Le contexte sanitaire qui prévaut n’a pas permis de grands rassemblements. C’est la raison pour laquelle des équipes sont descendues rencontrer les différentes parties prenantes recensées disponibles afin de recueillir les informations nécessaires à l’élaboration du Rapport Périodique Quadriennal 2020. Toutefois, il convient de noter que les pouvoirs publics via le département ministériel en charge des arts et de la culture, a pris des mesures pour la rédaction dudit rapport. A ce titre, la Décision n°0103/MINAC/SG du 07 septembre 2020, portant création, organisation et fonctionnement du comité de rédaction du Rapport Périodique Quadriennal 2020, instituait les différentes parties prenantes.

Executive summary: 

Les principaux objectifs et les priorités de la politique du Cameroun en faveur de la mise en œuvre de la convention 2005 sur la protection et la promotion de la diversité des expressions culturelles durant ces quatre dernières années s’articulent autour de plusieurs aspects parmi lesquels, la formation, le partenariat avec la société civile, les biens et services culturels, et la coopération internationale.
Au cours de ces quatre dernières années, la partie Cameroun a amélioré son offre de formation dans les domaines de la convention. Au niveau des enseignements supérieurs, en plus des facultés des arts et des lettres des universités d’Etat qui offrent des cursus riches et variés dans les domaines de la culture, les instituts des beaux-arts de Foumban et de Nkongsamba ont vu le jour. Les apprentissages qu’ils offrent en plus de ceux dispensés dans les universités privées donnent une part belle à la diversité culturelle. De plus, les centres de formation du Ministère de l’Emploi et de la Formation Professionnelle (MINEFOP) contribuent à cet embelli en offrant des formations dont la durée varie entre 6 et 24 mois dans plusieurs domaines de la convention. Enfin, le Ministère des enseignements secondaires et celui de l’éducation de base offrent les plages horaires importantes à la diversité des expressions culturelles dans le cadre de leurs activités post et périscolaires. Il convient de souligner aussi que la diversité des expressions culturelles constitue le fondement de certaines épreuves aux examens du Baccalauréat, du Probatoire, du Brevet d’études du premier cycle et du certificat d’étude primaire.
Dans le souci d’une mise en œuvre efficace, efficiente et participative de la convention, le Cameroun a adopté le 20 juin 2020 ; la loi portant sur les associations culturelles. « Fille de la convention 2005 » dans une certaine mesure, elle structure et organise les activités liées aux expressions culturelles aux niveaux des compagnies communales, des unions d’associations départementales, des guildes Régionales et des fédérations nationales. Cette loi participe à l’autonomisation des acteurs (personnes physiques et morales) du secteur culturel tout en améliorant les conditions pour une optimisation de la production des biens et services culturels.
La partie Camerounaise s’est engagée dans un processus de lisibilité et de transparence en ce qui concerne les biens et les services culturels. A ce titre, le Cameroun s’est fixé l’objectif de produire la cartographie de ses industries culturelles et créatives. La phase pilote qui a porté sur la ville de Yaoundé, s’est soldée par la production du catalogue des industries culturelles et créatives de la capitale camerounaise. Cette lisibilité sur les industries culturelles et créatives compte s’étendre dans tout le territoire national afin d’améliorer la qualité et la quantité des biens et des services dans le domaine de la diversité des expressions culturelles.
Enfin, le Gouvernement s’est ouvert aux partenaires nationaux et internationaux dans la mise en œuvre des points cité plus haut. Pour marquer son engagement en faveur de la diversité des expressions culturelles, la partie Cameroun s’est engagée, en collaboration avec les pays de la sous-région à l’instar du Congo Brazzaville, de la Guinée Equatoriale et du Gabon dans une stratégie commune en vue de l’inscription du « MVET » sur la liste représentative du patrimoine culturel de l’humanité.

Le questionnaire réservé aux OSC a été téléchargé et distribué aux organisations ciblées et disposées à accompagner le Ministère des Arts et de la Culture dans le processus de rédaction du RPQ 2020. Le lien internet du site de la Convention 2005 leur a été également transmis pour des soumissions en ligne. Il a par la suite été question de collecter les questionnaires et de procéder à un dépouillement minutieux des informations recueillies. Toutes les mesures et initiatives mentionnées ont été considérées comme pertinentes.

Organisation de plusieurs rencontres entre les femmes et les professionnels du cinéma et de l’audiovisuel ; Plaidoyer national et international en faveur de l’amélioration de la participation de la femme dans le domaine du cinéma et de l’audiovisuel en Afrique centrale ; Accompagnement technique et financier des femmes dans les domaines du cinéma et de l’audiovisuel.
On the basis of the analysis of the responses provided through the CSO form, present up to ten main priorities of CSOs to implement the Convention over the next four years.: 
• Accroitre la réflexion et l’application des sanctions relatives à la piraterie et la contrefaçon. • Elaborer des textes innovateurs permettant d’améliorer la situation des artistes et des industries culturelles. • Introduire les différentes formes d’expressions artistiques dans les programmes de formation dès le plus jeune âge. • Former les responsables des entreprises et Collectivités Territoriales Décentralisées aux expressions et valeurs culturelles pour les rendre aptes à dialoguer avec les artistes et les travailleurs culturels. • Créer des Etablissements Publics spécialisés dans Contrôle des Ouvrages Culturels. • Créer des conservatoires et des ressources pour aider et soutenir le développement des talents en éclosion dans toutes disciplines artistiques et créatives. • Rénover et réhabiliter des anciens bâtiments et équipements et les mettre à usage culturel. • Attester les compétences existantes à travers des équivalences validées par des certificats ou des diplômes. • Fournir un soutien au travail créatif et faciliter les initiatives des entrepreneurs culturels camerounais. • Développer des programmes de formations aux différents métiers de gestion, administration, communication et recherche de financement des entreprises artistiques.

Renforcement des compétences artistiques locales des femmes handicapées de Yaoundé en vue de les intégrer dans le marché du travail. Promotion de la diversité des expressions culturelles. Autonomisation économique des femmes handicapées.
Describe the main challenges encountered to implement the Convention and the main solutions found or envisaged to overcome them: 
Les principaux défis reposent sur la vulgarisation de la convention auprès du plus grand nombre dans tous les secteurs public, privés, et les OSC… la solution pourrait consister à former des spécialistes de la Convention 2005, renforcer les capacités des personnels du Ministère des Arts et de la Culture, pour sensibiliser les autres départements ministériels et les OSC sur la Convention 2005, afin de susciter une synergie d’action.
Describe the steps planned in the next four years to further implement the Convention and the priority areas identified for future policy action based on the conclusions of the current reporting process: 
Vulgarisation de la convention auprès du plus grand nombre, Traduction de la convention en quatre langues nationales, Renforcement des capacités des acteurs locaux, Etendre la cartographie des Industries Culturelles et Créatives sur toute l'étendu du territoire national.
