to each of these domains.

International Cooperation: MOC signed several cultural agreements with Arab and foreign countries reflected in many cultural exchange programs; experience, visits and delegate exchange; holding cultural weeks and the establishing of cultural centers.

Sustainable Development: The State of Palestine and its affiliate institutions aim to achieve sustainable development in the cultural sector by investment in the infrastructures, promotion of investment and training of staff. For instance, the General Administration of Heritage holds training courses in traditional crafts such as pottery, textile/embroidery, traditional rugs and straw products to qualify workers in these crafts and help them market their products in cultural exhibitions.

Civil Society Participation: The role of MOC is to create a supportive environment for production and creativity. Hence, the role of individuals and civil society institutions is culture creation and production in all domains. As part of partnership between the MOC and civil society, active institutions participate in forming, preparing strategic plans and cooperate and arrange for implementing projects and activities. On the other hand, MOC participates in the training courses and workshops held by these institutions. It should be marked out that a technical work group was formed to supervise the implementation of items of 2005 convention. This group consists of representatives of governmental and civil society institutions.

Challenges: Active cultural institutions in the State of Palestine face many challenges; the most prominent is the Israeli Occupation and its illegal practices such as control of borders, resources,illigal settlements expansion, land confiscation and judaization of historic sites. Another challenge is lack of financial resources and dependency on the agenda of donating countries and the support offered to some sectors on the expense of others.

Describe the multi-stakeholder consultation process established for the preparation of this report

An introduction meeting to Staff of MOC was held to familiarize them with the convention, emphasize importance of fulfilling our obligation as a State party to the convention to submit the report, and present terms and structure of the report. A team work from staff of MOC and active institutions was established and the draft report was written after necessary data from different MOC administrations was collected. Other meetings with co- partners from the civil society were held in the second stage. Suitable data from different resources including Palestinian Central Bureau of Statistics was chosen and documented in the report. A workshop with concerned partners: Palestinian National Commission for Education Culture and Science, Ministry of Foreign Affairs, Palestinian Performing Arts Network (PAN) was held where a discussion and remarks about the report were written down and final draft report was approved. In the third stage, final report was submitted to the Ministry of Foreign Affairs for further checking, amendment and delivery to UNESCO by the permenant National Committee of Experts led by Ministry of Foreign Affairs and membership of different institutions including MOC to follow up the accession of the State of Palestine to international conventions and treaties.

Overview of Cultural Policy Context

Parties shall describe the key objectives and priorities of their current cultural policy and the impact the Convention has had in their formulation or reformulation. They will also report on the opportunities and challenges to promote the diversity of cultural expressions in a digital environment.:

Current strategic plan consists of two strategic goals:

First strategic goal:

To create a more enabling environment for the Palestinian culture that would contribute to the dissemination of national culture,to promote unity and communication between the Palestinians living in their homeland and the diaspora, as well as cultural exchanges with the Arab and foreign nations, to support and stimulate innovation, to improve the degree of public participation, raise the level of public cultural taste and highlight concerns about occupied Jerusalem and marginalized areas.

Investing in curricular and extracurricular activities aiming at reinforcing values of pluralism, democracy, citizenship and gender equality.
Supporting creativity and talents in order to promote quality of cultural productions.

Reinforcing and expanding cultural exchange with Arab and foreign nations.
Investing in cultural infrastructure.

Second strategic goal

More protected and renewable Palestinian cultural heritage standing as a unified cultural identity reservoir.

The 2005 convention for protection and promotion of cultural diversity stands as one of the most important references in setting strategic plans for the sector of culture. This current strategic plan emphasizes decentralization, marginalized areas, and the vulnerable groups - women and children, for instance. It also takes into consideration economic and cultural sustainable development. The sector of culture faces many challenges and obstacles, the most important of which is the Israeli illegal policies, the occupying power, presented in colonization, land and resources theft, domination of borders, and not to mention theft of features of the Palestinian heritage and accrediting them to the Israeli culture- the Palestinian Kuffiyya for instance. Other challenges hindering women's participation is attributed to social culture. There are more other difficulties relate to funding and the financial deficit of many cultural governmental and civil institutions.

Actually, opportunities are scarce and limited. The Palestinian economy is badly affected as it operates under occupation. However, work to create sustainable development is being in progress as the best solution for economic problems. In addressing the constraints on women's participation in cultural production, many civil society institutions have set programs and plans to change the prevailing culture – Popular Art Center, for instance.

The digital environment serves protection and promotion of the diversity of cultural expression. Sharing, communications, archiving and storing processes, marketing and promotions have become easier by new technologies. Consultations and workshops between cultural institutions in the West Bank and Gaza Strip have been conducted through video conference sessions due to the long lasting siege imposed by Israel, the occuping power, on Gaza Strip. In one arranged project by MOC – Photography Contest (In Women's Eyes), Palestinians around the world were able to participate on an electronic platform designed for the cause. Currently, work on creating a special electronic platform for the national repository of verbal heritage, popular tales, and songs, is being in progress.

How?

A group of workshops with different sectors of culture were held by the State of Palestine through MOC in cooperation with the Advisory Councils. A central meeting for members of advisory councils in the governorates of (Jenin, Tubas, Nablus, Tulkarm, Salfit, and Qalqilya) was held on June 17, 2013. Another central meeting for members of advisory boards in the governorates of (Hebron, Bethlehem, and Jericho) followed on June 18, 2013. On May 13, 2013, the National Team for Sectoral Auditing had been already formed under MOC leadership and membership of Ministry of Higher Education, Ministry of Tourism, Ministry of Endowments and Religious Affairs, Ministry of Planning, Ministry of Women's Affairs, Ministry of Finance, Ministry of Social Affairs, Palestinian Central Bureau of Statistics, Ministry of Local Government, Ministry of Information, in addition to the following civil society partner institutions: Higher Council For Youth And Sports, Palestinian National Commission For Education, Culture and Science, Palestinian Theatrical Association, A. M. Qattan Foundation, Taawon Foundation, Tamer Institute for Community Education, Performing Arts Network, and with the participation of the Gender Unit of MOC. Since then, the team has held many meetings to discuss mechanisms of revising the strategic plan. Many discussions within MOC and with partners were conducted. An evaluation questionnaire about the vision, strategic objectives, and policies designed for each program was distributed, collected, categorized and analyzed.

Concentration of cultural facilities in the middle area of the West Bank, and insufficient availability of those in the rest of the governorates and regions of the diaspora, led to depriving a lot of communities of benefiting from various cultural products. The implementation of this policy has clear economic, cultural and social dimensions and distinctive cultural advantages. Despite the high financial cost required, it offers numerous benefits for the citizens and the nation in general. Adoption of laws that support culture, will give protection to citizens and artists alike. The policy is an opportunity to create employment in traditional and cultural industries.

An agreement with the government of Norway was signed to launch the third stage of the Palestinian Cultural Fund in the years 2014-2016 with an estimated budget of $2.5 million.

The Palestinian Cultural Fund is one of the main financial support resources for cultural activities in the State of Palestine. It supports cultural activities and projects in all governorates and partially participates in the efforts to achieve objectives of cultural development at a national level.

MOC and Palestinian National Commission for Education, Culture and Science signed an agreement to support three projects with a budget of $ 25 thousands. The outreach program / Edward Said National Conservatory of Music (ESNCM)

The outreach program was established by the ESNCM in 1996, in order to reach a wider section of Palestinian society, and to enable underprivileged children to learn music by bringing music into their own environment. Musical instruments are provided free of charge and students are involved in group musical activities as well as individual lessons. The first programs involved children from refugee camp schools who had never had the privilege of music education. In 1998 the outreach program became more active when the ESNCM delegated a number of its teachers to give violin and cello lessons at Rawdat al-Zuhour School in occupied Jerusalem and at al-Bireh Girls School, teaching music to children from the age of 6 to 16 years.

The Outreach Program is a vital part of the ESNCM’s educational work. Here, the ESNCM goes to the heart of communities that currently have no music provision, and teams up with a partner organization in those communities to provide instrumental music lessons and activities on site. Currently 150 children benefit from the ESNCM’s outreach program in Hebron and Jericho, and a further 120 in the refugee camps of Shufat, Dheisheh, Balata and Aqbet Jabr. In addition to instrumental activities, the program reaches another 100 children in occupied Jerusalem through the ESNCM choirs program and 300 in Gaza through the al-Sununu Choirs project.

The Palestinian people in occupied Jerusalem lives in isolation facing serious threats to their identity. This is due to the illegal practices and policies of the Israeli Occupation and its Aparthied Wall. This led to a gap between Palestinians in occupied Jerusalem and Palestinians in other cities, leaving an overwhelming psychological impact on the different segments of the community. Moreover, the harsh circumstances facing the Jerusalemite Palestinians are due to the prohibition of a Palestinian body which is responsible for fulfilling various needs of Palestinian Jerusalemites.

REFORM aims to mobilize the civil society towards lobbying for a more comprehensive and participatory governance system.
It also seeks to contribute in overcoming the identity crisis which Jerusalemite Palestinians suffer due to the policies and practices of the Israeli occupation and the revival of their Palestinian identity.
REFORM intends to form a cultural and social network between Jerusalem and the rest of the West Bank (mainly Ramallah, Jericho and Bethlehem) in acknowledgement of the similarities in identities and living standards in these areas.
Promoting social participation of women and youth in Jerusalem and the rest of the West Bank.
REFORM strives to promote social participation of the youth and women through challenging the profound culture that prevents them from taking initiative to change their reality.

Y-PEER stands for the Youth Peer Education Network. It is an initiative started through UNFPA (United Nations Population Fund) in 2001. Y-PEER now has 40 member countries. Y-PEER started working in Arab countries in 2005, now there are 15 Arab member countries in the network.

The main concept of Y-PEER is to build a network of NGO’s working in peer education, especially those focusing on sexual, reproductive health, HIV/AIDS prevention among the youth, gender and other issues related to the youth. The network provides technical support trainings, manuals, tool kits and follows up visits to the member organizations.

Social Transformation programme / REFORM

REFORM’s Social Transformation programme aims at increasing social cohesion and solidarity, focusing on bridging the gap between polarized groups. To this end, REFORM seeks to promote national harmony through the establishment of safe acting platforms which encourage broad-based participation grounded on the principle of intellectual pluralism: “I may not agree with what you say, but I will defend to the death your right to say it!” Voltaire.

REFORM teaches participants how to apply practical research methodologies in order to address conﬂict/crisis situations within the Palestinian society, focusing on ﬁnding common ground between the conﬂicting parties.

The past few years have witnessed dramatic developmental changes in the Palestinian community on the political, socio-cultural and economical levels. However, these changes have been centered in the main cities. While Refugee camps, villages and other marginalized areas continue to be affected by many social, cultural, economic and political challenges. Therefore, "Bridges" project was launched as a supporting developmental process on both the social and cultural levels.

"Bridges" aims at creating a bottom up social change process by establishing relationships between and within young generations. Also, empowering grassroots organizations and marginalized groups in order to enhance their participation in the regulatory processes and to engage in structural and cultural reform.

Through the joint memorandum of cooperation between the Palestinian Central Bureau of Statistics and the Ministry of Culture, a survey was carried out about reality of operating institutions in the culture sector in 2010 as a survey was designed to provide information covers all topics related to cultural institutions.

The survey was carried out on cultural practices for families and individuals, (Cultural domestic survey 2014). It was published on the MOC website.

The results of this survey provide database and indicators to help in the development of policies on key issues related to cultural institutions in the State of Palestine, the survey has enabled many of the institutions to do policy-making and decision-making based on the statistical data documented.

The formation of the national team to prepare a strategic plan and the building of national policies,a group of workshops with different sectors of culture were held by the State of Palestine through MOC in cooperation with the Advisory Boards. A central meeting for members of advisory boards in the governorates of (Jenin, Tubas, Nablus, Tulkarm, Salfit, and Qalqilya) was held on June 17, 2013. Another central meeting for members of advisory boards in the governorates of (Hebron, Bethlehem, and Jericho) followed on June 18, 2013. On May 13, 2013, the National Team for Auditing had already been formed under MOC leadership and membership of Ministry Higher Education, Ministry of Tourism, Ministry of Endowments and Religious Affairs, Ministry of Planning, Ministry of Women's Affairs, Ministry of Finance, Ministry of Social Affairs, Palestinian Central Bureau of Statistics, Ministry of Local Government, Ministry of Information, in addition to the following partner civil society institutions: Higher Council For Youth And Sports, Palestinian National Commission For Education, Culture and Science, Palestinian Theatrical Association, A. M. Qattan Foundation, Taawon Foundation, Tamer Institute for Community Education, Performing Arts Network Program, and with the participation of the Gender Unit of MOC. Since then, the team has held many meetings to discuss mechanisms of revising the strategic plan. Many discussions within MOC and with partners were conducted. An evaluation questionnaire about the vision, strategic objectives and policies designed for each program was distributed, collected, categorized and analyzed. The principle of sovereignty: The presence of the Israeli occupation and its illegal practices in the Occupied Palestinian Territory, including East Jerusalem, such as the settlements and control of the border crossings and resources, hinders the implementation of policies and measures for cultural diversity.

The principle of equality of all cultures in dignity: Palestinians are equal in rights and duties and everyone has freedom of expression the right to practice of culture and customs related to religion.

The Palestinian Performing Arts Network (PPAN), is the outcome of several years of intensive collaboration between some of Palestine’s most experienced art managers, artists and the organizations they represent; from the fields of dance, music, circus and theatre. We have created a network of performing arts institutions that together have a strong, collective voice able to influence official policies, advocate support to arts and culture, enhance self-expression and strengthen Palestinian cultural identity.

PAN aims to increase appreciation of performing arts and its role in creating societal change. We will do so by, strengthening the capacities of the members, by joint cooperation, influencing policies and society through lobbying and advocacy, publications and research, in order to increase accessibility and engagement in performing arts.

Popular Art Center provides trainings on Dabke in remote and marginalized areas, having a direct contact with the public. It's a member in the Palestinian performing Arts Network. PAC also organizes Palestine International Festival for Dance and Music, the festival has hosted international music and dance groups from several countries, such as Spain, Italy, Greece, Chile, Egypt, France, Morocco, Tunisia, Algiria, Iraq, the UK and Turkey. The Festival has been traditionally inviting troupes and individuals known for their acclaimed distinguished artistic achievement. The participation of groups such as, STOMP from the UK , Gypsy Kings, Fire of Anatolia from Turkey , the Irish dance group Rhythm of the Dance, the Chilean groups Bafochi and Intillimani, My Dream (one Hundred Hands) from China, the Algerian Rai singers Cheb Faudel, Rashid Taha and other famous Arab vocalists such as: Saber Ruba’i, Ahlam, Ali Adel Sattar, Iman ElBahar Darwish and Mohammad Fouad clearly illustrated the Festival’s genuine interest in presenting the Palestinian community with high standards of art.

Preparation of cultural bills serves cultural diversity such as to safeguard the Intangible Cultural Heritage bill.

The main challenge is the Israeli occupation of the State of Palestine, which affects the security, political and economic stability, moreover the difficulty of travel and movement of people and products, which impede the implementation of protection and promotion of cultural diversity programs.
Weakness of the budget of the MOC allocated to support projects for the implementation of the cultural strategic plan.
The breakdown of the Legislative Council and its impact on the formulation of bills that serves cultural diversity.

Promote building capacity for staff in the field of cultural policy and management through scholarships and training courses.

Promote the participation of youth, women in occupied Jerusalem

b. Key objectives of the measure:

REFORM aims to mobilize the civil society towards lobbying for a more comprehensive and participatory governance system.
It also seeks to contribute in overcoming the identity crisis which Jerusalemite Palestinians suffer due to the policies and practices of the Israeli occupation and the revival of their Palestinian identity.
REFORM intends to form a cultural and social network between Jerusalem and the rest of the West Bank (mainly Ramallah, Jericho and Bethlehem) in acknowledgement of the similarities in identities and living standards in these areas.
Promoting social participation of women and youth in Jerusalem and the rest of the West Bank.
REFORM strives to promote social participation of the youth and women through challenging the profound culture that prevents them from taking initiative to change their reality.

The formation of three groups that represent local communities. These groups consist of participants from: occupied Jerusalem, Ramallah, Jericho and Bethlehem, with significant participation of young Palestinian women.
REFORM looks forward to attract trained facilitators who would use their gained knowledge to implement structural and cultural change in their communities.
Through the meetings, participants would focus on the similarities between different identity components (citizens of occupied Jerusalem and other areas) and values.
It is also expected that these participants would benefit from the space offered by the project and an increase in participation of activists from occupied Jerusalem in social and cultural activities.

The program takes into account the geographical distribution and marginalized areas and also works with centers and groups from occupied Jerusalem and Jericho.
