Key objectives of the measure:
With the purpose of promoting products and services (including cultural ones), a commission for coordinating charitable programmes is operating in Armenia, which implements the state policy in the sphere of humanitarian aid and charity. In fact, the State provides funding for all charitable programmes implemented within Armenia in the amount of 20 or more percentage of the cost, freeing the implemented programmes from certain taxes and duties. This policy creates favourable conditions for the introduction of cultural products and services as charity. During the reporting period, the number of charitable programmes for cultural orientation has increased dramatically, as a result whereof there has been an addition in the overall basket of cultural diversity products and services.
In the context of the policy on securing stabile economic growth in the Republic of Armenia, the development of small and medium enterprises (SME) is aimed at ensuring the stability of economic growth in the country, giving an innovative direction and elasticity to the economy.
Main feature of the measure:
Each year, the Government of the Republic of Armenia discusses and adopts a “Recommendation to subjects of small and medium enterprises”, the grounds for the development and implementation whereof is the Law of the Republic of Armenia “On state support to small and medium entrepreneurship”. The programmes are based on the fundamental principles of economic policy adopted by the Government of the Republic of Armenia and promote the economic development of the country, particularly its remote and bordering dwellings, and the overcoming of disproportionalities. In this regard, with the opportunities created by its peculiarities and development, SME has a substantial impact on the economic development of the country in general and particularly on the cultural sphere, where SME secure 95 percent of production.
The Government of the Republic of Armenia promotes the circulation of materials of cultural nature, which essentially increases the level of securing and disseminating cultural diversity in the country.
In 2010, Armenia joined Florence Agreement on the Importation of Educational, Scientific and Cultural Materials and its Nairobi Protocol, which promote the free dissemination of books, cultural, educational and scientific materials and the simplicity of customs and administrative procedures related to the importation of those materials, their free circulation. The implementation of the Agreement has created favourable conditions in Armenia for the establishment and promotion of forms of cultural expression.
